The analysis does not show an improvement to the Level of Service, in fact, it shows an adverse affect on the eastbound leg of 1461" Street at Lowe's Way/Greyhound Pass during the PM peak hour. The access on 1461h Street will not be considered as proposed. The access on Lowe's Way is unacceptable as proposed in Figure 7 of the analysis. The location of the access does not allow for adequate distance south of the intersection of Lowe's Way and 146'" Street for a lane shift. Furthermore, the utilization of a thru lane for the left turn lane will compromise the future use of Lowe's Way as designed. It is desirable for the County to maintain dual southbound thru lanes on Lowe's Way at this time. If you submit an alternative design for the Lowe's Way access, we will review the proposal. The Department has considered the plan submitted for the December 2008 TAC. The Department understands that the project has been filed for both a re-zone and for DP/ADCs. However, the petitioner has indicated that more detailed construction plans are being developed and will be submitted at a future time. Based on this fact and the three items noted below and potential impacts to the proposed site plan based on how these items are resolved, the Department is not issuing technical comments for this project at this time. ' Normally the Department does not provide comments related to property zoning issues; however, the Department provides the following input for the Plan Commission and BZA to consider in support of the proposed use (and configuration of the property in support of this use): 1. The Department cannot support the proposed access from Greyhound Pass. A proper lane shift for through traffic is required to create a left turn lane. A proper lane shift is 320-feet for the posted speed limit. In order to provide a reasonable taper and an adequate left turn lane for stacking since this is the primary access, the proposed curb cut from Greyhound Pass need to be located farther to the south. With a 100-foot turn lane, the curb cut would be located far enough to the south that it should be aligned with the extension east-west drive aisle immediately south of the Lowe's building. Creating such a left turn lane restricts the apparent plan for two southbound lanes in the future. It is unclear if both of these lanes will be needed in the future; but support of such a plan will certainly limit the ability to provide these lanes without reconstructing Greyhound Pass. 2. Based on the letter from the Hamilton County Surveyor's Office, it is not immediately apparent that off- site detention is provided. The proposed site plan might be required to accommodate a detention facility which could have negative impacts oncost considerations of the project (either in providing an underground detention facility on the current site plan or the need to acquire additional acreage for an above grade system). 3. It is uncertain to what extent the proposed use will rely on the proposed access from 146th Street. The Department expects that since it is proposed, there is some reliance of the use on this access. Based on the letter from the Hamilton County Highway Department, it is not apparent that approval of this access is guaranteed. If this access is denied, the Plan Commission will need to consider that all traffic will enter the site from Greyhound Pass or utilize Danbury Drive. The Department would be happy to meet with the petitioner to review this project. Gary Gary R. The Hamilton County Highway Department will not support a curb cut onto 146'h Street regardless of the parcel's zoning. The issue of zoning will be decided by the Carmel Plan Commission and City Council. I am sorry for any confusion that my previous correspondence may have caused. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the Cool Creek Regulated Drain Watershed. 4. Please submit an indirect outlet permit for the discharge into the Cool Creek Regulated Drain. The application is available on our websitc at htta://www.co.hamilton.in.us, go to Departments, Surveyor, and Forms. 5. The drainage calculations incorrectly state the Danbury Estates pond was expanded to accommodate stormwater from Cool Creek Commons. The Danbury Estates pond was expanded to accommodate flood water from Cool Creek because of the fill in the floodplain variance granted for Cool Creek Commons at a I to 1 mitigation ratio. 6. Since the mitigated floodplain volume can not be used and I can not find anything in HCSO records that prove this area was accommodated with the pond redesign for the Lowe's project, HCSO doe's not agree the detention is provided for this site, even though it currently drains to the Danbury Estates pond. HCSO will agree there is a large amount of "unaccounted storage volume" in the Danbury Estates pond and the small increase in runoff from this site will not likely have a detrimental impact on the pond. HCSO would like Drainage Calculation that support this theory, either in the form of Drainage Calculation from a past project that prove this was accommodated or new calculations that prove the new 100 year elevation of the Danbury Estates pond does not have a negative impact on homes or surrounding roads. 8. Please make sure to use appropriate erosion control/energy dissipation practices to prevent the storm outlet pipe from creating a channel across the floodplain mitigation shelf in the Danbury Estates basin. If the water can not be slowed down to prevent a channel forming by erosion, then consider an engineered channel from the pipe outlet to the normal pool of the pond. 9. In order to maintain the current Level of Service of 146`" Street the County is closely reviewing proposed access points and-their affect on the road system. The current zoning allows this parcel to be accessed through Dublin Drive and Danbury Drive without the need for additional cuts and with minimal affect on 146`" Street. Therefore, it is the position of this department not to support the requested rezone at this time No comments will be issued on the proposed development plans until access to the parcel is determined by the Hamilton County Board of Commissioners.
