Docket No. 08020028 DP/ADCs: The Legacy Towns & Flats The applicant seeks site plan and design approval for a retail/residential development of 32 buildings with 288 residential units. The site is located southeast of the 7000 block of E. 146'" St. and is zoned PUD/Planned Unit Development. Filed by Charlie Frankenberger of Nelson &Frankenberger for J.C. Hart Company, Inc. The applicant seeks site plan and design approval for aretail/residential development of 32 buildings with 288 residential units. The site is approximately 13 acres in size and is located within the Village Core Use Block of the Legacy District. The applicant has prepared a very thorough information packet; please refer to it for more detail. The Legacy PUD (Z-501-07) was adopted in 2007. The Planned Unit Development ordinance can be found online at: http://cocdocs.ci.Carmel.in.us/weblink/DocView.asox?id=229157 . Outstanding Department comments/concerns: I . Please provide more detail and/or photograph examples of Sign Type E. 2. Buildings 4-7: the side elevations need more windows per the PUD requirements, and it is our understanding that the architect will provide revised building elevations. 3. Commercial vs. residential parking spaces: Please make sure there is an adequate amount. 4. Please provide electronic copies of the plans and elevations. 5. Though no[ required, please consider using LEED or Green Building practices, such as pervious pavers, skylights, solar panels, etc. 6. Eugiueering dept: DOE is comfortable with this item going to the committee level for review. DOE has sent a review letter and is awaiting responses, but there are no significant issues. 7. Forestry dept: The Forestry Dept is okay with the street trees and sewer line locations, but would prefer they not be together. Also, some tree specie changes are requested. The Department of Community Services recommends the Commission send this item [o the May 8 Subdivision Committee meeting for further review and discussion.
