*Should meter pit need raised to grade, a Mid State Meter Box Extension should be used. No
meter should be raised more than 6 without approval from Carmel Utilities. USING BRICKS OR
CEMENT BLOCKS IS NOT AN APPROVED METHOD OF RAISING A METER PIT.
*Should the meter lid need raised it should be done with a Ford Elevator Ring Part #ER15CX or
ER3CX.
*Service lines require compression fittings only. No Pack Joints Allowed. (No fittings should be
made in the meter pit) Must have a continuous piece of copper from meter to at least 5'
outside meter pit, on house side.
*There shall be no buried joints or couplings, except for the corporation stop on the water main.
*No pit shall be installed in a traffic area, such as a driveway or sidewalk.
*The meter pit is to be installed just off the utility easement, on private property, in the middle
of the lot 5' left or right of center, and as close to the easement line as possible.
*THERE WILL BE A RE— INSPECTION FEE FOR EACH ADDITIONAL INSPECTION NEEDED.
*METER PIT LID GRADE SHALL BE FLUSH WITH THE GROUND.

APPROVED LIST OF CONSTRUCTION MATERIALS
1) Water Main: Shall be Ductile Iron Pressure Class 350.
2) Blue Reflective Warning Tape: Shall be installed 18in above all water
mains.
3) Tracing Wire (10 or 12 gauge): To be installed with all water mains. There
must be access to the tracer wire at each valve box, with enough wire in
the valve box to insure the proper connection to the locating machine.
4) Fire Hydrants: Shall be Mueller (Safety Yellow, M.A.B. 0433291, Sherwin
Williams F75YP2) (Carmel Clay Spec. hydrants shall be open right and will
have a safety blue stripe around hydrant bonnet from the factory). The
hydrant pumper nozzle shall be of one —piece design, compatible with 5"
Storz hose coupling. The nozzle shall be an integral part of the fire hydrant
and must be furnished by the manufacturer or authorized distributor
designated by the manufacturer. Mueller model 290220 for casting and
290221 for cap. Storz adapters will not be accepted.
5) Valves: Shall be resilient seat gate valve, Mueller only. (Carmel Clay Spec.
valves shall be open right)
Butterfly valves shall be used for sizes over 12in.
6) Fittings: Shall be Union, Tyler.
7) Mechanical Joints: Shall be made with Megalugs.
8) Valve Boxes: Shall be Union Tyler or East Jordan Iron Works.
9) Posi Caps or Box loks: Shall be installed, with each gate valve.* *not to be
used on butterfly vavles.
10) Curb Boxes: Shall be Union, Tyler.
11) Tapping Sleeves: Shall be Smith Blair, Romac, or JCM
12) Repair Clamps: Shall be full circle stainless steel with ductile lugs. Smith
Blair 226, Ford F -1, JCM or Mueller equal.
13) Tapped Repair Clamps: (For 3 /4,1 in, 11/2 in, and 2in taps on PVC, 11/2in
and 2in on Ductile Iron and service repairs) shall be 12in long, full circle
stainless steel with ductile lugs and tapered threads. Smith Blair, Ford, JCM,
Mueller.
14) ample Stations: Shall be installed at the utilities request. (GIL Industries
model EH 101).
15) Service Lines: 3 /4in, 1 in, 11/2in, 2in, Shall be K Copper.
16) Brass: Compression Fittings. Pack Joints not allowed
(See Meter Pit Specs. For Make and Model
17) Joint Restrains' Shall be Field Lock Gaskets or Mechanical Bell Joint
Restraints.
18) HDPE Sleeves: Shall be used for services that cross major city streets.

19) Additional Kickers: Shall be solid block and brick. No poured concrete.
WATER AND SEWER UNDER PAVEMENT, SIDEWALK, PAVED AREAS AND WITHIN
RIGHT —OF —WAY
BEDDING, HAUNCHING, INITIAL BACKFILL
Bedding, Haunching and initial backfill requirements and compaction for water
mains, water service laterals, sanitary mains and sanitary service laterals shall
be in accordance with the standard practice of the utility that has
jurisdiction over the installation.
FINAL BACKFILL
Final backfill for water mains, water service laterals, sanitary mains and
sanitary service laterals under and within 5 —feet of pavement or sidewalk or
other paved areas and for all installations within City right —of —way shall be
B— Borrow for Structure Backfill meeting the material requirements of the
INDOT. The material shall be approved by the City of Carmel Department of
Engineering at time of installation. Final backfill shall be compacted in
6 —inch maximum lifts to not less than 95% Standard Proctor Density for the
entire depth of the material placed. The backfill for the top 6— inches of the
excavation below the start of the aggregate sub —base of the pavement shall
be No. 53 Stone meeting the material requirement of the INDOT and shall be
compacted to not less than 95% Standard Proctor Density. If the standard
practice of the utility that has jurisdiction over the installation has a more
stringent backfill requirement, the more stringent requirement shall govern.
MINIMUM COVER FOR PIPE CROSSINGS WITHIN CITY RIGHT —OF —WAY
For installation of Storm Mains, Water Mains, Sanitary Mains, Water Service
Laterals, Sanitary Service Laterals under City streets, regardless of jurisdiction
of the utility, the minimum cover from the top of the installed pavement to
the top of the installed pipe shall be the pavement section thickness (all
bituminous and aggregate material above the subgrade) plus 1 -0 but under
no circumstances shall the cover along any part of the pipe from the final
pavement elevation to the top of the pipe be less than 2.5 —feet. If the
standard practice of the utility that has jurisdiction over the installation has
a more stringent cover requirement, the more stringent requirement shall
govern.
Cove. heights for reinforced concrete pipe storm sewer that are less than
those required will be evaluated on a case by case condition and approved
only with written permission by the city engineer.
DIGITAL AS —BUILT REQUIREMENTS
City of Carmel Water Utilities requires two (2) sets of paper As— builts as well
as two (2) digital copies drawn with AutoCAD Version 2004 or earlier. The
As —built drawings must include streets, lots, water mains, and the
measurements between all fittings, (valves, laterals, fittings, service lines).
Water will not be turned on or approved until this requirement is fulfilled.'
All valves, hydrants fittings, etc are REQUIRED to be captured using survey
grade equipment as GPS points and submitted with As— builts. More
information can be found in the City of Carmel Specs.

