The Phase II project finishes out an earlier project which started with a now existing 12,950 square foot retail building offering two restaurants, a dentist office, dry cleaners, barber shop, and an animal hospital. Phase II will consist of a 5,100 square foot retail building north of the existing building, and will include uses consistent with the surrounding parcels such as retail, restaurant and service uses. Plum Creek Partners, LLC will commit to making Hazel Dell Corner an attractive destination point for the surrounding Carmel neighborhoods. Our correspondence with surrounding neighbors related to this project is included with this report. Plum Creek Partners, LLC plans to make this project another success for this Carmel neighborhood. I wanted to memorialize our discussion so that our communication ' remains clear. The property that we control is currently zoned B-3 and I delivered a copy of use restrictions that were committed to at the time of zoning. It seemed that the majority of your concerns were directed towazd automobie lights, parking lot lighting and the potential for noise. In particular, we agreed to the following; t Provided that the City of Carmel Development Department pemrits we will; Relocate the proposed trash dumpster enclosure to the south end of the proposed ' building. Enhance the rear elevation to more resemble the front elevation. In particular, use light fixtures consistent with the front and provide additional ' trim azound the steel service doors. Commit that no outdoor seating will be permitted north of the proposed buIlding. Provide a combination of fencing and landscaping to eliminate or reduce the ability for ' automobile headlights to reach Delaware Commons. Work with development staff to minimize the amount of required parking lot lighting to the north of the proposed building to provide adequate safety yet not interfere with Delaware Commons. The landscaping and fencing may require anon-enforcement and encroachment ' agreement with the Hamilton County Surveyor's Office due to the legal drain that exists in the area. We are prepared to seek such an approval. We will prepaze a landscaping plan that incorporates the methods by which your concerns are to be addressed and we ' will return to meet with your group at that time. If you are able to give us, the property owners ' on the comer lots of Delaware Commons, an idea of the scope of this development it would be much appreciated. A few of us plan to attend the public hearing on November 18, 2003. We are concerned with its impact on privacy, landscaping, foot traffic through the neighborhood, traffic on Hazell Dell, noise and, most importantly, the lighting. The lightning and landscaping with similar projects at ' the corner and on Hazell Dell have been vastly different from what was proposed. For example, the daycare was to have a privacy fence surrounding the play areas and they amended their plan to a wire cyclone fence. The lighting still continues to glare at night at the medical center. And the landscaping at the developments may look good in 15 years but does little for our separation from the businesses at this time. Carmel's urban forester has also stated that due to the development's poor site management, the large trees separating our walk path and the daycare/medical center have been damaged to an extent that we can expect ' them to start dying off in the next few years. This leaves us more vulnerable to business noise, lighting issues and less privacy from a commercial venture. ' Is there an office where I might review the plans before the meeting?
