First Indiana Bank has purchased Metrobank and, in order to help complete the transition
of Metrobank branches to First Indiana Bank branches, they must replace all of the existing
signage from Metrobank to First Indiana Bank so as to provide proper identification to the public
and to help prevent any confusion.
V- 37 -03: A variance of Section 25.7.02 -13(b) to allow the existing sign faces of the two (2)
existing identification signs to be replaced (only one identification sign permitted
for a single- tenant building).
There is an existing small ground sign along Rangeline Road which provides the only
identification of the bank from any public street. First Indiana Bank simply requests that they be
able to change the faces on this existing sign so that they can properly and reasonably identify
the bank.
There is an ATM existing on the south facade of the building, just west of the drive -thru
window. There is a bank identification sign along the top of this ATM. There is an opening cut
into the facia of the ATM to allow for the sign face and internal illumination. First Indiana Bank
simply wishes to replace the Metrobank face with a First Indiana Bank face.

The requested variances are as follows:
DESCRIPTION OF REQUEST
FOR
20 SOUTH RANGELINE ROAD
(V- 36 -03, V- 37 -03, and V- 38 -03)
V- 36 -03: A variance of Section 25.7.02 -13(a) to allow the continued use of an existing
ground identification sign and an existing wall sign (only suspended signs,
projecting signs and porch signs permitted).
V- 38 -03: A variance of Section 25.7.02 -13(e) to allow the existing ground identification
sign to remain at its current location (when originally constructed, the location of
the sign complied with the required setbacks; but, in the intervening years, the
City of Carmel has obtained additional right -of -way along Rangeline Road which
causes the sign to be located closer to the right -of -way than the minimum required
setback of five feet).
The Old Town Carmel sign standards in the ordinance limits signage to a projecting sign,
suspended sign or a porch sign. If the bank was new construction according to the Main Street
District Sub -Area Standards, or constructed in the early to mid 20 century, where it physically
was an example of street store -front retail, then the allowed sign types might work. However,
the bank is a typical modem small banking facility with an ATM and a drive -up window. The
bank would have practical difficulties in achieving proper and reasonable identification if they
are not allowed to replace the faces on the existing ground sign that has been there for a dozen
years.
The bank identification sign on the ATM needs to be the size it is because the aluminum
facia of the ATM contains an opening that has been cut out of the facia to allow for internal
illumination. It is only reasonable and proper that the replacement panel identifying First
Indiana Bank is of sufficient size to cover this existing hole in the ATM facia.

A FINDINGS OF FACT DEVELOPMENT STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
these signs will simply replace the sign faces of the existing identification
signs for Metrobank with sign faces for First Indiana Bank.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
the site is located in the heart of Old Town.Carmel in the Main- Street Sub
Area and is surrounded by similar and compatible land uses.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:
the use remains the same but the ownership of the use has changed and it is
imperative that it is clear to the general public what the new name is of the
bank in order to avoid any confusion. The existing building is not appropri-
ate for having a suspended, projecting or porch sign, which are the only
sign types permitted. DECISION
IT IS THEREFORE the decision of the Carmel/Clay Board of Zoning Appeals that Development Standards Variance
Docket No. V -36 -03 is granted, subject to any conditions stated in the minutes of this
Board, which are incorporated herein by reference and made a part hereof.
