We at Taylor Scott Architects have been working closely with Circuit Ciry and the developer, Lauth Property Group, to produce design documents and renderings in conformance with the ADLS guidelines. In response to the Department Report Dated Oct. 7, 2003, we offer the following: 1. A narrative explaining [he proposed changes. • Narrative contained within this document 2. Please provide a site plan of the building showing its frontages and relating irs location within the Clay Terrace Development. Also, include building width and distance to road rights-of-way. • This site plan is being provided by Fred Simmons in cooperation with Lauth Property Group. 3. The proposed signs located on the spandrel are no[ considered window signs. Please remove. • I[ is our understanding that we will be allowed to have signage, as long as it does not exceed 3 square feet in area and is limited to no more than 1 out of every 3 panels of glass on the West elevation. Please reference provided revised renderings which depict window graphics in conformance with these restrictions. Additionally larger window graphics have been placed on vision glass panels on the West elevation. The area of the window graphics is less [hen 30 % of the window area as required by ADLS restrictions. 4. Per the Clay Terrace PUD, please show the cart corrals as being of masonry materials to match [he building and provide details. • It is Circuit City's intent [o construct cart corrals which are in keeping with these requirements. Please reference provided design drawings depicting cart corrals of materials to match the overall building. 5. Screen the exposed side of the trash compactor with a wood swinging fence or vegetation. Relocation of the unit to within the building would be preferred. • It is not possible to relocate the compactor to within the building. Operationally, the location as shown on the previously submitted documents is in keeping with Circuit City's plan. It is our position that the compactor area will not be visible from US 31 (reference provided siteline studies). We understand that the staff has some concern about visibility of the compactor area from the proposed exit ramp. We also understand that the staff has concems about excess bales being stored in front of the compactor or elsewhere at the rear of the building. It is Circuit City's operations plan to restrict bales from being located outside of the building walls. All such bales will be contained within the building or within the compactor itself. In an effort to alleviate staff's concerns, however, Circuit City agrees to provide additional depth at the compactor enclosure as well as a winging gak ty screen from possible views. We understand that staff desires the "tower" feature on the south elevation to have a substantial depth or thickness to avoid appearing as an "old west" stagefront. Please reference provided revised rendering which depicts additional depth at the south tower feature. The depth ofthis tower feature approximately matches the depth of the front entry tower. W e feel that the depth of approximately 6'-0" is the maximum depth which can be achieved without having to incur additional and excessive structural framing and expense, as well as additional roof penetrations which are undesirable. 7. The landscaping shown on the renderings is inconsistent with [he site plan. Please revise. • A revised landscape plan is being provided by Fred Simmons in cooperation with Lauth Property Group. Please reference provided revised renderings which have been coordinated with this plan. 8. The tower element on the south elevation does not present a consistent image for the building as viewed from US 31. Please revise back to maintain consistent image. • After having discussed this item with staff and presenting possible alternatives, we have modified the south tower element, Please reference provided revised rendering which depicts a south tower element, which is more in keeping with the consistency of the east elevation. 9. Please give specifics on the wall signs, including area and sign type (per the approved sign types). • We presented sign drawings, prepared by Circuit City's signage vendor, to staff on Oct. 2, 2003. After having discussed the design, it is our understanding that the proposed signs are in keeping with both [he landlord's criteria and the city's requirements. These walls signs will be externally illuminated by a wall- mountedlight fixture. Please reference provided sign vendor drawings and proposed wall-mounted light fixture cut sheets. 10. The building has two frontages. Two signs will be permitted. The sign on the north elevation will require variance approval. • It is our position that this building has at least three frontages: west elevation fronting Range Line Rd. extension, south elevation fronting parking lot/private road, north elevation fronting 146'" street. Of course, the east elevation fronts US 31, but we understand that no wall signage is allowed on elevations facing US 3l. Circuit City had previously understood that [his building would be allowed to have wall signage not exceeding 50 squaze feet in conformance with Sign Chart A: Non-Freeway for single tenant and multi- tenant buidings (building located over 300 feet from street right of way and not having more than 50 linear feet of building frontage). We feel that the design of the north elevation and sign element is in keeping with the overall consistency of the building design and serves [o increase the architectural interest of the north facade. 11. Provide exhibit illustrating height of all proposed roof-top mounted equipment to verify that it does not exceed screen wall heights. 33 ~ • Please refer to the previo~ pro6v d d~si~ne siu ~rentdering whic show that no roof-rop mounted equipment will be visible. The three-dimensional model used to construct this perspective rendering included locations and heights of all roof-top mounted HVAC equipment. This equipment is shown to be not visible based on the grading information and other data collected to produce the study. Because a mechanical engineer and structural engineer have not been engaged at this point of the design process, we have taken typical information and used a conservative approach to locating wall heights relative to HVAC units. During completion of construction documents, Circuit City and its design consultants will review and verify screening of roof-top mounted equipment. 12.
