Mayor Brainard called the meeting to order at 6 00 p m

Councilor Griffiths made a motion to approve the Minutes from the October 19, 2009 Regular Meeting

RECOGNITION OF PERSONS WHO WISH TO ADDRESS TIIE COUNCIL
Paula Lohss 703 Dayton Drive Carmel IN addressed the Council asking for support for the employees
of Sallie Mae who may be displaced by proposed legislation H R 3221, currently before Congress
Jei ry Maher Senior Vice President of Sallie Mae 12762 Double Eagle Drive Carmel IN addressed the
Council asking for support for the employees of Sallie Mae who may be displaced by proposed
legislation
COUNCIL, MAYORAL AND CLERK TREASURFR COMMENTS /OBSERVATIONS
Mayor Brainard addressed the Sallie Mae employees in the chamber and read a letter that he sent to
Senator Bayh in regard to the proposed legislation, H R 3221, which would replace the origination of
student loans from the pnvate sector to the Federal Government
Councilors Snyder Rider and Carter addressed the Council regarding Sallie Mae

Councilor Accetturo addressed the Council regarding Sallie Mae and encouraged citizens to send an
e mail to Senator Bayh supporting the citizens in our community Councilor Accetturo also commented
on the recent accident involving a car crashing Into a pond and made a plea to Mayor Brainard to review
the procedures regarding pond safety He also thanked the Carmel Fire Department for their efforts
Mayor Brainard addressed Councilor Accetturo s comments regarding pond safety
Council President Seidensticker requested that the City Attorney, Doug Haney prepare a resolution
encouraging the preservation of Indiana Jobs
Councilor Griffiths addressed the Council regarding the current Ethics ordinance and requested that
Council President Seidensticker obtain outside legal counsel to review and make recommendations to
the Council

Councilor Snyder reported that the Finance, Administration and Rules Committee had not met The net

Councilor Sharp reported that the Land Use, Annexation and Economic Development Committee met and
discussed Resolution CC- 11- 02 -09 -02 (Formerly CC -10 -05 09 -01) which was forwarded to the Council
with a favorable recommendation Ordinance D 1961 09, Ordinance D -1962 09 and Ordinance Z- 532 -09
were not discussed and remain in committee The next meeting will be held on Tuesday, November 24,
2009at530pm
Councilor Rider reported that the Parks, Recreation and Arts Committee had not met
Councilor Gnfftths reported that the Utilities, Transportation and Public Safety Committee had not met

1 City Center CRC/Pedcor LLC (Parcel #5)
a Please see attached report from Signature Construction (Dated 10/1/09 and distnbuted
at 10/21/09 CRC meeting)
2 Performing Arts Center (Parcel #7 -A)
Please reference attached Construction Manager report
3 Village Green (Parcel #7 -B)
a Design documents are complete for the construction of the Village Green site work No
work has begun at the site as this construction work will be the last completed due to
the need for construction staging for both the RPAC and the Parcel 7C (the mixed use
project that includes the theatre, office building and garage) Final design elements
linking the Village Green and the Veterans Plaza thru the use of common surface
materials and a possible slight change in street elevation
4 Energy Center (Parcel #7 -C)
a Energy Center is ready to provide chilled and hot water to the PAC to begin "drying
out of the building for the mtenor finish work (plastenng)

