Dear Angie:
We have been responding to the additional Comment Letters from the TAC members as we receive them.
The outstanding issues are mainly technical items for the Stormwater Pollution Prevention Plans and the
Engineering Department. The only comment that would drastically affect the appearance of the project is
a comment from the Engineering Department requesting that a drainage swale be constructed all along
both Adams Street and Carmel Drive frontages. We have met with the reviewer and requested that this
comment be rescinded because it will have a dramatic aesthetic affect and because no other surrounding
property has installed such a swale. The amount of runoff into the streets will be greatly reduced by the
development of this site because only the grassy areas along these frontages would drain into the streets.
The Engineering Department has indicated they will be discussing this topic at a staff meeting this
afternoon. Therefore, this item could not be addressed on this resubmittal. We hope to have this issue
resolved prior to the Special Committee meeting.
I have had multiple communications with Mr. Scott Brewer addressing the Plan Commission member's
concerns that there are no evergreen trees on the Landscape Plan. Mr. Brewer stated that he worked
very closely with the landscape architect on the initial design. For all parties involved, safety is the primary
concern with planting evergreen trees around this facility because of the opportunity to hide something or
someone, which is greatly diminished by having deciduous trees. As a result, the Landscape Plan
provides many evergreen shrubs around the site to compliment the deciduous trees and provide additional
color during the winter months.
The previous Plan Commission packets are still current and therefore no additional information has been
provided. As a result, we respectfully request the Committee's review and approval of the materials as
