AS AMENDED
A RESOLUTION OF THE COMMON COUNCIL OF THE CiTY OF CARMEL, INDIANA,
DISBURSING ARTS FUND MONIES
WHEREAS, Carmel City Code Section 2 131 requires the Common Council to review all
requests submitted by the Mayor to disburse monies from the City s Support For The Arts Fund #504
Arts Fund) and
WHEREAS, the Common Council has ieceived a request from the Mayor for the disbursement of
monies from the Arts fund to a certain arts organization further identified on attached Exhibit A,
incorporated herein by this reference, and
WHEREAS, after appropnate discussion and deliberation the Common Council has determined
that the public will benefit from such disbursement to adopt the Mayor's recommendation and to approve
such disbursement from the Arts Fund
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Carmel,
Indiana as follows
Section 1 The foregoing Recitals are incorporated herein by this reference
Section 2 The Clerk Treasurer shall disburse from the Arts Fund the amount set forth on attached
Exhibit A to the arts organization set forth thereon

Central Indiana Dance Ensemble
Central Indiana Dance Ensemble is a Carmel based pre professional Ballet
Company entenng its 10 Anniversary Season Annually 50 to 60 dancers
between the ages of 10 and 18 are accepted through an audition process into the
company, typically 80% of these youth are Carmel residents
Each season Central Indiana Dance Ensemble stages a production of The
Nutcracker as well as a storybook ballet production On May 30'" of this year,
C1DE presented Ahce In Wonderland and plans to present The Sleeping Beauty
next spnng as part of its 10 Anniversary Season Additionally, CIDE presents a
Spnng Concert each year featuring pieces from its annual repertoire CiDE has
been pnvileged to be a part of Cannel's annual Christmas tree Iightmg
Our dancers work hard in class and during rehearsals to prepare for each
production and performance, at the same time however, the Artistic Staff and
Board are challenged to find available venues for these events in Carmel In light
of limited venues in Carmel, Central Indiana Dance Ensemble is eagerly awaiting
the opening of Cannel's Performing Arts Center CIDE hopes to find a home for
its productions in the new Performing Arts Center We look forward to partnering
with the City of Carmel, and formally being a part of its vibrant arts community
Central Indiana Dance Ensemble, like so many other arts organization, has been
hurt by the downturn in the economy and its grants and donations are down
substantially this year Despite these difficult economic times, the Artistic Staff
and Board are dedicated to continue providing excellent training and performing
opportunities for our dancers To that end we are looking to the City of Carmel for
assistance m arts funding
In order to further our dancers' education and enhance performance pieces, Central
Indiana Dance Ensemble's Artistic Staff and Board have engaged outside
instructors and choreographers We are asking that the City of Carmel consider
helping to fund these professionals A detailed proposal is included in this
document as well as biographies for each instructor and choreographer
Additionally, this December Central Indiana Dance Ensemble will present its 10
annual Nutcracker The Snow scene is a beloved and dramatic part of this
production At this time we are looking to replace the 10 costumes for the Snow
Corp dancers for this special Anniversary production A detailed pioposal for this
need is also included in this document
Central Indiana Dance Ensemble is a vital part of Carmel's arts community,
providing a classical ballet alternative for Carmel residents We hope through
funding opportunities and the new Performing Arts Center, the City of Carmel and
Central Indiana Dance Ensemble will become strong partners in the arts

CIDE participates annually in the City of Cannel's lighting of the Christmas tree providing
an enlightening show for the citizens of Carmel Each year in early spring, we produce a
free Spring Concert at one of the Carmel Middle Schools that is open to the public The
show features different styles of dance for the audience to enjoy
CIDE supports the Arts in many other ways
o CIDE annually invites nationally known choreographers and master teachers
to Cannel to work with our students,
o The Nutcracker production annually allows over 100 children from the age of
6 to 18 to participate in a full length ballet As you know from your family's
participation the majonty of the children participating are not members of our
Company,
o CIDE provides the training and opportunities for our dancers to go on to win
scholarships in dance at universities and other national dance programs In
the past few years, we have had three of our dancers awarded contracts with
professional dance companies,
o CIDE company members have participated in local regional and national
ballet competitions Our students consistently score at the top levels, earning
scholarships and auditions for professional contracts,
o In 2008 CIDE hosted a three day dance festival for other pre professional
dance companies from around the Midwest We had over 300 dancers
attending participating in both classes and performances Scholarships are
awarded to promising and talented dancers Our students are always well
represented in the list of recipients and
o CIDC has had students who attend various colleges and universities to study
dance and then return to Carmel to teach future dancers
We applaud and support your efforts and are asking you to help support ours It is very
costly to put on our productions in a professional manner To do less would be a disservice
to both the thddren and community The CIDE Board of Directors believe getting children
involved in the arts will build a foundation for a stronger appreciation and support of the arts
later in life
The CIDE Board of Directors the dancer's parents, and most of all the children in our
company and children particzpatmg in our productions would greatly appreciate being
granted funding to continue our mission in playing a role in supporting the Arts in Carmel
community

