Parking Narrative
Existing Conditions
The church is currently running 3 morning services at 8:00, 9:30, and 11:00. Sunday
school services also occur, mainly at 9:30, but also some at 11:00 because of facility
constraints. Most services are full every Sunday. Lack of existing parking is a major
problem from 9:00 to 11:15 every Sunday.
Current seating allows for about 950 people per service. Total attendance on a typical
Sunday is between 2800 and 3200. Sunday school attendance averages about 40%. The
percentage is expected to increase once more space is available for classes. The current
parking capacity is approximately 860 vehicles. Because of a high number of single and 2
person attendees, the average vehicle loading is estimated to be 2.6 people per vehicle.
Lack of parking is a reason often cited as a problem by new people trying to attend
services.
Proposed Conditions
The church intends to hold 2 morning services on Sunday mornings when the new facility
is opened with Sunday school provided in between. Opening capacity will be 2400 per
service. Past experience has shown that the services will be at or near capacity within 6
months of opening. The parking needed will be as follows:

Future Conditions
Ultimately, the Church intends to add a balcony to increase seating capacity to 3008. at
that time, parking requirements will also increase. Assuming the same ratios continue to
apply, the percentage of increase will be 25% (3008 2400). Therefore, the required
increase in parking at that time will be approximately 400 spaces (1.25 x 1591 1989;
1989 -1591 398 spaces). A future parking area containing 200 spaces is noted on the
plan for when this need occurs. If parking ratios decline, the future parking area may be
adequate for the need. However, if the ratio remains constant, then the Church may need
to acquire additional property to meet the need for an additional 200 spaces.

1. The approval of this Variance will not be injurious to the public health, safety, morals and
general welfare of the community because the building addition is compatible with the existing church
structure, which was constructed in accordance with a height variance granted in 1996.
2. The use and value of the area adjacent to the property included in the variance will not be
affected in a substantially adverse manner because the building addition is compatible with the existing
church structure which was constructed in accordance with a height variance granted in 1996.
3. The strict application of the terms of the Zoning Ordinance to the property will result in
practical difficulties in the use of the property because the building addition will be disproportionate in
scale and appearance to the existing church structure.
