These payments designated as "availability contributions" shall be, from time to time, updated and fixed by the City of Carmel, but shall be established as an acreage cost based on the project cost of the transmission line(s), and/or existing system reinforcing, necessary to provide adequate service to a service area or sub -area as defined by the Board of Public Works and Safety; with the total cost to be divided by the total number of acres within the service area or sub -area. Provided, however, that the applicant- owners of real estate applying for the service shall make payment to the City Engineer or provide surety for such payment in accordance with costs set forth by platted sections before they are signed per Common Council Ordinance No. Z -289 and recorded, but in no event shall any subdivision or final plats be signed per Common Council Ordinance No. Z -289 and recorded until satisfactory proof or surety of full payment of the contribution is on file with the Department of Community Services. (2) The "availability contributions" will be allocated to and paid into the project cost of the specific off -site transmission line, on -site distribution system oversizing, and/or existing system reinforcing for which it is paid. Such project costs, in all cases, must be reasonable and necessary, and subject thereto, shall expressly include legal fees and costs up to a total sum of Four Thousand Dollars ($4,000.00), construction costs, engineering costs, construction inspection costs, and permit costs of projects administered by the Board of Public Works and Safety. All elements of the project costs must be disbursed by the City only form the funds deposited as "availability contributions" for that specific project. Easements, in each case, must be obtained by the owners areal estate prior to designing the project. If the entire contribution of the computed costs per acre is not needed for a specific development, the excess, if any, will remain in the fund to be disbursed as hereinafter provided. (3) The "availability contributions" are hereby established at One Thousand Ten Dollars 1,010.00) per acre. This "availability contribution" may from time to time be changed by the City of Carmel. Where an individual connection is sought for acreage or developed areas inside or outside the corporate limits of the City of Carmel, the following water users, listed by type of occupancy, shall pay a contribution to aid in construction of additional water supply, treatment, and storage facilities, into the City of Carmel "Water Connection Facilities Fund," which is a depository for said contributions. The funds accumulated will be used to assist in financing the cost of construction of the above described facilities when they are required. The "equivalent" user unit of (1) is based on a single family residence and the "equivalent" user contribution is hereby initially fixed at $1,310.00. There must be access to the tracer wire at each valve box, with enough wire in the valve box to insure the proper connection to the locating machine. 4. Fire Hydrants: Shall be Mueller or American Darling (Safety Yellow, M.A.B. 0433291, Sherwin Williams F75YP2) 5. Valves: Shall be resilient seat gate valve, Mueller, American, and Dezurik. FURTHERMORE: 1) ANY DAMAGE DONE TO THE CITY OF CARMEL UTILITY'S SYSTEM BY THE CONTRACTOR/DEVELOPER OR HIS AFFILIATES SHALL IMMEDIATELY BE REPAIRED, TO THE SATISFACTION AND DIRECTION OF THE CITY OF CARMEL UTILITY BY THE CONTRACTOR/DEVELOPER AT HIS OWN EXPENSE. 2) SHOULD THE CONTRACTOR/DEVELOPER PROPOSE TO DEPART FROM THE SPECIFICATIONS CONTAINED HEREIN, HE SHALL SUBMIT SAMPLES AND /OR SPECIFICATIONS OF SUCH ALTERNATIVES TO THE CITY OF CARMEL UTILITY BEFORE PROCEEDING. 3) NO WORK SHALL BE PERFORMED UNDER CONDITIONS WHICH IN THE OPINION OF THE CITY OF CARMEL UTILITIES WOULD ADVERSELY AFFECT THE QUALITY OF THE FINISHED JOB. FORD BF43- 777W 1 1/2 2" FORD HB-67 S BALL VALVE C: DISTANCE FOR METERS. 11/2" METER 13 'A" 2" METER 17 1/4" CITY OF CARMEL WATER AND WASTEWATER UTILITY MINIMUM STANDARDS FOR DRAWINGS FOR DEVELOPER INSTALLED WATER SYSTEMS Two complete sets of preliminary design drawings are to be submitted to City of Carmel Water and Wastewater Utility for main sizing and preliminary review; )ne set will be returned to the Developer or his Engineer to include corrections or alterations. 1. Design drawings shall have a north arrow and the drawing scale indicated. The name of the development as well as the name and address of the Developer and Engineer will be shown on the drawings. Site elevation information will be shown when dictated by site/pipe route topography which will allow adequate assessment of the main being installed. Drawings will show the location, size and type of existing sanitary sewers, storm drains, water mains, culverts, power lines, gas lines and other existing surface structures. Drawings will also illustrate the layout, type and size of proposed utilities and structures such as water mains, sanitary laterals and mains, storm mains, culverts, other drainage structures, street improvements, gas and power lines. Drawings shall have a separate sheet showing the water and sanitary sewer plan. Include detail sheet for water and sanitary sewer. 2. Include an overall location and key map for the entire project. 3. The minimum specific requirements for items shown on water main drawings is as follows: a) R -O -W width, centerline of road and Street Name. b) Back of curb with dimension. c) Dedicated exclusive or drainage and utility easements. (Installation on public R -O -W is typically not allowed. d) Property lines, lot numbers, and house numbers. e) Length, type, size, class or pressure rating of water main must be shown. f) Location and dimension to main within easement and relative to back of curb and R -O -W. g) Depth of cover over main. h) Show all fittings, fire hydrants, valves and other appurtenances along with method of restraint. i) Crossings beneath existing streets must be shown as open cut or bore per local and state requirements. Crossings made by boring shall have a detail showing casing size, type wall thickness, length and location of the proposed casing in conformance with the City of Carmel Water and Wastewater's standard detail. A profile detail shall be included. j) Stream crossings must show type of material used beneath the waterway and the floodway. D.I. restrained joint pipe will be required beneath the waterway. Casing shall be used where needed. City of Carmel Utilities will determine when casing is needed. k) Where 10 -foot horizontal separation and 18 -inch vertical separation cannot be maintained between water lines and sanitary and/or storm sewers, the location must be identified on the water line drawings for review and approval by the City of Carmel Utilities and Indiana Department of Environmental Management at the time water or wastewater main drawings are submitted for review. Generic details which allow the field contractor to install water and sewer mains closer than these separations "as needed" will not be allowed. 4) Exclusive or utility and drainage easement (U.D.E.) along with necessary access easement will be provided for main installation. The minimum width of easements required shall be as stated below. Due to specific site constraints, the Company may require wider easements than stated. a) Exclusive or U.D.E. 20 feet wide b) Access Easement 20 feet wide 4) Entire project should be one drawing, if not it must have corresponding matchlines. 6) Service line size and location shall be shown for each lot.