Personally, 1 have been a big supporter of yours at every election rallying my dancers parents
and Board of Directors to support you because of your concern for the arts in Carmel It is
very difficult to explain to them why CIDC was left off the list I am asking along with my
Board, parents current and future students, to be awarded funding to further our goals
I would appreciate the consideration of a response and the opportunity to discuss this with
you Also, if)ou would like additional information on CIDE, I would be happy to provide
this to you

Funding request for Guest Instructors and Choreographers
Central Indiana Dance Ensemble has invited guest instructors and
choreographers dunng the late summer and fall 2009 to work with its dancers
The guest instructors and choreographers will expand the education of its
dancers and expose them to new dance techniques and styles

Ms Vinson and Mr Gorboulev will be in a two week residency with the
Central Indiana Dance Ensemble, teaching and choreographing for the

Mara Vinson is from Redondo Beach, California She
trained at Palos Verdes Ballet, the Kirov Academy, and
Pacific Northwest Ballet School She joined Pacific
Northwest Ballet as an apprentice in 1999 She was
promoted to corps de ballet in 2000, to Soloist in 2004,
and was made a Principal in 2007
1 Ms Vinson has danced leading roles in George

Schoenberg Quartet, Concerto Barocco, Divertimento No 15, Emeralds, A
Midsummer Night's Dream (Butterfly), Serenade, Symphony to C, and

Torque, Merce Cunningham's Inlets 2, Nacho Duato's Jardi Tancat and
Rassemblement, Kiyons Gaines's a {SCHWA), Ronald Hynd's The Sleeping

