HomeMy WebLinkAbout2008-1014; Pat RiceKeeling, Adrienne M From: patrice4632@sbcglobal.net Sent: Tuesday, October 14, 2008 3:08 PM To: Keeling, Adrienne M Subject: 96th Street.doc 96th STREET & WESTFIELD BOULEVARD DISTRICT SUBAREA Page 1 of 2 10/16/2008 96th STREET & WESTFIELD BOULEVARD DISTRICT SUBAREA Description This area has been identified as a critical subarea because: z Is notably impacted by the evolution of the 96th Street and I-465 corridors z Faces three levels of commercial development on the Marion County south side z Has traffic gridlock due to the major intersection at Keystone Avenue and change in traffic patterns z Has been scheduled for special study since 1999 z The assumptions used in the 96th St. Corridor Study of 1999 have become obsolete due to land use changes on both north and south sides of 96th Street and along Westfield Blvd as well major changes in traffic patterns Critical Area Boundaries The area boundaries are depicted on the Orientation Map on the following page. Although neighboring areas were included in the Special Study of 2006, the map shows the actual boundaries from the Monon Greenway on the west, Keystone Parkway on the east, 99th St. on the north, and 96th St. to the south. Strategy Connection between Westfield Boulevard and Pennsylvania Parkway The City of Carmel will work to connect 96th St. from Westfield Blvd. to Pennsylvania. This connection is considered an essential connection, especially as U.S. 31 is upgraded to a freeway configuration as well as relieving traffic congestion at the Westfield round-about. This connection is depicted on the Orientation Map on the following page. A grade separation with the Monon Greenway will be necessary. Multi-use paths will be needed to connect to the path at the Lenape Trace Park which connects to the Monon Greenway. Promote a Neighborhood-Serving Commercial District: The southern boundary along 96th Street known as Wild Cherry Corner has approximately 26 acres with fourteen homes. The south side of 96th St. is also part of Wild Cherry Corner, but is in Marion County and is planned for office commercial. This area is experiencing destabilization due to land use changes on both sides of 96th Street between Keystone Ave. and Westfield Blvd. The District would include Wild Cherry Corner with the exception of the two and a half acres of Historic site, the west side of Haverstick Rd. and the north side of 96th St. frontage from Maple to Kittrell. The City of Carmel will work to encourage a mixed-use redevelopment that provides a more bicycle-and pedestrian-friendly environment and that provides goods and services to the residential communities within walking distance as well as the more intense commercial uses adjacent on the east side and south side of this area. Soften Transitions: As the south side of 96th Street develops with higher intensity uses, the Wild Cherry Corner area will serve as a buffer through the use of transitional type uses that are two or three stories in height along 96th Street and no more than two stories in height to the north, with roof designs that are similar to residential developments. Adjacent residential areas will be buffered both by present wooded areas as well as additional landscaping and walking paths. The Chesterton Subdivision will also be protected from traffic by installing a new barricade on Wild Cherry Lane that will meet safety requirements. Design Guidelines z Establish regulations to assure smooth transitions between the Neighborhood-Serving Commercial District and the neighboring residential areas providing adequate buffering to adjacent residential neighborhoods. z Ensure development and redevelopment safe for bicycle and pedestrians. 96th STREET & WESTFIELD BOULEVARD DISTRICT SUBAREA Page 2 of 2 10/16/2008
