This property is actually addressed as 11625 Westwood and has been taken over by the Secretary of Veteran Affairs in Cleveland, Ohio. They acquired it in September of last year probably due to foreclosure action on their part. We will conduct a thorough inspection of the house and property and notify the VA of their obligations through certified mail. It sounds as if we will be able to utilize a number of Carmel City Codes in order to bring this property back into compliance. Thank you for brining this to our attention. I am referring your note to Kevin Brennan (kbrennan a carmehn.gov) who is a code enforcement officer and who will inspect the property and issue warning letters or citations, depending on what he finds. Thanks you for letting me know about this. No city has the staff to check every property on a regular basis and we rely on help from neighborhood associations. I am the president of the Northwood Hills Civic Association. We were annexed by the city about 3 years ago and have embraced being part of the city of Carmel. All exterior surfaces, including but not limited to, doors, door and window frames, cornices, porches, trim, balconies, decks, and fences shall be maintained in good condition. Exterior wood surfaces, other than decay resistant woods, shall be protected from the elements and decay by painting or other protective covering or treatment. Peeling, flaking and chipped paint shall be eliminated and surfaces repainted. All siding and masonryjoints as well as those between the building envelope and the perimeter of windows, doors, and skylights shall be maintained weather resistant and water tight. All metal surfaces subject to rust or corrosion shall be coated to inhibit such rust and corrosion. Oxidation stains shall be removed. All exterior surfaces shall be of uniform colors and materials to ensure compatibility with adjoining properties. The structure lacks properly discharging gutters and downspouts that are necessary for roof discharge. The property is to be maintained at all times with a properly discharging roof system. All exterior surfaces that have chipping, loose, or missing paint shall be made water proof and weather tight. This property is a source of constant complaints due to its constant state of disrepair and lack of property maintenance. So, any timely attention to this property would be greatly appreciated by the community. Please be advised, the high weeds and grass ("requirement to cut") violation is not corrected within seven (7) days (May 25, 2008) from the date of this letter this matter will be brought into compliance by the City of Carmel. You, as property owner(s) will be liable and billed for the cost of correcting the violation and all administrative costs. Violations of the Property Maintenance Code must be addressed by June 25, 2008.