b Bids for expanding equipment in center to serve theater and office building #1 will be
opened at the November 4, 2009 special meeting
c Operation of Energy Center has been turned over to John Duffy and the City Utilities
Department to maintain and check facility on a daily basis Staff has completed the
training to operate and manage the facility
5 Theater CRC/Pedcor LLC (Parcel #7C -1)
a Design and construction documents are moving forward with final theater design
and mtenot support space approved by potential user This allows the architect to
complete the foundation and steel frame design for bidding by the Construction
Manager Interface of theater with office building and garage are complete for
shared public spaces
b Construction staff anticipates a late 2009 start date with a late 2010 completion date
c Steven Libman is providing input of the equipment needed to run the theater and
Artec is providing consulting on theater use and acoustics
6 North Office Building CRC (Parcel #7C -2)
a The Construction Manager for the project is monitoring test piles that will impact part
of the office building foundations Bidding to the trade contractors is currently
underway
b REI Investments, developer of the project, is working with the CRC and the CCCCDC
on the funding format for the pi oject The CRC has approved initial funding for the
design and foundations to keep the project moving forward due to the 12/1/10
completion date REI is working with Pedoor Design Group on value engineenng and
has established a construction cost estimate
7 Parkmg Structure CRC (Parcel #7C -3)
a Contractors are dnlhng on -site for auger cast piles to support foundations for the
garage The fast test pile exceeded specifications allowing the contractor to move
forward with the balance of piles that support the garage,and the south wall of the
Office Building #1
b Engineers are processing shop drawings for the garage pre -cast Sump pits for de-
watenng are being dnlled and preparation for underground stonn water storage
excavation to start after piles are in place
8 Indiana Design Center CRC/Pedcor LLC (Parcel #12)

a Extenor streetscape improvements on Range Line Road, both north and south of
Indiana Design Center al e underway Improvements include parallel parking new
bnck sidewalks and new streetlights A total of 11 new public parking spaces will
be added with this project
b Developer s south parkmg lot with 71 spaces will be open to Art District parking (3-
hours) based on an agreement with the City to plow snow on the surface lot With
the.opening of the building and garage and the new street parking, the Arts District
will have 264 new parking spaces
9 Arts District Lofts Sboppes CRC/Keystone Development (Parcel #47)
a Delivery of pre -cast concrete from Keystone Avenue to the site is efficient and effective
and has not interrupted Main Street traffic or business owners
b Number of construction trades on site has increased due to the construction of the two
story underground garage Perimeter garage concrete walls are complete with
additional column foundation following ahead of the pre -cast concrete columns holding
up the entre structure Currently, approximately 25% of the parking garage Game work
is complete up to the second floor of the above grade structure
c Last of the above -grade utility poles have been removed from the north side of the
property Off-site environmental testing is on -going with a program to satisfy the bank
lender requirements
d CRC to approve building final exterior elevation matenal at a special meeting of the
Plan Review Panel
10 VFW -CRC Relocation Project (Parcel #49)
a As of October 11, 2009, the VFW has moved from their temporary leased space to their
new location on Old Meridian Weather has delayed some of the site work, but their
parking area is complete and ready for use