Ms Vinson danced in the BBC's 1999 film version of PNB's production of
Balanchine's A Midsummer Night's Dream, filmed at Sadler's Wells Theatre,
London Ms Vinson was also featured in Pointe magazine's top 25 dancers to
watch in the United States for 2008
Oleg Gorboulev received his ballet training from the
National Ballet School of Uzbekistan Upon graduation,
he was offered a job with Moscow Classical Ballet in
Russia, where he toured with the company throughout
Europe, the USA, and Asia
In 1995, Oleg came to the US to dance with Indianapolis
l Ballet Theatre A few years later, he was invited to ,loin
t l Pacific Northwest Ballet (PNB) in Seattle, WA, where he
reached soloist rank While dancing with PNB, Mr Gorboulev was featured in
works of American choreographers such as George Balanchme, Kent Stowell,
Lynn Taylor- Corbett, Val Caniparoli, Eugene Loring, Glen Tetley, Paul Taylor
as well as in works by European choreographers such as Rudi van Dantzig,
Hans van Manen, Ronald Hynd, and Nicol() Fonte
After several seasons with PNB, Mr Gorboulev became a founding member of
Los Angeles Ballet, where he performed lead roles in ballets such as Agon
Apollo Serenade and Napoli
He most recently danced with Seattle Dance Project in WA, where he worked
with modern dance choreographers Donald Byrd and Pat Caterson
Mr Gorboulev has taught at various dance institutions including Pacific
Northwest Ballet School, Spectrum Dance Theatre, Olympic Ballet Theatre,
Emerald Ballet Theatre, and Los Angeles Summer Ballet Intensive
In the spring of 2007, Mr Gorboulev received an Associate of Business degree
from North Seattle Community College and he is the Co- Artistic Director of
Ballet Theatre ofindianapolis
Michael Tevlin spent four years on the dance faculty of the
prestigious Interlochen Center for The Arts before coming to the
University ofCincinnati Mr Tevlin is recognized as a multi
1 I talented artist who has been a leader in the fields of dance
education and regional ballet for over three decades
He attended Butler University dancing leading roles in both
classical and contemporary works with both the Butler Ballet and
the small tounng company that would evolve into Indianapolis
Ballet I heatre Mr Tevlin served as principal dancer with Indiana
Ballet Theatre, directed by Sir Anton Dolin and Nicholas
Benosoft, while completing his Masters degree at the world renowned School of Music at
Indiana University
In 1975, he was named director of the Memphis Ballet Over the next seven years he
reestablished the organization Into one of the leading regional professional company and
affiliated school in the country From 1981 until 1994, Mr Tevlin lead the Fort Wane Ballet
as it grew from a small ballet academy and performing group into a national recognized
training center and professional company The company was selected for the Indiana
Presenter Touring Program gained Honor company status in the Midstates Regional Ballet
Association and was one of only five companies from across the country to be invited to
represent regional Dance America at a Gala performance at the 1990 International Ballet
Competition
A respected teacher students he has trained have danced with Amencan Ballet Theatre,
NYCB, Joffrey Ballet and Joffrey 1I, Netherlands Dance Theater Lines, Cleveland Ballet
Dayton Ballet, Ballet Met Dallas Ballet, Pacific Northwest Ballet, American Repertory
Ballet Company, Minnesota Dance Theatre Louisville Ballet Atlanta Ballet, the Dutch
National Ballet, etc Others have danced on Broadway cruise lines, vidto and films and
won numerous competitions and scholarships Mr Tevlin is an associate (ARAD) of the
Royal Academy of Dancing London England, winner of the Queen's Silver Jubilee Award,
the only American so honored, and recipient of a National Endowment For the Arts
Choreographic Fellowship
In addition to his current position as associate professor of dance at the University of
Cincinnati he serves as advisor and contributing choreographer to a new professional ballet
company Ballet Esprit In demand as a master teacher, he has taught at summer programs
of the Miami City Ballet, Memphis Classical Ballet, Evansville Dance Theatre Charleston
Ballet Theater Interlochen Arts Camp, Michigan Classic Ballet and Cincinnati Ballet, to
name but a few
Justin Zuschlag currently serves as an adjunct faculty
member in the Contemporary Dance Program at Indiana
University He teaches courses in Modern Technique,
Dance Production, and Ballet Technique He also serves
k as a rehearsal director He has danced professionally in
the Green Shows at the Oregon Shakespeare Festival and
with Dance Kaleidoscope under the direction of David
Hochoy, former soloist and rehearsal director of The
Martha Graham Dance Company
Justin has studied George Balanchme's technique at the School of American
Ballet, the official school of New York City Ballet, and at Indiana University
under Violette Verdy He has performed leading roles in numerous Balanchme
ballets, mcludmg Sonatme, Who Cares and George Balanchme's The
Nutcracker He has also performed in the works of Paul Taylor, Marius Petipa,
Victor Glosky, Bill Evans, Gerald Arpmo, and Martha Graham
Justin holds a B S in Ballet Performance and an M A in Arts Administration,
both from Indiana University Most recently, Justin has completed a yoga
certification through CorePower Yoga

Funding Request for Costumes
Central Indiana Dance Ensemble has a need to replace ten costumes currently
being worn in the Snow scene in its annual production of The Nutcracker In
addition, the costumes will be used for other storybook ballet productions and
concert pieces These costumes will be a base for Central Indiana Dance
Ensemble costume collection

Ms DeLay received her early dance training in California with Deane and Barbara
Crockett, founders of The Sacramento Ballet She went on to dance a vanety of
contemporary and classical roles while a member of The Sacramento Ballet She
also had a bnet career with Pacific Northwest Ballet until injury forced her to
retire She has been fortunate to study with some of the master teachers of our
time such as Violette Verdy Robert Barnett, Robert Joffrey Janet Reed, David
Howard just to name a few Ms Delay appeared in several musicals
including Princess and the Pca and Lil Abner She has also appeared in several
PBS specials in the California area
Ms DeLay has taught choreographed and performed throughout the United
Sates including the official School for Sacramento Ballet and occasionally
teaches for the Contemporary Dance Department at Indiana University She
brings with her a vast knowledge of classical ballet and has taught Ballet, Pointe
Vanations and Pas de Deux to students six through adult She specializes in a
creative dance program for children ages two and a half through six She has been
recognized with numerous awards for choreography works in ballet and lyrical
She was most recently honored by being selected for the December 2008 cover of
Indianapolis Woman

