When overlay zone was created the land in question was not included in the overlay map so R-2 development standards apply to this ground even though it is adjacent to and a part of the Old Town area of Carmel. The developer proposes to preserve a wooded area on the property that is referenced as Blackwell Park on the color concept plan. Preserving this area is not compulsory for platting lots through the Carmel Plan Commission and is offered as a gesture by the developer in hopes of making better use of the remaining site through decreased lot size requirements as found in the R-2 classification. Developer proposes to work with the planning staff to design homes for the new platted lots that comply with the spirit of the Old Town District Overlay Zone in both architectural style and materials use.
