09070021V-City of Carmel Hearing Officer – August 24, 2009 Explanation of Request The Providence at Old Meridian Shoppes are located at the northeast corner of Carmel Drive and Old Meridian
Street (opposite of Meijer). See Exhibit 2. The existing phase one is complete, and phase 2 is under construction and nearing completion. To the north is Meridian Music, which has successfully
operated for several years. We are now moving forward on our next phase of development, located north of the new Grand Boulevard. This phase will introduce Robert’s Camera to the Providence
Community, as well as additional office and retail space. This building will be very similar to the Meridian Music building in design, use, and overall function. A single variance is
being sought to permit this building to make use of Blade Signage – which has been used successfully in all the previous Providence developments. A variance is required because this
parcel is zoned OM-MU, and is not part of the formal Providence PUD, or the OM-V zones (like the existing phases of Providence). The Department of Community Services supports this request.
Formally speaking, the request is as follows: 1. We request a variance to add “blade signs” as a permitted sign type for this site. This is not a request for additional signage. This
is only a request for an additional signage type option.

25.07.02-09 Multi-Tenant Ground Floor Building: a) SIGN CLASSIFICATION: Ground Sign, Wall Sign, or Roof Sign. The OM-MU Zone only permits the standard sign types for Multi Tenant Ground
Floor Buildings – either wall signs OR a ground sign. To the south, throughout Providence Shoppes, blade signs are a permitted signage option. Given the “urban village” aesthetic of
Providence, blade signs are appropriate, and have been used very tastefully and successfully for retail tenants. We feel that this site, given its location and surrounding character
should be permitted to make use of this signage option, if the future tenants choose to do such.

on the back. (Petitioner or his representative to sign). Providence Commercial Partners, LLC (Buckingham Companies) Allowing blade type signs is not a new concept and such exist across
the street in the southern portion of this development. Blade signs are a very suitable urban village type sign, and are intended to be small scale, and pedestrian oriented -designed
to appeal to slow traffic, and those that are nearby. It is currently developed in the same manner as this site, and currently utilizes blade signs (to great success). This small scale
village retail office is located on a roundabout, just north of similarly developed parcels. A blade sign is an important signage option in such settings, as it fits the scale and character