CITY OF CARMEL UTILITY
PIPE INSTALLATION
All work shall be in the best practices of the water utility industry and the
American Water Works Association, and in accordance with all applicable
federal, state, and local codes and regulations.
Furthermore:
1) Any damage done to the City of Carmel Water Utility's system by the
contractor /developer or his affiliates shall immediately be repaired, to the
satisfaction and direction of the City of Carmel Water Utility by the
contractor /developer at his own expense.
2) Should the contractor /developer propose to depart from the specifications
contained herein, he shall submit samples and /or specifications of such
alternatives to the City of Carmel Water Utility before proceeding.
3) No work shall be performed under conditions which in the opinion of the
City of Carmel Water Utility would adversely affect the quality of the finished
job.
4) The contractor /developer shall conduct his work so as not to interfere
with the present operation of the City of Carmel Water Utility's water /sanitary
sewer system. If any work interference is encountered between the City of
Carmel Water Utility and the contractor /developer, the City of Carmel Water
Utility will receive priority in scheduling.
CITY OF CARMEL WATER UTILITY
DEVELOPER INSTALLED WATER MAINS
1) The developer will submit two (2) sets of preliminary plans for proposed
development so the City of Carmel Water Utility can determine the main
location and sizing, location of hydrants, service lines and valves to conform
to the City of Carmel Water Utility's standards and specifications.
2) Developer will provide plans that conform to the City of Carmel Water
Utility's standards for main extensions. In general, the City of Carmel Water
Utility will respond within ten (10) business days.
3) Contractors shall call City of Carmel Water Utility for an on —site
pre— construction meeting before work begins. Contractor must have approved
plans on —site and all materials to be used must be approved by a City of
Carmel Water Utility inspector.
4) Contractor will allow inspection by City of Carmel Water Utility inspectors
during the construction of the water main extension and will honor the City
of Carmel Water Utility's request for field changes in main extensions related
to location, workmanship and materials as they relate to City of Carmel
Water Utility standards and specifications.
*AII Ductile Iron water mains shall be bedded in sand, from the bottom of
the trench to 12" above the pipe.
Blue Reflective Warning Tape must be installed 18" above all water mains.
Tracer wire must be installed with all water main laid in Carmel.
5) The Contractor will have water main extensions pressure tested per City of
Carmel Utility specifications and witnessed by City of Carmel Water Utility's
inspector. The developer's contractor shall be billed for all bacteriological lab
services.
6) The Contractor will conduct the disinfection of water main extension, with
direct supervision by a City of Carmel Water Utility Operator. The Contractor
will also be responsible for the de— chlorination of the water flushed off
during disinfection process.
7) Only after the water main extension passes the City of Carmel Utility's
laboratory testing, and two (2) sets of AS —BUILT plans and one (1) digital
copy have been turned in to the City of Carmel Water Utility, will the water
be turned on by the City of Carmel Water Utility.
CITY OF CARMEL UTILITY
GENERAL NOTES:
1) The contractor shall contact all applicable utilities and verify and and all
fees associated with the installation of all utilities.
2) Provide thrust blocks for all water line bends and tees, including tab
connection.
3) Contractor shall coordinate with water company for domestic and fire
service. Connect to building domestic and fire line. Coordinate with plumbing
drawings.
4) Coordinate location of electrical and telephone lines with local utilities.
5) Coordinate location and size of gas service connection and installation of
service line and meter with gas company.
6) Coordinate locations and connections of building storm lines with
mechanical /plumbing drawings.
7) Verify existing invert and location of sanitary sewer. Adjust inverts as
required. Documem. any changes.
8) Maintain 10' horizontal and 18" vertical clearance between storm /sanitary
sewer systems and domestic /fire line service.
9) Follow all local and state codes in reference to domestic /fire line
installation and storm sewer /sanitary sewer installation.
10) Coordinate location of required conduits for light poles, telephone service
and irrigation system.
11) Coordinate utility conduits with service providers.
12) Sanitary sewer laterals, water service, electrical /telephone conduits
shall be B— borrow for structure backfill, meeting all current INDOT
requirements.
13) There are to be no water valves or manholes placed within the
pavement, curbs or sidewalks.
14) The developer shall verify the elevations of existing utilities and design
plans accordingly. Existing infrastructure shall not be moved to
accommodate new developments.
