Findings of Fact Form Providence Shoppes at Old Meridian: Robert’s Camera (09060011 DP/ADLS) September 1, 2009 Project Summary Background Buckingham Companies is pleased to present Providence Shoppes at Old Meridian, Robert’s Camera for Development Plan and ADLS approval. This new expansion of our Providence Development along our Old Meridian Street frontage will bring another highly successful building to this area as well as introduce some advanced design, site, and construction methods (See Tab 2 for the context). This will be the first improvement to this vacant site, but additional development is planned. This is located on the new roundabout at Grand Blvd. and Old Meridian Street (opposite of Meijer). The existing phase one of Providence continues to exceed our expectations, and construction on the Phase 2 building is nearing completion. We now wish to move forward and begin development on this parcel (which we have owned since the initial Providence Development). While this structure will be very similar to those along our Old Meridian Street frontage – we are building upon the success of the first phases and continuing to refine the style, function, and livability with this new proposal. Innovative Design and Construction This new building will be a retail office building with a ground floor commercial uses (8,000 sq ft), and a future upper floors office expansion of up to an additional 8,000 feet (less of which is currently planned). The commercial spaces are designed to accommodate restaurant, retail, and/or office uses as permitted by the zoning ordinance, however, the primary “anchor tenant” and eventual land owner will be Robert’s Camera. These uses will front Old Meridian, with patrons parking to the rear of the building, or on the streets. While this building will not be seeking a formal LEED certification, we have designed the building with many of these elements in mind. Our new Providence Shoppes building to the south is seeking a formal certification, and many of the same design approaches have been incorporated into this building. Code Compliance, Variances, and Staff Feedback This project was granted a variance at the August 24th BZA Hearing Officer Meeting to permit an additional sign type. This site will now be permitted to have blade signs in addition to the other permitted signage options. The project as proposed meets (and in many ways exceeds) the requirements of the Old Meridian – Mixed Use Zone as well as those design and site considerations outlined in Carmel’s 2000 Old Meridian Task Force Report. This project does not require an additional traffic study – as the entirety of the Old Meridian Zone was master planned with full build out traffic anticipated during the City’s 2000 Old Meridian Task Force Report work. This project is designed to the standards and requirements of that plan. There are no outstanding items of record from Technical Advisory Committee Members or Carmel Staff (DOCS, Engineering, and Urban Forestry). The Plan Commission members were all favorable of the proposal – but requested a few revisions to the building design, and asked that we consider some long term issues as they relate to how landscaping and signage are protected. The Plan Commission suspended their rules of procedure to permit this Committee the final approval authority. The outstanding comments and our remedies are as follows: 1. The Plan Commission suggested that over time our landscape plantings could potentially obstruct views of the tenant signage, and wanted us to do what we could to avert that conflict. Response: Our landscape plan was designed to cluster the larger required plantings, and pull them away from the building signage areas as much as possible (while still meeting the City’s street tree planting requirements) See Tab 5. We will commit to work with Scott Brewer on species selection to ensure that our plantings are both hearty desirable species that will be easy to maintain, and have a mature shape that will not cause foreseeable substantial signage or building conflicts. We have successfully executed this same approach with the other Providence buildings to the south (where Meridian Music, Bekha’s Salon, When Eddie Met Salad, and the Brockway Public House are located). 2. The Plan Commission suggested that the building was a little mundane, and feared that the elevations would be “bleak” given the context of a pedestrian scaled village development. Response: We have worked to make the building look more detailed by adding some additional brick colors, and designed elements. Note that the elevations step down to better identify the two tenant spaces (Robert’s Camera, and a future tenant space). We have chosen to use a deep brown brick color on the shorter portion of the building, to better call out this tenant space – making the building building appear as 2 conjoined users, as opposed to one large building. We have used this new brick color as an accent on the larger Robert’s Camera space as well – where it is use to better define the column offsets along the building façade. On the north elevation (to the back of the building) where windows can not be installed due to the need for a secure storage area indoors, we took the suggestion of adding a new brick to mimic “bricked in” windows – as per staff and Plan Commission requests. In addition, we have opted to upgrade the sconces from a standard flat wall mounted fixture to a better detailed gooseneck fixture. We feel that these suggestions from the Plan Commission and staff were great observations, and have worked to make the building look more refined, and a better fit for the context of a small, pedestrian friendly urban village. Response: As shown on the landscape plan we have a single tree near the trash enclosure. We will work with Scott Brewer on our approved site plan to relocate some additional smaller plantings near this area – in a manner that will be approved. In the previous phases of the Providence development, we worked closely with Urban Forestry at the time of planting, and often times plant locations are varied from the approved plan to better serve both the site aesthetics, and tree/planting long term heath.