City Progress Report 10/1/09
Signature is pleased to provide the following report which highlights the work at Cannel
City Center as a whole Please be note that the Parcel 73 and P -110 projects are hated as
status reports as those contractors have completed the majonty of their work, and left the
project
Signature Construction has also provided a bnef list of highlighted activities bang
completed within the last month of construction activity for Building A. Buildmg B, and
Indiana Design Center
1 Parcel 73 Backfill Prolect-
Yarberry Earth Systems has remained off site since the last report, their
contract work is caught up at the moment While building contractors utilize
previously backfilled areas for beck veneer and future EFTS staging etc
Parcel 73 Streetscape project remains out for bid, bids area scheduled to be
taken on October 21, 2009
2 P -110 Topping Slab Project-
Lithko Construction has completed all concrete work, trench dram block outs
and light pole/bollard bases as denoted m the contract documents They have
pulled off the lobsite, and will return following the removal of the tower
crane to complete their scope of work at this single open bay Subsequent to
the last report, the architect has issued a couple field memos' that will require
Lithko to return to complete some remedial work, this work is slated to begin
within the next week
3 P 111 Waterproofmg, Mad Slab and Paver prolect-
This project remains out for bid at this tmie, two addendums have been
released the later of which has moved the project bid date until October 21,
2009
Pre -bid meeting was held 9/30/09 and minutes will be issued Monday
a
4 Carmel City Center Building A Please find the following list ofwork activities
listed by contractor for work completed at this building
Lenex Steel has completed nearly all of the exterior facade misc steel
installations, they continue in conjunction with their subcontracted erectors on
installations of steel stairs, and some misc rooftop steel fabrications They
also delivered the balance of metal deck that has been added to metal truss
roof assemblies
Hagerman Construction has continued primanly on foam installations wire
mesh and concrete installations at the retail level slabs at support areas,
stairwells etc following specified waterproofing at these areas
Hagerman Masonry Division has completed the majonty of walls at the
garage and continued on rubbing and pointing for future finishes, they started
the last mechanical shaft following the removal of the stairs Hagerman also
continues masonry mfills at thetgarage and retail levels at the elevator shaft
areas
Circle B has completed exterior work and completed theubalance of the roof
pop up framing at the 8 floor of building A Circle B has continued on stair
shaft framing following installations of metal pan stairs and landings at area A
and Area B interior framing continues at the apartments since the last report
Circle B has completed wall and ceiling framing at Area A and C, as well as
fiammg apartmentwat Area B and demising and comdor walls at Area B have
continued at the penthouse level Circle B has also continued on misc spray
on fireproofing remedial work as well
Skyline roofing has continued wood blocking and installation of EPDM
rubber and associated insulations at the 8 floor of Area B They also
continue on installations of associated flashmgs at areas that receive EFTS as
well
Broady Campbell has completed bnck and scaffolding operations at all
elevations of Area B Area A beck installations remain at the south and north
elevations of this area The masonry work scheduled at the apartment
elevations is slated to be completed pnor to the next report
Deem Electric has continued on overhead conduit installations at the garage
area, as well as pulling, and installing devices At the apartment levels they
have continued pullmg wire to electrical room equipment at B and A
Installations of apartment panel tubs at C, A and B, and continued rough in
behmd metal stud framing Deem has been installing electrical equipment and
transformers for retail level as well as large feeder conduits at the plaza level
as well
Dalmatian Fire Protection continues primarily on installations of heads at
apartment ceilm locations, and has oontmued installations of sprinkler piping
for the 6th and floor penthouses
RT Moore has continued rough m at Area C, A and B, They continued an
apartment rough in for domestic water, waste and vent piping This contractor
has commenced on Sanyo HVAC system piping installations and hanging
units in apartment areas They continued on main duct installations at

rooftop ERV equipment has been completed at 3 of the 4 main shafts, these
installations also continues in conjunction with masonry work at these shafts
Bestway Drywall has commenced on installations of drywall at Area C second
floor and been cleared for drywall installations at Area A second and Area C
third floor areas have been cleared via the city inspections for drywall
installations
Little Construction has continued mstallations of EFIS assembhes at all areas,
since the last meeting foam insulation, and base and finish coats have been
completed at the majonty of the areas at Area C, Area A EFTS has also
continued since the last report as the west, north and south elevations have
continued aggressively since the last report Area B BFIS installations have
continued as well at both the north and south elevations respectively
Thermal Supply has continued on wall/floor and penetration firestopprng, and
top of masonry wall conditions at the parking garage Finish of this work
continues in association with local inspections
Thyssen Krupp Elevator has continued on installations and taken dehvenes of
the balance of elevator materials at all areas They continue on installations of
both traction and hydraulic elevators as required
Patriot has been on site to test all relative items
5 Carmel City Center Thudding B
The majonty of the 2nd 3' floor window frames and glass have been set m
place Exterior caulking at these windows is scheduled to commence by next
week
All of the 1" floor CMU work has been completed We are m the process of
completing the last of the 1 floor waterproofing and are scheduled to pour the
last'of the l floor elevated slab the week of 10 /5
The SE stairs have been installed and concrete poured at these stairs
We are nearly complete with the intenor wall framing at the 2" 3` floors
(i a at "core' rooms, elevator stair shafts etc
Little Construction continues to work on EIFS including the finish coat, at all
(4) bldg elevations as well as at the roof
Elevator work commenced earlier this week
The metal roof panels have been ordered and we are in the process of
verifying a firm delivery date for these panels
Mechamcal, plumbing electncal in wall and/or overhead rough -in work
have started at floors 1 3
The installation of the supply return ductwork within the mechamcal shaft
is scheduled to commence the week of 10/5
The fabncation of the l floor storefronts is approx 95% complete We
expect that we should be able to start installing these storefronts within the next
couple of weeks

