A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF'
CARMEL, INDIANA, AMENDING THE CARMEL CLAY COMPREHENSIVE PLAN
"C3 PLAN 2009" REGARDING SOUTHWEST CLAY THOROUGHFARES
WHEREAS, pursuant to the Advisory Planning Law of the State of Indiana (contained in
IC 36 -7 -4), each unit of local government that wishes to adopt land use and zoning ordinances
must first approve by resolution a comprehensive plan for the geographic area over which it has
jurisdiction; and
WHEREAS, I.C. 36 -7 -4501 provides that a Comprehensive Plan be approved by
Resolution in accordance with the 500 series for the promotion of public health, safety, morals,
convenience, order, or the general welfare and for the sake of efficiency and economy in the
process of development; and
WHEREAS, the C3 Plan (the "Comprehensive Plan was duty approved by resolution
of the Common Counci] on May 4, 2009, and was certified by the Carmel Plan Commission on
May 20, 2009, and is therefore the official Comprehensive Plan of the City of Carmel and Clay
Township; and
WHEREAS, the Cannel Advisory Plan Commission voted to certify Comprehensive Plan
Amendment Docket No. 0906004 CPA with a favorable recommendation to the Common
Council on Tuesday, June 1.6, 2009;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Carmel, Indiana, that:
Section One: The Common Council hereby adopts the SW Clay Thoroughfare Plan
Amendments into Part 4: Transportation Plan, as attached hereto.
Section Two: After its adoption, this Resolution shall be filed in the office of the Clerk-
Treasurer of the City of Carmel, who shall also forward one (1) copy of
this Resolution to the secretary of the Carmel Advisory Plan Commission
and one (I) copy to the office of the Hamilton County Recorder, all in
accordance with IC 36 -7 -4 -509 and other applicable Laws.
Section Three: This Resolution shall be in full force and effect from the date of passage,
and its publication, as provided by law.
PASSED by the Common Council of the City of Cannel, Indiana this Co day of
2009, by a vote of 5 ayes and j nays.

vehicular traffc and how it f is into the fabnc of the City
Further the following headings are used as described below
to convey the essence of each street classifcation
General Desenptien This section gives a bnef descnption of
why the street classif cation has been established
Street Features This section conveys the pnmary design
standards that make each street classif canon unique The
standards include nght of way maximum number of lanes
minimum lane width curbs sidewalks and paths on street
parking street trees and buffer plantings
Typical Cross Settee This section references a typical
cross section illustration of the street classif cation The
Illustration is intended to portray the purest applied sermon
of the street When applied in the real world vananons In
the design maybe necessary

Design Pnonties Dunng the design phase of all street
improvement p %iccts decisions have to be made to best
meet budgetary constraints timelines funding cycles
physical constraints and political constraints This section
communicates the pnmary and secondary pnonties for each
street cl issif cation Pnmary pnonnes are those that should
not be foregone in design decisions Secondary pnonties are
those that may be considered for compromise non inclusion
or later phases of the project
Traffic Management Options This section descnbes vehicular
traffic management options to consider when improving
a street The options listed are intended to identify the
most appropriate means to intersect streets slow traffc (tf
appropnate) increase traffc effciency (when appropnate)
and improve safety
Effect of Annexation Agreement Spring Mill Road Ditch Road
Shelburne Road Ind Town Road between 116th and 96th
Streets and 106th Street between Commerce Dnve and
Spnng Mill Road shall be designated as Collector Streets

BICYCLE AND PEDESTRIAN FACILITY PLAN
The City s Bicycle and Pedestrian Facility Plan focuses on
facilities for non motonzed transportation One pnmary
purpose for these facilities is to provide an alternative for
people to get where they are going without using their
vehicles (i e for commuting) As a result bicycle and
pedestrian facilities help mitigate italic throughout the City
while improving the health of residents Another pnmary
purpose for bicycle and pedestnan facilities is to provide
means for people who cannot dnve vehicles (e g youth
blind and seniors) to safely get to local destinations For
this reason all bicycle and pedestnan facilities are intended
to accommodate all handicap accessible devices
The secondary purpose for bicycle and pedestnan facilities
m f tncss training and general recreation People desirous
of a healthy life style need facilities to safely walk nin
skate/blade or cycle The City of Carmel iealiaes not all
bicycle and pedestnan facilities are designed for all types
of f tness activities (e g f mess cycling is not appropriate
on sidewalks) Therefore multiple bicycle and pedestnan
facilities may be necessary in the same nght of way to
accommodate different finess activities

Road Shelborne Road and Town Road between 116th and
96th Streets and 106th Street between Commerce Dnve
and Spnng Mill Road Carmel intends to install side paths
on both sides of Collector Streets The timing and fnal
design of side paths will depend on topography availability
of right of way and environmental constraints No other
information in the C3 Plan shall be construed as superseding
this section

Dear Members
The Carmel Advisory Plan Comnussion offers you the following report on the application to the
Commission (Docket No 09060004 CPA) to amend the Carmel Clay Comprehensive Plan
(C3 Plan 2009) in order to further clanfy roadway classifications in accordance with the
Southwest Clay Settlement Agreement
The Carmel Advisory Plan Commission s recommendation on the petition is FAVORABLE
At its regular meeting on June 16 2009 the Commission voted ten (10) in Favor zero (0)
Opposed, zero (0) Abstaining to forward to the Common Council the proposed Resolution CC
07 -06 09 02 with a Favorable Recommendation
