Docket No. 08070020 CP: Carmel Consolidated Comprehensive Plan 2008
The applicant seeks to adopt the Carmel Consolidated Comprehensive Plan, in order to update and reformat the Carmel/Clay Comprehensive Plan (as previously amended). Filed by the Carmel
Department of Community Services.
You should have received a copy of the proposed draft with the Committee packet mailing on July 25. If you need an additional copy, please let me know as soon as possible.

CONTENTS
New content is proposed to more accurately reflect the City’s evolution since 1997 and to reflect trends toward redevelopment and sustainability; however, one of the main goals of this
plan is to bring forward the critical elements of 2020 Vision and subsequent studies into a clear, concise and user-friendly document. Currently, the 2020 Vision Plan and supplemental
studies are compiled into a binder measuring about two inches thick.
The proposed C3 Plan is organized into five parts:
1. Community Profile: Includes a brief summary of environmental and demographic information.
2. Comprehensive Plan Essence: Sets out planning policies and objectives both City-wide and by geographic location (East Carmel, North Central Carmel, South Central Carmel and West Carmel).
3. Land Classification Plan: Describes and establishes fifteen land classifications to be applied across Clay Township. Each classification has a page dedicated to describing its purpose,
geographic location, land uses, intensity, site orientation and appropriate adjacent classifications. This approach allows the plan to simultaneously address land use, site design and
building mass (form).
4. Transportation Plan: Identifies three types of transportation: automobiles, bicycle/pedestrian and transit. The Thoroughfare Plan, which primarily addresses automobiles, consists
of twelve street classifications and a corresponding map. The Bicycle and Pedestrian Plan identifies and maps seven facility types and also includes the Bicycle Routes and Loops Plan
adopted earlier this year. Finally, the Transit Plan identifies key concepts when considering the need for regional and local transit. More study needs to occur before identifying
specific routes or types of vehicles.
5. Critical Corridors and Subareas: Organizes a framework and common format for special area plans and studies which were previously adopted to supplement 2020 Vision. This section
will also serve as a place to incorporate future corridor or area plans.
REVIEW TIMELINE & SPECIAL COMMITTEE
As mentioned at the July Plan Commission meeting, a special committee will be formed to review the draft outside of the regular committee schedule. We propose to meet the 2nd & 4th
Tuesdays of the month at 6pm, beginning after September’s regular committee meetings. Therefore, meeting dates would be:
· Tuesday, September 9th
· Tuesday, September 23rd
· Tuesday, October 14th
We hope to establish the membership of the Committee before the August 19 Public Hearing, so if you are interested, please let me (or Leo Dierckman) know.
