The applicant seeks the following special use amendment for an existing cell site:
Docket 09040003 SUA Chapter 25.13 Amendment to existing cell site -new equipment shed
The site is located at 1776E 116' Street and is zoned B3Business.

General Info: The petitioner is requesting to modify an existing Special Use,
SU 1-01. The site is located at the northwest corner of Woodland Shoppes,
adjacent to 116` Street and Range Line Road. Currently, it is improved with a
tower and an 11 x 23 foot equipment shed. The modification would consist of
an expansion of the lease area, and an additional, 30 x 11 equipment shed. The
tower height, which is 90 feet, would not change.
Analysis: The site is located at the back corner of a shopping center in a
commercial area, and is accessed by the site's delivery drive. The tower is
visible from adjacent rights-of--way, but the existing equipment shed is largely
screened by surrounding buildings and is not easily visible from either street.
The proposed shed, which would be located immediately south of the existing
shed, would be similarly screened. Landscaping, in the form of evergreens, is also indicated on the submitted
plans, and would likely help further screen the existing facility as well. Given the existing facility, and the
commercialized nature of the surrounding area, it is unlikely the proposed equipment shed would have any further
impact. The Board might consider suggesting the possibility of trading additional height to the tower, up to ten
percent of current height, in exchange a commitment to replace install "slick" mounted antenna, rather the current
extended arm type which would improve the appearance of the installation.
Findings of Fact: Special Use
1. The premises in question is particularly physically suitable for the proposed Special Use because: it
will be an expansion to a Special Use that has existed there for many years.
2. The Special Use will not injuriously or adversely affect economic factors, such as cost/benefit to the
community and its anticipated effect on surrounding property values because: the site is located in a
heavily commercialized area, and is set far back from the road. It has existed there for several years.
3. The Special Use will be consistent with sociaUneighborhood factors, such as compatibility with
existing uses and those permitted under current zoning in the vicinity of the premises under
consideration and how the proposed Special Use will affect neighborhood integrity because: the tower
has existed at the site for many years, and is located in a heavily commercialized area.
4. The Special Use will not injuriously or adversely affect the adequacy and availability of water,
sewage and storm drainage facilities and police and fire protection because: utilities are in place, and
the tower has existed at the site for many years.
5. The Special Use will not adversely affect vehicular and pedestrian traffic in and around the premises
upon which the Special Use is proposed because: the site is located at the rear of a shopping center, in
the service area.
6. The Board bas reviewed the requirements of Ordinance Z-160, Section 21.03 (1-26) as they relate to
this Special Use, and does not find that those criteria prevent the granting of the Special Use: the cell
site addition complies with all criteria.
Recommendation:
The Dept. of Community Services recommends positive consideration of Docket No. 09040003 SUA.
