Docket No. 08070020 CP: Carmel Clay Comprehensive Plan 2009 (C3 Plan 2009) - (As amended and approved by City Council; Council Resolution CC-05-04-09-02) The applicant seeks to adopt the Carmel Clay Comprehensive Plan, in order to update and reformat the Carmel/Clay Comprehensive Plan (as previously amended).  Filed by the Carmel Department of Community Services. On May 4th, the Council approved an amended “Version A” of the C3 Plan after much discussion by the Land Use and Annexation Committee.  Indiana Code requires amendments from the legislative body to be sent back to the Plan Commission for consideration. The Plan Commission has 60 days (until July 3) to approve or disapprove the amendment and report back to the Council. Please see the enclosed VERSION A, as amended by Council. The amendments include: · Page 25: West Carmel Policies o Delete Objective 1.2 regarding neighborhood service nodes. o Amend Objective 6.4 to recognize institutional and park uses along 116th and to clarify that the West 116th Overlay Zone. o Delete Objective 7.2 regarding neighborhood service nodes. · Page 31: Reduce the Low Intensity Suburban Residential density to 1.3 units per acre. · Page 32: Amend the Suburban Residential density range to 1.4 units to 4.0 units. · Page 45: Land Classification Map o Exclude the SW Clay Annexation area. It will revert back to the 2020 Vision Plan to effectively create “no change,” to meet with the Annexation Agreement. o Amend NW Clay to reflect densities in 2020 Vision Plan. o Illustrate North Central Carmel as a PINK area for special study as to not confuse the efforts underway with the Master Plan and SmartCode study. · Page 63: Thoroughfare Plan Map o Exclude the SW Clay Annexation area. It will revert back to the 2020 Vision Plan to effectively create “no change,” to meet with the Annexation Agreement. o Update Roundabout status. Those roundabouts which are either existing or funded are illustrated as existing. · Page 76: Bicycle Routes and Loops Plan Map o Added 106th Street as a “Future Route.” · Page 86: US 31 Corridor o Limit buildings between 106th and 111th Street to 60’. This is noted in the text as well as the diagram at the bottom of the page. · Page 87: US 31 Corridor Map o Added new map color designation to reflect 60’ height limit area. · Page 88: 96th Street Corridor o Delete the second half of the first bullet point under Design Guidelines to reflect that there is no longer residential character between College and Westfield. · Page 90: City Center/Old Town Subarea o Delete language about a Pattern Book in both the Strategy and Design Guidelines headings.
