HomeMy WebLinkAboutDept Report 05-16-06 ~' CARMEL PLAN COMMISSION DEPARTMENT REPORT May 16, 2006 No. 2006 :-- seeks to update and reformat the CazmeUClay Comprehensive Plan. Filed by the Carmel Department of Community Services. Enclosed with your agenda packets was a copy of the draft Carmel Consolidated Comprehensive Plan (C3 Plan). Included in this report is a brief summary of the plan's content and opportunities for public input. CONTENTS Currently, the 2020 Vision Plan and all its amendments aze a collection of documents in a binder measuring roughly two inches thick. While there is new content being proposed by this plan, one of the main goals of this update is to bring forward the essence of 2020 Vision in a cleaz, concise and user-friendly format. The C3 Plan is organized into five parts: 1. Community Profile: Includes a brief summazy of environmental and demographic information. 2. Comprehensive Plan Essence: Sets out planning policies and objectives both City- wide and by geographic location (East, Central and West). 3. Land Classification Plan: Describes and establishes thirteen land classifications to be applied across Clay Township. Each classification has a page dedicated to describing its purpose, geographic location, land uses, intensity, site orientation and appropriate adjacent classifications. This approach allows the plan to address not only land use, but appropriate development form & site design. 4. Transportation Plan: Identifies and classifies plans for three modes of transportation, automobiles, bicycle/pedestrian and transit. The Thoroughfare Plan deals primarily with automobiles and consists of ten street classifications and corresponding map. The Bicycle and Pedestrian Plan consists of six facility classifications accompanied by a map. Finally, the Transit Plan identifies local and regional interests and is accompanied by a map. Please note that the Transit Plan is primarily aplace-holder at this time; the City needs to do more detailed planning and reseazch to determine exact routes and destinations. 5. Critical Corridors and Subazeas: Organizes a framework and common format for special area plans and studies which were adopted in the past as addenda to 2020 Vision. This section will also serve as a place to incorporate future detailed corridor and area plans. PUBLIC INPUT Beginning in November 2005 before any drafting of the plan began, the Department held several meetings in an effort to gain input about topics including land use, growth patterns, transportation and quality of life. Public meetings were held in east, central and west locations where there was an open forum for the public to ask questions, voice concerns and engage in conversation. In addition to meetings for the general public, there were also meetings held with the Carmel Clay School Boazd, Carmel Clay High School Students, Carmel Neighborhood Association Network, Carmel Small Business Network and representatives from the Chamber of Commerce. Taking comments and discussion under advisement, a draft plan was created. Since releasing the draft eazlier this month, the Department hosted a public open house. Citizens were given a brief presentation about the contents of the plan at roughly one hour intervals and the remainder of the time was open for questions and comments. Copies of the plan were available to take home. There were approximately 100 participants throughout the day with many comments and suggestions of which we have made note. We will be outlining some of the feedback at the public heazing. ADOPTION TIMELINE Given the Commission and Committee's work load, the Department is exploring options for a series of special meetings.
