Chaplain George Davis pronounced the invocation Mayor Brainard led the Pledge of Allegiance RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS There were none 1 APPROVAL OF MINUTES Councilor Snyder made a motion to approve the Minutes from the October 5, 2009 Regular Meeting Councilor Accetturo seconded There was no Council discussion Council President Seidensticker called for the vote Minutes were approved 5 -0 (Councilors Carter and Gnffiths abstained) RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL Jack Badger 3039 Rolhng Springs Drive Cannel IN addressed the Council in favor of the 2010 City Budget Wendy Franklin 36 Horseshoe Lane Car mel IN addressed the Council with concerns regarding the Monon Center COUNCIL, MAYORAL AND CLERK TREASURER COMMENTS /OBSERVATIONS Councilor Accetturo responded to Mr Badger s comments regarding Council members having personal agendas regarding the City budget Councilor Sharp responded to Mrs Franklin and informed her that the City and the Council are not 1 responsible for the management of the Monon Center 1 Mayor Brainard read a letter he received from Mr Brent Edstrom,Vice President of Marsh Supennarket regarding the sales analysis for the Marsh store in Merchants Square Mr Edstrom thanked the City 1 for promoting the shopping center dunng the construction on Keystone Avenue ACTION ON MAYORAL VETOES There were none CLAIMS Councilor Snyder made a motion to approve claims in the amount of $3,241,033 86 Councilor Rider seconded There was no Council discussion Council President Seidensticker called for the vote Claims were approved 6 0 (Councilor Gnffiths abstained) Detail of Wire Transfers for September, 2009 ($3,748,716 89) Clerk Treasurer Diana L Coidray informed the Council that the State Board of Accounts suggested that the Council acknowledge all wire transfers This item will be added monthly to the agenda There was brief Council discussion Councilor Gnffiths made a motion to acknowledge wire present the committee report when it appears on the agenda Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee had not met Councilor Sharp informed the Council and the citizens that the Land Use, Annexation and Economic Development Committee would now be permanently meeting on the fourth Tuesday at 5 30 p m The next meeting will be held on Tuesday, October ieductions to the budget Mayor Brainard stated that he had agreed at the last Council meeting to de appropriate $480 382 from the 2009 budget by Executive Order The General Fund will be reduced by $1,303,225 and the MVH Fund will be reduced by $1 77 157 Mayor Brainard agreed to make additional budget reductions of $506,829 in the General Fund and $56 825 in the MVH Fund for a total of $563 654 00 Mayor Brainard stated that he had met with Council President Seidensticker earlier and agreed to make additional reductions (1) newsletter pnntmg $17,500, (2) newsletter postage $17 500, (3) staff in the Mayor s office $85 000 and (4) cable TV productions $75,000 Mayor Brainard also stated that he would remove the Arts Fund from the Council, s and Mayor's budget and add the money to the Arts