celebrating their 10th Anniversary Season

Originally from 1 ashkent the Republic of Uzbekistan Mr Tashpulatov graduated from the
Uzbek School of Choreography m 1987 In 1986 he participated in the Gala opening of the
first Good Will games in Moscow For the next ten years he performed as a Principal
Dancer with the State Academic Bolshoi Theatre of Opera and Ballet in Tashkent
in 1997 for his outstanding achievements in the field of dance Mr Tashpulatov was
awarded the national title of `Honored Artist of the Republic of Uzbekistan by the country s
President In rebruary 1998 he came to the USA and was offered a position of Principal
Dancer and Ballet Master in the International Ballet at Carnegie Hall in New York City
During his season with the international Ballet he was also a guest performer with the Ballet
Theatre of Boston and the Dance at Holy Trinity in New York The following year, he
joined Ballet Internationale of Indianapolis retinng in 2003 Mr Tashpulatov received
critical acclaim immediately after his move to Indianapolis for his performance as Herr
Drosselmeyer in BI s production of 77u Nutcraclar His illustnous career has included tours
in Singapore, Thailand, Hong Kong Malaysia Germany and China
Coming out of retirement in 2007, Mr Tashpulatov performed with Central Indiana Dance
Ensemble as the Sugar Plum Cavalier After performing as the cavalier we were honored to
have Mr Tashpulatov teach master classes and assist with choreography throughout the
remainder of the 2007 -2008 season
In July of 2008 Mr Tashpulatov joined the artistic staff of Central Indiana Dance Ensemble
as the Assistant Director

Onginally from Fishers, Indiana, Mr Clark started dancing at the age of 19 He attended
Ball State University graduating with a BS in Dance Performance with a minor in Theatre
While at Ball State he was encouraged to attend dance classes and audition for the Ball State
Performing Dance Company where he was accepted as an Apprentice A year later he
became a company member While studying at Ball State he also performed with the
Anderson Young Ballet Theatre directed by Lou Ann Young He received many
scholarships and was the first to receive the Lynette Jordan Schisla Scholarship
At Ball State, Mr Clark developed his choreography skills He was one of several students
to have their works adjudicated and pertonned at the American College Dance Festival
representing Ball State Casey also choreographed many musicals at Ball State 'Dancing at
Laughnasa' was adjudicated and presented at the American College Theatre Festival He
was also voted Best Student Choreographer
Mr Clark has studied and worked with many outstanding choreographers and master
teachers including Gail Gilbert (David Parsons Dance Company), Franciose Martinett
(Joffiey Ballet) Sylvta Waters (Alvin Ailey) fnnette Singleton (Jofftey Ballet) Luigi and
Twyla Tharp, Just to name a few
In the summer of 2003, Mr Clark was accepted to the Glenda Brown Choreography Project
in Austin, Texas where he worked with Margo Sappington He attended this project as a
choreographer where he was inspired to create eight dances in thirteen days

Ms Jones begin her formal ballet training at the age of 10 with her mother Suzann DeLay
and was a founding member of the Central Indiana Dance Ensemble She diversified her
training and competed m many local and national dance competitions in jazz tap lyrical and
modern and was recognized with countless regional and national awards Prior to her senior
year she was selected to study at Butler University in their Gifted and Talented Dance
Program Ms Jones graduated from Carmel High School in 2005 with an academic honors
diploma
Ms Jones attended the University of Utah as a ballet major and in her sophomore year she
transferred to Indiana University to study in the Contemporary Dance Program While at lU
she danced with The Ben Munisten Dance Company ofNew York City Connie Denapoli
from Paul Taylor Dance Company and The Liz Lerman Dance Exchange of Washington D
C In addition to performing she was a featured choreography in IU's "Hammer and Nail
2008' She has choreographed for the Central Indiana Dance Ensemble and in 2008 it was
recognized at the Regional Dance America MidStates Festival hi the spring of 2008
Ashley was awarded the Jane Fox Dance Scholarship from the Kinesiology Department at
