In the 1950's the supreme court ruled that zoning regulations could be established for aesthetic purposes. Although this ruling still stands today, aesthetic regulation has remained a controversial issue to this day. The implementation of design guidelines is ahvays accompanied by the establishment of an Architectural Review Board. Any developer must present the details of his or her project to the Architectural Review Board at a public hearing. It is at this time that they will seek approval to begin their development project?Currently, the City of Carmel is looking to establish these architectural design guidelines for Subdivisional Developments within the Carmel/Clay jurisdictional area The remainder of this booklet has been broken into two sections, Single Family Home Regulations and Subdivision Regulations. Within each one of these sections, is a subsection which asks specific multiple choice questions pertaining to roofing, siding, windows, porches, mailboxes etc... Please read each of the questions and circle the response(s) that you would like to see implemented. You may select more than one option. Please be sure to read each response fully, there are many answers that allow you to write in your o~vn regulations. There is a space for comments below each question, as well as a space for comments at the end of each main section. The information that we collect from this survey will be used to begin the formatting of the Architectural Design Regulations for the City of Carmel. We hope to share this information with you upon its completion for your comments or suggestions.
