2-41. Docket No. 08110006 DP/ADCs: Greyhound Commons, Phase III -Key Bank (Kite PUD)
The applicant seeks site plan & design approval for a bank. The site is located at the southeast
corner of l46°' St. and Cowes Way. The site is zoned R-4/Residence, pending aPUD/Planned
Unit Development rezone. Filed by Kite Greyhound III, LLC.
Docket No.s 081.10007 OA & 08110008 Z: Kite PUD Rezone, Expansion (Key Bank). The
applicant seeks rezone and ordinance amendment approval to expand Kite PUD Ordinance 2-
344-00 to include 1.7 aches at the southeast comer of 146`h St. and Cowes Way and to modify
text. The site is currently zoned R-4lResidenee, pending aPUD/ Planned Unit Development
rezone. Filed by Kite Greyhound QI, LLC.
The petitioner seeks site plan and design approval for a neighborhood bank branch. Also, the petitioner seeks
approval to rezone this property at the southeast comer of 146'h Street and Cowes Way/ Greyhound Pass from R-
4/Residence to PUD/Planned Unit Development. The rezone would collaborate with amending the PUD
Ordinance Z-344'for Greyhound Conwrons located just west of Cowes Way, to incorporate this subject parcel.
However the amendment to this existing PUD would only limit the development and ttse standards for this
subject parcel east of Cowes Way. Please refer to the petitioner's updated informational brochure for
further detail.
The revised site plan does not show a curb cut or access onto l46`" Street. The access will come from Cowes
Way only. The site will not connect to the neighborhood stub street in Danbuuy Estates neighborhood.
May 5 conmrittee meetinK comments:
1. The petitioner still needs to work with IDEM and IDNR on affecting the wetlands mitigation area.
2. A representative fi om the Danbury Estates Homeowners Association let the Dept know that they aze in
favor of the project, if the agreements are signed between_the petitioner and the HOA.
3. The site will have a pond maintenance reimbw'sement agreement that will go in effect with the rezone
adoption. The Plan Connnission attorney will review the document.
4. Signage will be elinunated on the south & east facades. Instead, there will be smaller traffic directional
signs. Also, the proposed monument sign will be reduced to 6-ft in height.
5. The petitioner will add more landscaping along the retaining wall and along adjacent lots within Danbury
Estates.
6. The May 8 revised info packets will show text revisions and amended Signage.
7. The petitioner has will add wording about a dunipster not being taller than its enclosure.
8. Result: The conunittee forwarded these items to the full Plan commission with a 3-(favorable
recommendation vote.
Staff comments/concerns:
I. The Hanvlton County Swveyor's Office has no outstanding issues.
2. The Dept of Engineering (DOE) no longer has issues with the access or drahrage.
3. The Hamilton Camty Highway Dept.: The envauee on Lowe's Way must have approval from IDEM, to
cross the nutigatiou wetland, prior to review Prom this department.
4. The Forestry Dept is comfortable with the landscape plan.
5. DOCS: no outstanding concems/comments.
The Dept. of Community Services recommends the Commission favorably consider the DP/ADCs
item and forward the rezone and ordinance amendment petitions to the City Council with a favorable
recommendation, after all questions/concerns are addressed.
