The comments from the City review have been satisfactorily addressed with the following exceptions: 1. The maximum design water surface elevation noted on Sheet 3.01 does not match the Phase 2 elevation noted on Sheet C2.01. C2.01 states 100-YR = 870.2; C3.02 states 869.1. 2. There is an invert elevation and pipe slope discrepancy between the drainage calculations and the plans for Pipe #12. Please verify the design diameter of this pipe and revise the plans or drainage calculations as necessary. 3. The City would still expect to see additional spot shots on the grading plan that shows additional spot spots, specifically for purposes of construction staking. Proper implementation of the proposed drainage plan relies on accurate construction. Without adequate information for the Contractor to use, the integrity of the design could be at risk. If it is your opinion that the Contractor can construct the proposed improvements from these plans, the City will be satisfied with the information provided as far as the approval of the drawings. However, the City shall not be considered responsible for an improperly constructed drainage system. 4. Thank you for adding the drive culvert and for relocating the pond outfal] pipe. The City understands that in accommodating this request, the minimum pipe cover required for pipes in the City right-of-way could not be satisfied without changing the pavement section at this location. The proposed 6-foot wide reinforced concrete pavement section over the piping does provide the minimum required cover, but results in the installation of a strip of concrete. across the otherwise asphalt driveway. As this area is temporary until Grand Boulevard is constmcted, the City is willing to waive the minimum cover requirement. Please delete the proposed concrete strip and indicate the installation of the right-of-way pavement section for the entire driveway Provided that the above comments are addressed, the City does not anticipate any further comments related to this project. The City Engineer and the Director of Carmel Utilities will sign the sets. One set will be returned and it must be maintained on the construction site at all times. Comment on previous review: "Please label the multi-use path as an Asphalt Multi-Use path and show the back edge of the path 1-foot inside die right-of-way line. Please change the hatching for this path as it differs from what would be considered sidewalk." Please label as "Asphalt multi- use path to be constructed as a part of Phase 3". 5. Comment on previous review: "What is the status of the right-of-way dedication? Was this dedicated as a part of Phase 1? Dedication of this right-of--way will be a condition for obtaining a building permit if it has not already been dedicated." Thank you. Please keep us posted on the status. Right-of--way dedication requires Board of Public Works and Safety approval and a building permit will not be issued until right-of--way is dedicated. The City requests modification to the ditch to the point of discharge in the Phase 3 location and installation of the outlet pipe in the Phase 3 location with a cuh~ert under the drive. Modify drive grading over the culvert as necessary for cover. Sheet C5.01 Site Details 20. Comment on previous review: "Please add aright-of--way pavement detail [hat requires the following pavement section: 1.5" H.A.C. Surface #11 over 2" H.A.C. Binder #9, over 3" H.A.C. The following comments are provided based on the City's first review of this Phase of the project. Sheet C2.01 Master Site Plan 1. Please provide a plan that shows only the Phase II construction. The Master Site Plan provided is a great reference and should be left in the set. 2. Please provide more dimensions of the parking lot to the plan. Specifically radii dimensions. 3. Please label the multi-use path as an Asphalt Multi-Use path and show the back edge of [he path 1-foot inside the right-of--way line. Please chance the hatching for this path as it differs from what would be considered sidewalk. 4. Please delineate the limits of the right-of-way pavement section and City standard straight curbing on the proposed entrance. 5. What is the status of the right-of--way dedication? Was this dedicated as a part of Phase I? Dedication of this right-of--way will be a condition for obtaining a building permit if it has not already been dedicated. 6. Aright-of--way permit and bonding is required for the proposed driveway construction. Please contact the City's right-of-\r ay inspector to obtain the pemut and for information on posting the required bond. Sheet C3.01 Phase I Grading, Utility and Erosion Control Plan 7. As Phase 1 has already been approved and assumed to be under constmction, please remove this sheet from the drawing set. Has anything been changed on this sheet from the previously approved drawing set? 8. The proposed rip-rap stilling basin is not the detail that the City was expecting. If the stilling basin has not been installed at this point, please install per the detail provided by the City at prior meetings. 