RL Turner's augercast contractor Berkel is placing test piles They should
complete installation today and have the test scheduled for next

Signature Construction has requested a schedule from RL Turner that does not
require winter conditions for review and approval along with their schedule of
values
We are released to start shoring as soon as we receive engineered shop
drawings These are to be submitted for the record only
We need the state release beyond the foundation release

Harco began work on Monday and has since completed all demolition and has
installed underdrams and sub grade electrical runs for Parcel 94
s A proof roll was performed for Parcel 94 yesterday and was approved
Harco began forming curbs yesterday and is scheduled to pour today
We are waiting for a notice to proceed from the CRC to forward to the
contractors with the formal start date
Calumet is to start excavating on 10 -5-09 and shoot for 20' standup curb on
10 8 -09
9 Indiana Design Center C Budd Out
Interior Walls Plus continues finishing drywall on the first floor and are
approximately 50% complete They contmue hanging drywall and insulation
on the second floor m available areas and have begun fini.shmg The bulkhead
in Area A and B along Rangehne road is approximately 50% complete
Excel mechanical is continuing fabrication and installation of ductwork on the
second floor The balance of their rough work ms in the bulkhead in area B
Maxwell Electrical is installing temporary lighting as areas become enclosed
and continue pulling wire on the second floor
The Marshfield wood doors were delivered on Tuesday While the dnver was
unloading, they rolled off the back of the truck and all were damaged They
are bemg removed from the site and replaced by Marshfield and their sluppmg
company This is not affecting the schedule in a negative way as they were
delivered early
10 Indiana Design Center Tradesouree
IWP is completing drywall installation on one side of the walls
Maxwell Electrical is ready for a rough -m inspection and continues ceding
rough for fight fixture runs
Excel Mechanical is continuing ductwork overhead
Rough in mspection will be completed once an updated permit is received
The Building Department did not know the status from the Fire Department

Building Lit for Second Shift on Limestone (10 6 09)
The momentum of the project is quickly returning to the same as it was at shutdown When the project shut
down there were approximately 175 workers on site daily The current worker count is a tittle over 215 This
includes a second shift of stone masons installing the exterior limestone This second shift started on October
5, 2009
Mechanical plumbing and electrical contractors continue to rough in piping conduits and duct The
installation of stairs and mist metals conbnues Masonry work continues on the exterior and is approximately
90% complete The CMU wall at the drum is complete The cast stone on the drum at the dome is underway
and is approximately 50% complete The last of the precast roof panels have been set and the roofing water
shield has been installed The Interior masonry is approximately 90% complete Fireproofing of the structural
steel confines and is approximately 76% complete The limestone for the building is approximately 90%
fabncated Installation of granite and limestone on the building extenor continues with about 15% of the pieces
installed Metal stud walls and drywall are being placed in multiple areas Framing lath and plaster for the
auditorium ceiling (dome) are being in`stailed The plaster contractor continues fabncabng plaster moldings
trim and columns at the project warehouse Conduitrand wire installation ts In progress Overhead rough ins
(MEP) in the East West Lobbies continues The freight elevator installation is In progress Installation of
elevators 1 2 is underway The ornamental stairs are in fabrication (at the shop) The temporary MYAC

Over the next 30 days the slab placements and miscellaneous steel erection will complete with the exception of

granite and limestone will oontnue The electncal plumbing mechanical and fire protection contractors will
continue systems rough in (piping and conduit) Clay tile roofing will start The freight elevator will be put into
