I did review it last week when I got it, sorry I thought that everyone understood I was ok with it. I have been talking with
the Indiana Wildlife Federation (Ben Reinhart) about adding plant material on a volunteer basis to their end of the plat. He
said they had talked with the owners about adding wildlife friendly vegetation to the dry detention area, which I'm certainly
not opposed to either.

Thank you for meeting with myself and Doug this afternoon. I wanted to send you an email to confirm my recollection as it
pertains to the landscaping requirements for this building addition.
1. As part of this development, we would not be required to provide any additional landscaping along 106th Street,
the NW and the NE corners of the site.
2. We can utilize the existing tree stand and vegetation along the east property line to address the bufferyard
requirements for the dry detention area.
3. We would provide landscaping in accordance with the bufferyard requirements in the SE corner and along the
southern property line.
4. We can utilize the existing scrub/brush in the SW corner of the site to meet the bufferyard requirements for this
area.
5. There are 3 trees along the western property line near the existing Remco building. These trees would remain
and you indicated that they would address the bufferyard requirements for that area.
Please let me know if I have misunderstood anything or if you have any questions.

Ben-
The Remco Site was developed prior to the zoning requirement of DP/ADCs approval of development on I-1/Industrial zoned parcels.
An ordinance amendment in 2004 now requires DP/ADCs submittal/approval for development on I-1 zoned parcels (within City Limits).
This requirement also includes complying with the bufferyard provisions. Situations that address landscape/bufferyard standards for I-1
zoned sites developed prior to the DP/ADCs requirements, but now need building additions, or the like are unique. Requiring full
compliance with the landscaping/bufferyard standards today places excessive burden on the Petitioner because landscaping was not
required prior to the I-1 ordinance amendment. Applying bufferyard requirements to I-1 zoned property acts as a penalty for those
wanting/needing to grow their operations. The size of most previously developed I-1 parcels was not patterned to include additional
yard area for buffering, especially when I-1 uses are comfortably located next [o other t-1 uses. It would seem reasonable to base our
review comments upon the issues and needs of each project, depending on the unique circumstances of each project; minor additional
landscaping and/or buffering will need to be requested.
As a side note, our Department will also present a petition to the Plan Commission to amend Zoning Ordinance Ch. 28 or Ch. 26 (the
bufferyard provisions) to address situations like this.
In conclusion, you will only need to work with the City Forester to see what types of plantings and how many are required, in relation to
your proposed 21,000 s.f. building addition.

transportation. I have reviewed the drawings submitted for the January 21, 2009 Technical Advisory Committee
meeting and the comments from the Alternative Transportation review have been satisfactorily addressed.
We request that all responses to our comments be provided in writing. Failure to provide written responses may
result in delay of the review process.
Il is critical that this office be made aware of all modification made on the plans being ro-submitted, particularly if
any such changes are considered "new" or Pall outside of our previous reviews. Please provide revised plans
indicating all revisions. Pleasenodfy us of any changes and specifically stale any changes, including changes

We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on December 19, 2008, for this project and have the following comments:
1. The proposed project falls in the unincorporated area and MS4 jurisdiction of
Hamilton County.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project falls in the Park Northwestern Regulated Drain Watershed.

4. Please submit an outlet permit for the discharge into the Park Northwestem Regulated
Drain. The application is available on our website at http://www.co.hamilton.in.us,
go to Departments, Surveyor, and Forms.
5. The drainage calculations all refer to the Mayflower Park Drain and this area is the
Park Northwestern Drain. Also, the applicable standards for the project are the
Hamilton County Stormwater Management Technical Standards Manual, not the City
of Carmel Stormwater Ordinance.

6. HCSO would recommend taking the emergency overflow for the detention basin to
the east into that arm of the Park Northwestern Regulated Drain. That would avoid
sending the overflow route over the parking area and creates a shorter distance for the
overflow to travel.
7. HCSO agrees with the new-site detention design, with the expectation that future
construction on the 2 "outlot" areas would be directed through the dry detention area
to reduce the site direct discharge.
8. HCSO would recommend that the future developed runoff is taken into account for
the "outlot" areas, to see what changes would be needed in the outlet orifice sizes and
the new 100 year elevation. The emergency overflow could be built at that elevation
now and the ground work would be in place for having detention provided for these
sites in the future, making the review process quicker.
9. Please address all review comments from Bob Thompson, HCSO Phase II Program
Manager.
10. Please note the additional comments may be warranted at a later date.

I will prepare a landscape plan for your review, but want to clarify something. The
proposed use of the site is warehouse/light industrial.
The property to the east is a business use (LA fitness) and therefore a type "C" buffer
yard. The south and west are warehouse/light manufacturing and therefore a type "A"
buffer yard. Along 106th Street we will provide a type "B" buffer yard. Please let me
know if you agree with my assessment.

Angie did send me the conceptual plan, I have just been gone a lot and it had slipped my
mind.
First, it appears that the project would be covered under Chapter 26.04.
Existing trees and vegetation can be sufficient for the buffer where they exist and where
they are preserved according to best management practices. The plans should show existing
vegetation along the 106th Street side (large trees) and along the east perimeter were
there are some existing trees. Tree preservation is preferred by the City over just
planting new plant material.
The 106th Street side should be a level B bufferyard, and the remaining sides are I
believe a level C bufferyard according to the attached table. If you have any more

Angie....thanks for your call...attached please find the concept plan showing the proposed
expansion..,.just as an FYI, the previous expansion required a variance to allow the truck
maneuvering area to be constructed without curbs...I'm not sure if this will still apply
for the new expansion, but I thought I would let you know...
You mentioned 9:30 or 10:00 for tomorrow...the earlier the better works for our
client...therefore, will 9:30 work for you?
