DEPARTMENT REPORT
JULY 1, 2008
1. Docket No. 08020028 DP/ADCs: The Legacy Towns & Flats
The applicant seeks site plan and design approval for aretail/residential development of 23
buildings with 288 residential units. The site is located southeast of the 7000 block of E. 146' St.
and is zoned PUD/Planned Unit Development.

The applicant seeks site plan and design approval for aretail/residential development of 32 buildings with
288 residential units. The site is approximately 13 acres in size and located within the Village Core Use
Block of the Legacy District. The applicant has prepared a very thorough information packet; please refer
to i[ for more detail. The Legacy PUD (Z-501-07) was adopted in 2007. The Planned Uni[ Development

The project was introduced at the April 15 Plan Commission meeting and then sent to the Subdivision
Committee for further review. At the May 12 Subdivision Committee meeting, this project was discussed
at great length and then continued to the July 1 Committee meeting.
May l2 Subdivision Committee meetin¢ comments summary:
I. Incorporate architectural/design features to break up the reazs of the buildings, especially buildings 3
& 4. This can be material changes, wrapping the first floor with brick, facade projections/ recessions,
more roofline variations with ridgelines/dormers/skylights, etc.
2. Provide a sketch of a residential building elevation for Building #l.
3. The parking is adequate and exceeds the PUD ordinance requirements.
4. Try to add more permeable pavers in the large areas of asphalt.
5. Make sure the floor plans and building elevations match up.
6. Verify that lofts that aze sprinkled can have a bedroom with no windows.
7. The info packet supplement will contain: rear elevations of buildings 3 & 4, a residential building
sketch of Bldg 1, more evergreen trees on the landscape plan, and add more windows to areas of
blank walls.
Outstandine Department comments/concerns:
I. Please provide electronic copies of the plans and elevations; PDF or JPG format is preferred.
2. Though no[ required, please consider using LEED or Green Building practices.
3. Engineering dept: [he plan is acceptable, pending approval of the final construction documents.
4. Forestry dept comments: the landscape plan is acceptable.
5. Adding a recycling drop off area next to the trash compactor is highly suggested by the Department.
6. The trash compactor option is acceptable. Several apartment complexes in/around town utilize
them, such as Cazmel Center at City Center and Providence at Old Meridian at Old Meridian St &
Carmel Dr. The petitioner should provide a list of which apartment communities in the area utilize
trash compactors and which do not.
7. The petitioner can possibly provide a recordable commitment that if additional dumpsters are
required i n the future, he will come back to the committee for approval of dumpsters/ screening.
After all questions/concerns are addressed, the Dept. of Community Services recommends the
Committee vote to aaarove this item with a condition of the Engineering Dept's approval of the
final construction documents. (The Commission granted the committee final approval authority.) If this
item receives a no recommendation or a negative recommendation, it will be sent to the July 15 Plan
Commission meeting for a final vote.
