Docket No. 08070020 CP: Carmel Consolidated Comprehensive Plan 2008
The applicant seeks to adopt the Carmel Consolidated Comprehensive Plan, in order to update and reformat the Carmel/Clay Comprehensive Plan (as previously amended). Filed by the Carmel
Department of Community Services.
REVIEW TOPIC:
OCTOBER 23, 2008 DRAFT, Including October 31 Supplement
Please see attached OCTOBER 31 SUPPLEMENT pages which indicate a few changes made at the October 28 Committee Meeting. Together with the OCTOBER 23 DRAFT, revisions are up to date with
the Committee’s discussion.
DRAFT PLAN

SUMMARY OF CHANGES – October 31 Supplement
· Pages 20, 21: City-Wide Policies & Objectives
o Objectives 7.5 and 7.14. Recognize other green building certification programs
o Objective 7.8. Added other public facilities (not just municipal) should set precedent for environmentally sensitive buildings.
· Page 22: East Carmel Policies & Objectives
o Objective 1.2: “Allow” instead of “support and encourage” neighborhood service nodes…
· Page 24: South Central Carmel Policies & Objectives
o Objective 1.2: Re-wrote to match the policy in North Central Carmel to protect single-family neighborhoods.
· Page 25: West Carmel Policies & Objectives
o Objective 7.2: “Allow limited” instead of “establish” neighborhood-serving commercial
· Page 45: Land Classification Plan Map
o Corrected Urban Residential in Village of WestClay west of Towne Road to Suburban
o Changed North Augusta neighborhood (NE Corner 96th & Michigan) from Low Intensity Suburban to Community Vitality Node.
o Corrected the map to reflect River Heritage Park (Green) as located south of the Water Plant (Gray) on River Rd, north of 116th. The two areas were inadvertently reversed.
· Page 55: Residential Parkway
o Amended the cross-section to reflect current practices, deleted parking lane
· Page 86: US 31 Corridor
o Re-draw cross-section and add language to keep buildings locating next to existing residential limited to 3 stories in height.
· Page 88: 96th Street Corridor
o Added a note that the study’s assumptions have changed since 1999
PUBLIC COMMENTS & SPREADSHEET
We are asking that all comments on the new draft be submitted by no later than Friday, November 7. This will ensure that the Department has time to account for everything in the Spreadsheet.
A new spreadsheet will be distributed at the meeting.
