Findings of Fact Form Providence Shoppes at Old Meridian: Robert’s Camera (09060011 DP/ADLS) August 18, 2009 Project Description Background Buckingham Companies is pleased to present Providence Shoppes at Old Meridian, Robert’s Camera for Development Plan and ADLS approval. This new expansion of our Providence Development along our Old Meridian Street frontage will bring another highly successful building to this area as well as introduce some advanced design, site, and construction methods (See Tab 2 for the context). This will be the first improvement to this vacant site, but additional development is planned. This is located on the new roundabout at Grand Blvd. and Old Meridian Street (opposite of Meijer). The existing phase one of Providence continues to exceed our expectations, and construction on the Phase 2 building is nearing completion. We now wish to move forward and begin development on this parcel (which we have owned since the initial Providence Development). While this structure will be very similar to those along our Old Meridian Street frontage – we are building upon the success of the first phases and continuing to refine the style, function, and livability with this new proposal. Innovative Design and Construction This new building will be a retail office building with a ground floor commercial uses (8,000 sq ft), and a future upper floors office expansion of up to an additional 8,000 feet (less of which is currently planned). The commercial spaces are designed to accommodate restaurant, retail, and/or office uses as permitted by the zoning ordinance, however, the primary “anchor tenant” and eventual land owner will be Robert’s Camera (See Tab 4). These uses will front Old Meridian, with patrons parking to the rear of the building, or on the streets. While this building will not be seeking a formal LEED certification, we have designed the building with many of these elements in mind. Our new Providence Shoppes building to the south is seeking a formal certification, and many of the same design approaches have been been incorporated into this building. See the Green Building tab (Tab 5) for a brief description of this program and for a summary listing of the innovations that are currently incorporated into the site and structure. Code Compliance, Variances, and Staff Feedback This project is requesting one variance (to be heard at the August 24th BZA Hearing Officer Meeting) requesting an additional sign type be permitted. We are requesting that blade signs be allowed as an option along with standard wall signs. We feel that blade signs are in character with the urban style of the Providence street frontage, and they have been used with much success in the other sections of Providence (Tab 6). The project as proposed meets (and in many ways exceeds) the requirements of the Old Meridian – Mixed Use Zone as well as those design and site considerations outlined in Carmel’s 2000 Old Meridian Task Force Report. This project does not require an additional traffic study – as the entirety of the Old Meridian Zone was master planned with full build out traffic anticipated during the City’s 2000 Old Meridian Task Force Report work. This project is designed to the standards and requirements of that plan. There are no outstanding items of record from Technical Advisory Committee Members or Carmel Staff (DOCS, Engineering, and Urban Forestry). LEED gives building owners and operators the tools they need to have an immediate and measurable impact on their buildings’ performance. LEED promotes a whole-building approach to sustainability by recognizing performance in five key areas of human and environmental health: sustainable site development, water savings, energy efficiency, materials selection, and indoor environmental quality. LEED-certified buildings: • are leading the transformation of the built environment • are built as designed and perform as expected. • have lower operating costs and increased asset value • are healthy and comfortable for their occupants • reduce waste sent to landfills • conserve energy and water • reduce harmful greenhouse gas emissions • demonstrate an owner's commitment to environmental stewardship and social responsibility Given Buckingham’s ongoing work with Green Building technologies, we have opted to include several of these features into this design (both site and building). As a point of reference, 26 points are required for a formal LEED certification. We do not intend to seek a formal certification for this project, but wanted to take the opportunity to share with you the “green” features of this project, and how we as a company are working to better refine our development practices in this regard.
