We have received your review letter dated October 8, 2003 regarding the Weston
Park project to be located at the southwest corner of l06`~' Street and Michigan Road. We
offer the following responses:
1. One,; the buildings for hots 2, 3 and Block A, our client, Kitc Development
Contpany, would be glad to meet with you to discuss fire department access and
the location of any additional lire hydrants. We can investigate at that tune Uie
potential of exterior entrances to the film sprinkler riser rooms.
2. A Knox box will likely be incorporated into the exterior building design of each
building.
3. We eulrcntly do not know the proposed building heights for the buildings to be
hearted on I,ols 2 and 3 or if the buildings will be designed with a basement.
If you have: any addilioual quostions regarding this project, please do not hesitate to

Our design team has received your review letter dated October 8, 2003 regarding the
Development Plan and Secondary Plat for Weston Park located at the southwest corner of
Michigan Road and 106°' Sheet. I have enclosed two copies of the revised site plans, two
copies of the secondary plat, and two copies of the revised ground sign drawing. We offer the
following responses to your comments:
Secondary Plat:
1. The title has been changed from "Final Plat" to "Secondary Plat."
2. The property lines are shown as solid lines on Lots 1-3 and the centerlines of the
conunon areas are shown as dashed lines.
3. The rights of way for 106°i Street and Michigan Road have been labeled on plat.
4. No covenants are proposed for the plat at this time.
5. 1 have attached all of the correspondence from the Technical Advisory Committee.
6. The names of the Hamilton County Commissioners have been added to the plat.
7. Mr. Hollibaugh's name has been added to the front page of the plat.
8. Curve notes are labeled on the plat.
9. Access from U.S. 421 has already been established by the Plan Commission through
their approval of the Primary Plat.
10. Non access easements have not been added to the plat, as they are not required by the
subdivision control ordinance.

The undersigned has reviewed the proposed plans for
Weston Park
and has approved the plans subject to the following:
1. Is the proposed project to be sprinklered buildings9 IT so a meeting will need to be scheduled to
discuss the locations of the fire departrnent connection for each building. We will be requesting
exterior access to all riser rooms.
2. We are requesting the installation of a Knox box on each building. We are also requesting the
Knox fire department connection plugs be install on each sprinklered building. An appficailon for
the Knox products is available through out office.

We have reviewed the INDOT Construction Drawings for US 421 (Michigan Road) along the
proposed Kite development at the southwest corner of 106ti Street and Michigan Road. The
proposed Michigan Road section will include a curbed median island starting approximately 53ft
south of the centerline of the existing south curb cut and continuing north to the intersection of
106a' Street. This median is a standard INDOT 1.2 m (4 ft) Concrete Center Curb, Type "C". The
median will have a 6" high curb. This type of median is used to restrict left turn traffic.
Per our previous discussions, both existing drive cuts onto Michigan Road would be allowed to
remain if the proposed ]NDOT project provided a median that would restrict left turns from
Michigan Road into the site at both drives. The location of the median in the INDOT project is
designed to provide the left tum restriction desired by the City of Carmel.

According to Steve Isenhower of the INDOT Crawfordsville District this project is on the
September 2003 bid Ietting for construction.

This correspondence will serve to confum our discussion concerning the permitted uses
for a retail shopping development at the southwest comer of 106`s Street and U. S. 421
(Michigan Road). This property is currently zoned under the I-1 Industrial District and is subject
to the provisions of the U.S. Highway 421-Michigan Road Comdor Overlay Zone. Under the I-1
zoning classification, commercial uses, including a gas station and retail stores and shops, aze
permitted uses for the subject property. Those uses, aze also pemlitted under the Overlay Zone
ordinance but Plan Commission approval is required for the development plan and the
azcllitectural design, lighting, landscaping and signage for. any proposed development.
