To whom it may concern:
Plum Creek Partners LLC has submitted Phase II of Lot 4 in Hazel Dell Corner Shopping
Center for review and approval by the Carmel Plan Commission. W e initially presented
this project at the November 18, 2003 Plan Commission meeting, and we attended the
December 2, 2003 Special Studies Committee meeting. At the same time we have
continued to work with adjacent neighbors and neighborhood associations. The
' attached pages illustrate commitments and changes made to address Special Studies
Committee and neighbor concerns.
The plans show the following changes:
• At the request of neighbors and the Special Studies Committee we have
removed the northern most pole light fixture from our plans. We will provide
subtle architectural lighting along the north building fagade to address safety
lighting issues.
• We have added landscaping along the east side of the parking lot to address
comments from Scott Brewer and neighbors. As stated in the enclosed
commitments, we will continue to address vehicular headlight issues as we
establish final grade and finalize the landscape plan.
' Pedestrian Access: As agreed in the committee meeting, we have shown a
temporary compacted stone walks from Hazel Dell Parkway and 131 s~ Street to
the existing building. Where necessary, crosswalks will be painted across the
roadways and traffic control will be installed.
• The attached commitments state the new building signage will be identical to the
' style on the existing building.
We hope this will accommodate your approval of this project.

COMMITMENTS CONCERNING THE USE
AND DEVELOPMENT OF REAL ESTATE
PLUM CREEK PARTNERS, LLC, (hereafter, "Owner"), makes the following
Commitments to the Carmel/Clay Plan Commission (hereafter, "Commission"), as to the
Hazel Dell Corner, Lot 4 -Phase Two Development (hereafter "Development").

' A. Owner commits that the signage for Phase Two of Block 4 shall be identical to
the design standards ap

' B. Owner commits that following the establishment of final grade and the
installation of compacted stone subgrade for future paved surfaces within the
Development, Owner will prepaze a landscaping and fencing plan with the participation
' of neighbors to the north and west of the Development for the purpose of eliminating
vehiculaz headlight projection from Block 4 that prohibits said neighbors from enjoying
their property and privacy.
' C. The City of Carmel, Department of Community Services shall have the right to
review and approve said landscaping and fencing plan prior to installation.
