AS AMENDED
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF
CARMEL, INDIANA, ADOPTING THE CARNIEL iANK TEAIPORARY SIGNAGE
SOLUTION FOR THE.CITY OF CARAIEL AND CLAY TOWNSHIP
WHEREAS, the City of Carmel is undertaking a massive road improvement project on
Keystone Avenue and is sensitive to the disruption closing the intersections of I I6'h Street and
Carmel Drive will cause to area businesses; and
WHEREAS, in an effort to alleviate issues of potential decreased business and sales
during the time of construction, the City of Carmel has worked with the. business community in
the Affected Area to create this Cannel Link Temporary Sigmage Solution (please see Exhibit A)
to allow additional advertising signage for the businesses located in the Affected Area (please
see Exhibit B); and
WHEREAS, the Carmel Link Temporary Signage Solution will begin effect from the
signing of this Resolution tlu-oughout the remaining construction period for l 16th Street and
Cannel Drive until 21 calendar days after these intersections are reopened to through traffic; and
WHEREAS, the City of Carmel acknowledges that this Resolution allows for signage
types that are above and beyond what the current Carmel Sign Ordinance: Chapter 25.07 of the
Carmel Zoning Ordinance Z-302 allows; and
WHEREAS, to better illustrate the types of signage allowed through this Temporary
Signage Solution, Exhibit C visually demonstrates signage examples with the Carmel Link logo
placed on the each sign; and
WHEREAS, definitions of terminology'used in Frhibit A are made available through
Exhibit D, so that citizens may fully comprehend all terms and provisions of the Temporary
Signage Solution;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Carmel, huliana, that the City of Carmel strongly supports providing businesses in the Affected
Area of the Carmel Link Project additional signage opportunities through this Resolution.
PASSED by the Common Council of the City of Cannel, Indiana this 1 94'4'-day of
2009, by a vote of 7 ayes and nays.

Exhibit A (AMENDED) -
Introduction
The Affected Area is the Merchants Square Business District boundary defined by Executive Drive,
both north and south sides of the street and Carmel Drive. both north and south sides of the street on
the north: 116'h Street, both north and south sides of the street on.the south: Keystone Parkway,
including the property at the northeast corner of Keystone Parkway and 116'h St. on the east-, and by
Rangeline Road, both west and east sides of the street on the west. Please see Exhibit B for the
official visual representation of the Affected Area.
Guidelines
A. All Temporary Signs require Sign Permit application approval by the Sign Permit Specialist of
the Carmel Deparlment of Community Services.
B. All Sign Permit applications presented for approval must include display dates, in addition to
other required materials,noted on the Sign Permit -application.
C. Sign Permit application and approval shall be required,-and all fees will be waived.
D. All signs must include the Carmel Link logo (Please see F_xhibirC). The logo is available
from Carmel Link in electronic graphic format - contact David Skripsky
dskripskv@stakeholder.com The Carmel Link logo will be available in single color (black) and
full color formats.
E. Banners mounted on Building Facades that have permanent lighting as a part of the building may
be illuminated No exposed light sources are permitted.
Signage Specifics
A. SIGN CLASSIFICATION: Pole Banner. Banner. Window Sign,.Sandwich Board (or A
Frame). Balloon. Please see E.rhibit C for illustrations and Exhibit D for definitions.
B. TYPE. NUMBER. SIZE AND LOCATION:
I. Pole Banner: one (1) Pole Banner located on a light pole. double sided, along designated
Public Streets and in private parking lots. Size: two (2) feet wide by six (6) feet high.
Pole Banners will be used to publicize a particular.event planned and organized by
Cannel Link. Please see Exhibit B for approved locations.
2. Banner: one (1) per building Street Frontage. Banners will be restricted to restaurant and
retail businesses only (in addition to what the Sign Ordinance currently allows.)
Maximum size: three (3) feet high by 10 feet wide or 30 square feet.
3. Window Sign: one (1) or more Window Signs per window or windowpane, including
signs printed on it window film with a transparent quality, are not to exceed 30%
of the total Window Area on which the signs are placed or through which they are
viewed.
4. Sandwich Board (or A-Frame): one (1) per store entrance, placed on the sidewalk. It is
not to obstruct pedestrian flow along the sidewalk. Maximum size: 3 feet wide by
4 feet high or 12 square feet.
5. Balloon: one Balloon will be allowed per Multi-Tenant Building Complex or
shopping center. Balloons will be used only to publicize a particular event planned
and organized by Carmel Link. Size: 5'-8' in diameter. 100' distance in the air.

C. DURATION:
1. Pole Banner: those placed along -a designated Public Street and in private parking lots
may be erected no more than 14 days prior to the event planned and organized by Carmel
Link and shall be removed no more than three (3) clays after the event.
2. Banner: May be erected once a month for 10 months for seven (7) (lays at a time. Banners
must be removed on the 7th day. Time must be indicated on Sign Permit application
before installation.
3. Window Sign and Sandwich Board (or A-Frame): may be installed for length of time of
the promotion that is advertised on the Window Sign or Sandwich Board.
4. Balloon: May be in place seven (7) days prior to the event planned and organized by
Carmel Link and shall be removed no more than three (3) days after the event.
Road Construction Signs - Directional Signs
A. Beyond the usual safety and detour signs used during road construction. Directional Signs will
also be provided as a part of the road construction.
B. During road construction, signs will be erected to help motorists locate. shopping centers.
businesses. restaurants and community service locations (i.e.: Post Office).
I . Duration of the Directional Signs will be 30 days before road construction starts and
removed upon the conmpletion:of.the road construction.
2. The-signs will have a common color and format with the Carinel Link logo. The color
and format will be different than the existing Road Construction Signs so as to
distinguish them.
C. Permanent Signs will also be planned to assist motorists in locating the same said destinations
after the road construction is complete.
Procedure for Temporary Sign Approval
I. Prepare an illustration (elevation drawing) of what your Sign or Banner will look like when
installed or placed on your building. You can use a sign company to help with this illustration.
Do not sign a contract for fabrication of your Sign until you have approval by the Sign Permit
Specialist.
2. Work on completing the Sign Permit application for review by the Sign Permit Specialist. The
application can be found at www.ci.carnmel.in.its/services/DOCS/DOCSA.litin and clicking on
Sign Permit application in about the middle of the page.
3. Meet or speak with your Landlord to show hinm/her the illustration of your proposed additional
signage for their approval. Make changes as required by your Landlord. Have the Landlord sign
your Sign Permit application in the designated area or write an approval letter.
4. Email the Sign Permit Specialist with your Sign Permit application and the illustration of the.
proposed signage for review. Work with the Sign Permit Specialist on any changes that need to
be made.
5. Upon approval from the.Sign Permit Specialist, go ahead and have the Sign made and installed.
6. Send a photo of the installed sign to the Sign Permit Specialist for finalization of your file.
