A. Carmel Clay Schools would like to construct a building identification sign with changeable copy in excess of the size limitations and overall height taller than required by Section 25.7.02 -5 of the Carmel /Clay Zoning Ordinance. This building identification sign is in addition to the existing building identification sign and therefore, two institutional sign will be provided where only one institutional sign is allowed in Section 25.7.02 -5 (B) of the Carmel Clay Zoning Ordinance. 8. State reasons supporting the Developmental Standards Variance: A. The proposed size of the building identification and changeable copy sign is required to provide space appropriate to announce and inform patrons of events scheduled at the school. The proposed size will allow the announcements to be legible by vehicles coming to or passing the school site. The proposed size of 36 square feet is within the total allowable area for both changeable copy and institutional signage of 46 square feet. The changeable copy area of 24 square feet exceeds the allowable of 16 square feet. According to the petitioner, there was a miscount, initially, in the number of spaces and a Variance is being requested for 176 spaces rather than 164. The petitioner reported that the maximum number of cars in the parking lot at any one given time, even with a tournament, was 81; the average is near 50.. The petitioner intends to stagger the scheduled times for team pray so as to avoid the niax nnim number of' cars in the parking lot. Also in attendance was Ned Melchi of Carmel/Clay Schools. 2 MAY -05 -2003 MON 04:51 PM CARMEL COMMUNITY SVCS FAX N0. 317 571 2426 P. 05 Construction is to start on the school, weather permitting, in April; the goal is to have the school operational by fall, 1998; total enrollment will be 600. The building comprises 85,000 square feet on the ground floor with small, mechanical meaatnine spaces concealed by roof areas which are indistinguishable. Mark Obergfell described the site plan and design. The school is to be located on the west side of River Road, north of 131st Street, currently surrounded by undeveloped, agricultural ground. There are two separate entrances: the main entrance to be used for drop -off? 'pick -up and visitor parking; the southern most drive on River Road will be used as a service entrance to service the loading dock and dumpsters, bus and staff parking. The dry storm water detention basin is located in the northeast part of the site. All entire hard surface areas, buildings and paving, are picked up and piped into the storm water detention are& The majority of the east half of the site currently drains through a 35 inch by 24 inch culvert underneath River Road; this is also the site of the outlet for the detention basin. There are three playground areas provided which consist of hard surface play areas as well as areas with safety surfacing with playground equipment. Curbs and gutters are provided around all paved areas, as required by the City, a four foot wide sidewalk is also being installed along the entire right-of-way of River Road (50 foot one -halt) Presently, there is no sanitary sewer service or water to the site. The 12 inch City water main will be extended to the school site and beyond for future development. At this time, it is not possible to service the site by gravity sanitary sewer, therefore a lift station is being installed which will be a forced main along River Road and tie into the sewers to be installed by Brenwick Development as part of the Prairie View Subdivision. The petitioner reported that the landscape plan is extensive around the school, with landscaped islands in the parking lot and a 30 foot wide buffer along the south and north property lines. The landscaping to the north property line will screen eventual development. The petitioner states that the lighting does not exceed the required foot candle. The fixtures are box -type, directed away from property lines to the interior of the site, and have cut-off features. There is also an interior ring of light poles to help illuminate sidewalks for evening access. The gymnasium will have a clear height of 25 feet minimum and therefore a structural height of 31 feet, thus requiring a variance. The exterior materials are predominately brick and textured throughout. An extended canopy is being explored for use at the main entrance. The directional signs are larger than allowed but felt to be needed for traffic safety; they will be of a color and type to blend in with the building. When and if the Centex Development is constructed, the bus service entrance would be redirected to a point at the property line that would connect to a stub extended by Centex for their second access. The northern part of the site will be annexed. Members of the public were invited to speak in favor or opposition to the proposed project none appeared and the public hearing was closed. Mark Monroe reported that there had been several issues outstanding at the Technical Review stage; however, the petitioner has addressed the access to the site and the proposed roadway improvements along River Read. In regard to the landscaping, more detail was being sought as far as types on the south and north property lines. A 30 foot landscape buffer is proposed on each property line, and the Department is suggesting plantings within the buffer. Alan Klineman was concerned with the angle of turn at the drop off area Mark Obergfell responded that they would definitely look into it.
