Along 146 St. Our primary concern is that this cut was left to serve a residential driveway, not a commercial drive. The increased number of vehicles that will now attempt to use the cut may make us close the opening, depending on if a traffic problem arises from the new use. The developer should be made aware that the Highway Department could, for any reason, close the median cut. After reviewing the plans the Highway Department has the following comments: 1. A Commercial Drive permit will be required for the change of use. Please contact Mr. Robb Chadwell, Highway Department Permit Inspector, for the necessary forms and Information. 2. If traffic congestion becomes an issue at this location, the Highway Department reserves the right to close the median access to the drive at this location. The opening will not be closed until necessary conditions mandate the closure. 3. Please note that decorative signs, sprinkler systems, trees, landscaping mounds, fences, light poles or other such amenities are not permitted in the right of way. We offer the following continents: GENERAL INFORMATION 1. The project site is currently located within current City of Carmel Corporate Limits via Annexation Ordinance C219. The following jurisdictions will apply. 2. Jurisdictions: Street and Right of Way Hamilton County Highway Department (146 Street). Water and Sanitary Sewer City of Carmel Storm Sewer City of Carmel 3. Board of Public Works and Safety Approval Requirements: Additional Water and Sanitary Sewer Availability if applicable. It appears this site was platted with the Taylor Trace subdivision as Lot #12. Therefore, Board approval of additional availability would not be required. The Board of Public Works and Safety approved Water and Sanitary Sewer Availability for the Taylor Trace Subdivision on October 2, 2002. Consent to Encroach Agreements for any permanent improvement to be installed within dedicated easements. If an irrigation system is planned for this project, additional Water Availability approval will be required from the Board and additional Water Connection Fees will be due. I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All written requests to be place on the Board's agenda must include the appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA. 4. Water and Sanitary Sewer Availability (acreage) and Connection Fees: Availability (acreage) Fees The Availability Fees for this lot were paid with and when the Taylor Trace Subdivision was approved for construction. Therefore, no additional Availability Fees are due. Connection Fees If this site is not currently connected to water and sanitary sewer, it must be connected as a condition of approval. Current Connection Fees are $1,310.00 per EDU for water and $795.00 per EDU for sanitary sewer. As a single family residential site, the Equivalent User Contribution Multiplier from our Utility Ordinance is 1.0 EDU. Our tables do not have a classification for a veterinary clinic. May 20, 2003 Page 2 Therefore, the Equivalent User Contribution Multiplier and subsequent Connection Fees will be subject to negotiation with and approval of Carmel Utilities and the Board of Public Works and Safety. 5. TAC Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of five -sets (maximum of seven -sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by both the City Engineer and Director Carmel Utilities. The Developer /Owner will receive one -set which is to be maintained on the construction site at all times. Carmel Utilities will receive two -sets. Our Public Works Inspector will receive one -set and one -set will be maintained in the Department of Engineering. If more than the minimum five -sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the five required sets. 6. Please be advised that any installation of signs, walls, fences, irrigation systems, etc. within dedicated easements will require a Consent to Encroach Agreement between the Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety approval. A copy of our Residential Subdivision and Commercial Irrigation System Requirements are available upon request. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main and sanitary sewer main locations. 8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues. 9. I am including copies of the following with this correspondence: Commercial Project Approval Procedures. Permit Data, Contacts, etc. Commercial Permitting Procedures. BONDING REQUIREMENTS 10. Upon initial review, it appears there are no bonding requirements for this project. PROJECT COMMENTS CONSTRUCTION PLANS 11. Conversion of this site from residential to retail/commercial use will require the paving and curbing of all parking areas and driveways unless a variance is obtained. 12. Was this lot included in the drainage plan submitted and approved for the Taylor Trace Subdivision? We reserve the opportunity for further review and submission of comments regarding drainage and the plans upon review of the plans by the City Engineer. The above comments are based upon the Engineering Department's initial review. Please provide our office with a follow up letter regarding this review and revised plans, indicating all revisions. A second review will focus only on detailed construction plans. It is critical that our office be made aware of all modifications made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our initial review. Eagle Ridge Subdivision, (Revised Primary Plat) The plans received by the District need to be revised to show labeled sewer profiles and manhole, lateral and bedding details which are in accordance with District specifications. The plans also need show the most recent version of the District specifications. Revised plans need to be submitted. An IDEM permit will be required and the submittal packet should be sent to the District for review. The District will then submit the project to IDEM for permit approval. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. Coxhall Park Garden (Development Plan) The plans received by the District need to be revised to show the water and storm infrastructure in the sewer profiles. The manhole and bedding details need to be revised in accordance with District specifications. The influent hub shown in the grinder pump station is not the same size as the pipe shown in the sanitary plan and profiles. Revised plans need to be submitted. An IDEM permit will be required and the submittal packet should be sent to the District for review. The District will then submit the project to IDEM for permit approval. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. Hearthview Residential PUD (Rezone) The plans received by the District need to be revised to show individual laterals for every lot. The manhole and bedding details need to be revised in accordance with District specifications. The most recent version of the District specifications need to be included on the plans. Revised plans need to be submitted.. An IDEM permit will be required and the submittal packet should be sent to the District for review. The District will then submit the project to IDEM for permit approval. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. College Park Baptist Church (Development Plan Amendment) The plans received by the District need to be revised to show the lateral and bedding 1 details in accordance with District specifications. The plans also need show the most recent version of the District specifications for lateral connections. Note #2 on sheet C103 needs to be modified to state that Clay Township Regional Waste District specifications apply for all sanitary sewers. Revised plans need to be submitted. Building permits should NOT be issued unless the District has issued connection permits. Ritz Charles (Amended Development Plan) The plans received by the District need to be revised to show the lateral and bedding details in accordance with District specifications. The plans also need show the most recent version of the District specifications for lateral connections. Revised plans need to be submitted. Building permits should NOT be issued unless the District has issued connection permits. It is deep and well drained with moderate permeability. It has moderate available water for plant growth and a medium organic matter content. It has compact till starting at a depth between 20- 40 inches. The main soil features that adversely affect urban development uses are moderate potential frost action, moderate shrink -swell potential, moderately slow permeability, low strength and erosion during construction. Additional information about soils is available in the "Soil Survey of Hamilton County The engineer and/or developer should consider the need for an onsite soils investigation. I have reviewed the plans for this project and have the following comments: This project does not substantially alter the natural features of the property or surrounding area.