9. Have you obtained Board of Public Works and Safety approval for the proposed open pavement cut for the Sanitary Sewer connection? This approval is required for the work shown. Sheet C3.02 Phasc 2 Grading, Utility and Erosion Control Plan 10. This Department recommends the installation of cleanouts at each of the bends for the sanitary sewer lateral that runs to the grease trap. Please check with the Utility Department to see if installation of cleanouts at each bend is a requirement. 11. This Department is of the opinion that the contours will not be able to be constructed as they are drawn. Were these contours utilized to determine the pond volume available for detention storage? If so, it is likely that the ponds would not be constmcted with the same effective area between each contour line, resulting in inadequately sized ponds in the As-Built condition. . The proposed entrance roadway, areas to the east of the entrance roadway, and areas north and west of the on-site development are being allowed to direct discharge without being detained. These areas need to be excluded from your calculations of the allowable release rate in the existing condition if they have not already been excluded. 13. The maximum design water surface elevation noted on this sheet does not match the Phase 2 elevation noted on Sheet C3.01. 14. Please provide more spot shots and flow arrows for the parking lot, walks and areas around the buildings. 15. Please install the pond outlet pipe at the location indicated on the Phase 3 drawing. This will require a culvert under the proposed driveway. Sheet C3.03 Phase 3 Grading, Utility and Erosion Control Plan 16. The Ciry will not review and approve this sheet at this time. The plan is contingent on the available of City storm sewer. Please remove this sheet from the set. 17. 1s the church pursuing a drainage outlet into the Collins Drain in the event that the City storm sewer is not available when Phase 3 is constmcted? In [he event that the City storm sewer was not consmtcted, the City was anticipating the construction of a detention pond as a part of the Phase 3 construction that would have an outfall to the Collins Drain and an equalization pipe between the Phase 2 and Phase 3 detention ponds at an elevation that would allow stored run-off for all rain events above the SO-year event to drain equally between the two ouifalls. Since the Phase 3 drawings show no development or pond in the Collins Drain watershed, the City would not expect the constntction of a third detention pond. However, the City would still expect an equal discharge between the rivo outfalls for al] rain events above the SO-year event if the City sewer was not available. Sheet C4.01 Erosion Control Plan 18. Please show only the erosion control features pertinent to Phase 2 construction. 19. Detail 1 was not the Detail that the City was anticipating. Please replace with the Detail provided by the City at prior meetings. Sheet C5.01 Site Details 20. Please add aright-of--way pavement detail that requires the following pavement section: 1.5" H.A.C. This basin is to remain in place until the detention basin is installed. General Add, "Phase I Construction Only" to the Civil Cover Sheet, C0.01. The church orlgirtally paid (on Tune 20, 1994) Availability Fees on 9.25 acres. However, this was later adjusted to 6.6 acres due to the fact that the church sold 2.6 acres to the State of Indiana for completion of the U.S. 3 ! project ST- F-222 (9). The church was reimbursed for the value of the difference of 2.6 acres. Availability Fees will be due on the difference between the origina16.6 acres and the total acreage of the church expansion. Again, the -church originally paid {on June 20, 1994) Connection Fees based upon a sealing capacity of 325 and 2.6 fiDU's. However, this was later adjusted to a capacity of 180 and 1.4 EDU's. The church was reimbursed for the value of the difference of 1.2 EDU's. We will need usage information for the expanded site in order to calculate sanitary sewer connection fees. I am enclosing copies of our Average User Factors for Sanitary Sewers and our aerrent fee schedule. [have also highlighted the Average User Factors that might apply to this development. Note: Any deviation from the Connection Fe¢ calculations listed in our Ordirzauce wiU require Carmel UtUities med Board of Publk Works and Safety approvals. 4. TAC Review/Drawings submitted for approval: We request that all comments and corntnent letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Ufitity issues must also re resolved. The design engineer must certify all drawings submitted for frnal approval. This office will require a minimum of four-sets (maximum o fsix-sets) of approved drawings after all issues have been resolved, The drawings will be stamped approved and signed by both the City Engineer and Director Carmel Utilities.
