Bordenet Design 8902 Alibeck Court Indianapolis, IN 46256 RE: 146'h Street & Gray Road Office Complex Primary Plat-Project Review #3 Dear Mr. Bordenet: The City has received your letter and drawings dated April 14, 2009 for the April 15, 2009 TAC meeting. The Department provides the following comments: 1. The Department of Engineering previously provided primary plat revie+v comments on October 2, 2007 and February 25, 2008. To date, we have not received a formal response to previous comments. All previous comments remain pertinent to this project. 2. Prior to approval of the construction drawings formalized commitments for Thoroughfare Plan improvements must be provided. A response letter dated March 14'" 2008 indicated [hat Hearthview~Residential will provide the necessary commitments. To date, these documents have not been provided. 3. The final construction drawings must establish Minimum Lowest Adjacent Gmde and Minimum Flood Protection Grade from the highest noted elevation of the adjacent flooding source (the Mitchener Ditch; [he proposed detention facility and /or the overflow weir elevation). 4. The Secondary Plat shall comply with the easement requirements of the.Storm Water Technical Standards Manualand the Subdivision Control Ordinance. Perimeter easements per the SDCO are not provided. Please confirm that the easement around the detention pond satisfies Section 6.06.01 of the Subdivision Control Ordinance and Section 306 of the Stonn Water Standards Manual. 5. The access from Gray Road appears to be 30-feet farther north than on previous submittals. Please confirm if the current location is at the approved location. 6. The Deparhnent suggests the installation of a vegetated Swale in the dry detention area between the inlet and the outlet to better facilitate storm water treatment. 7. The Department of Engineering has no comments regarding the rezone, but will review the construction plans, including the storm water pollution prevention plan, when they become available. I have reviewed the drawings submitted for the April 15, 2009 Technical Advisory Committee meeting, and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) The Alternative Transportation Plan requires the construction of a 10' asphalt path along 146`" St. Please revise the plans to include and label this path. 2) The City of Carmel Parking Ordinance requires that all new developments include bicycle parking. Please see the City of Caimel's Parking Ordinance in order to determine appropriate number, locations, specifications, and construction details for the above. 3) Please connect all internal sidewalks to each other and the perimeter sidepaths. 4) Please indicate ADA compliant handicap ramps and crosswalks at all crossings. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. RE: 146`" Street Office Complex -Revised Primary Plat Dear Mr. Bordenet: We have reviewed the revised preliminary plat submitted to the Hamilton County Surveyor's Office on November 24, 2008, for this project and have the following comments: The proposed project falls in the incorporated area and MS4 jurisdiction of the Ciry of Carmel. 2. The proposed project DOES fall in a Carmel Wellhead Protection Zone. 3. The proposed project is located in the U.G. Mitchner Regulated Drain Watershed, has a portion of the U.G. Mitchner Regulated Drain, and has an unregulated tributary of the U.G. Mitchner Regulated Drain running through the proposed project. 4. This site will have allowable release rates of 0.1 cfs per acre for the 1 to ] 0 year 24 hour storm event and 0.3 cfs per acre for the 1 L to 100 year 24 hour storm event. This includes any direct runoff for non-floodplain areas or other areas that can not be reasonably detain. 5. The proposed site has studied floodplain per Pane1227 of the FIRM, dated February l9, 2003. 6. Hamilton County Ordinance 4-26-99-C(6) prohibits the filling of floodplain (Floodway and Floodway Fringe) of any regulated drain. Please show and label the statutory regulated drain easement (75' from top of bank). 8. Please remove the "Tree Preservation or Buffer" designation from any area within the regulated drain easement. Under IC 36-9-27-33, these trees may be removed at any time by the Drainage Board or Surveyor, and designating it as tree preservation is misleading to all parties involved. Also, no new trees will be allowed within the regulated drain easement per the same statue. 9. Hamilton County Ordinance 4-26-99-C(4) requires improvements to the open regulated drain that traverses the parcel. These improvement will included, but not limited to, debris and flowline obstruction removal, tree clearing from 30' of top of bank to 30' of top of bank, and stream bank erosion repair and stabilization. 10. Hamilton County Ordinance 4-26-99-C(3) will require improvements to the natural watercourse across the site.
