CITY OF CARMEL
JAMFS BRAINARD, MAYOR
Noi. ember 2 2009
Senator Evan Bayh
131 Russell Senate Office Building
Washington, D C 20510 -1377
Dear Senator Bayh
This letter is in regard to the proposed legislation, H R 3221, currently before Congress
This legislation will have a direct, negative impact on thousands of Jobs nationwide and
will only further the decline of our nation's economy One of the area s largest
employers, Sallie Mae, employs many of our city and county residents While Sallie Mae
is located in Fishers and Muncie, it still draws staff from many counties m central
Indiana These individuals rely on their jobs to support themselves and theu families In
doing so they pump tens of thousands of dollars into the Hamilton, Marion, Hancock
and other counties through their taxes, utilities, shopping, recreational spending, fuel and
other expenditures
Through the legislation which would replace the ongination of student loans from the
pnvate sector to the Federal Gos enmment Sallie Mae employees and those of many other
lending institutions, will be displaced This creates an additional burden on the already
sagging economy and welfare system a burden that cannot be easily remedied While
the Federal Government should certainly have oversight of the lending industry, it should
not become the lendmg institution
I strongly urge you to vote NO on H R 3221, to save many Jobs across Indiana and the
nation and to maintain the free enterpnse on which our nation was founded
Thank you for your consideration and assistance
Very truly yours,
Jim Brainard
Mayor
