After reviewing the plans the Highway Department has the following comments (1 have maintained the numbering from my August 21, 2003 and January 28, 2004 letters): 1. A Major /Minor Commercial Driveway permit will be required for the construction of the entrances. Please contact Mr. Robb Chadwell, Highway Department Permit Inspector, for the necessary forms and information. The permits will be required prior to start of construction. Application must also be made prior to release of the building permit. 2. Items 2 -5 have been property addressed. 6. A 50' half right of way will need to be dedicated along 96` Street In the location of the new entrance. The dedication should begin at the west end of the existing right of way and continue to the western edge of the church property. The dedication of right of way will be required before the permits will be Issued. 7, Items 7 -15 have been property addressed. 16. Striping of the passing blister and eccelldecel lanes must be shown on the plans. The line separating the passing blister and thru lane must be a solid white line. Show construction limits. 4A. The "Erosion Control and Sequencing located on sheet C104 should be relabeled and placed on sheet C801. Please move the Site Specific Construction Sequence from C801 to C104. Consider a change in wording to #5 in the site specific sequence. 5. Install necessary storm sewer onsite and offsite to make sediment basins functional. Install inlet protection before pipe is functional. 4C. Sediment basins or traps need to detail the outlet type, invert elevations, emergency elevation, top of dam and contours of pool area. The storage volume needs to be calculated above the flowline of the outlet structure. A perforated riser is the accepted outlet for a basin and a rock weir can be used for a trap. See the Indiana Handbook for detailed descriptions. Detail 9/C801 does not meet specifications and should be removed from the plan. Provide desing calculations for the sediment basin and trap. 4C. 4G. Provide a detail to protect culvert flared end sections. Schneider Corp has a detail for flared end sections. The permits will be required prior to start of construction. 2. 96' Street and Towne Road will need to widened three feet across the entire property frontage. The pavement section for the widening and the accel /decel lanes will need to consist of a 14" stone base, 5" HAC binder and 1" HAC surface. A three-foot stone shoulder will be required along all widening. On 96th Street, the widening will be required from the end of the existing accel lane to the beginning of the new decel lane, and from the end of the new accel lane to the west property line. Towne Road will not need to be widened In areas outside of the accelldecel lanes. The widening south and east of the existing accelideca lanes that is not a part of the entrance construction will not be required. 3. ADA compliant ramps are required in the asphalt ramps at all of the entrance crossings. The ramps must meet the new INDOT standards for detectable markings. I have included a copy of the INDOT standard for your use. 4. The accel decel lane lengths should be dimensioned from the end of the curve radii, not the actual entrance lane. On 96"' Street, the dimensions should begin at the east and west end of the radii. 5. OK. 6. A 60' half right of way will need to be dedicated along 96 Street in the location of the new entrance. The dedication should begin at the west end of the existing right of way and continue to the western edge of the church property. The dedication of right of way will be required before the permits will be issued. 7. Per County Ordinance. storm water is not permitted to discharge into the right of way of County roads. Please revise the plans to correct the situation wherever this situation occurs. The storm water must be piped to the outlet. 10. Based upon Highway Department experience, the proposed design of the interior access road will lead to traffic on 96` Street and Towne Road using the road as a bypass for the intersection, The Highway Department suggests that considerations be made to revise the road layout. 11. The asphalt path west the 96 Street entrance must be located one -foot from the back edge of the right of way. The trees within the new right of way must be removed if they prohibit the path from being placed in the proper location. 12. The new storm sewer structure shown west of the entrance should be relocated a minimum of 28' -30' from centerline of the road. 13, Please note on the plan that the existing edge of 96 Street and Towne Road must be saw cut in the areas of pavement widening and entrance construction. 14. Please insure that the installation of the passing blister will not adversely affect the drainage along the south side of 96 Street. A sware may need to be installed to carry the water around the passing blister. 15. Further comments may be necessary at a later date. As a result, we have realigned the main drive through site and moved it east of the previous entrance location and redesigned the parking area to the east of the proposed building addition. 1,527 parking spaces have been provided on the revised plan and approximately 170 additional spaces shown for the future parking area. Bob Doster noted the number of spaces will be necessary for the church and the calculations are included with this submittal. In order to reduce the large areas of asphalt we have provided landscape islands in the parking areas. The islands were located and sized to maximize the planting area and visual impact of the site. The church is reluctant to add any more islands because of the adverse impact on snow removal and the reduction it would cause in available parking. In addition to the landscape islands, plant material has been added around the playground area and the bufferyard along the north property line. Furthermore, a softball field is planned for the future parking area until the additional parking area is installed. Plant totals and species to be specified have been shown on the landscape plan. Eagle Ridge Subdivision, (Revised Primary Plat) The plans received by the District need to be revised to show labeled sewer profiles and manhole, lateral and bedding details which are in accordance with District specifications. The plans also need show the most recent version of the District specifications. Revised plans need to be submitted. An IDEM permit will be required and the submittal packet should be sent to the District for review. The District will then submit the project to IDEM for permit approval. A preconstruction meeting will need to be held before the construction of the proposed sanitary sewers. Building permits should NOT be issued unless the District has issued connection permits. Coxhall Park Garden (Development Plan) The plans received by the District need to be revised to show the water and storm infrastructure in the sewer profiles. The manhole and bedding details need to be revised in accordance with District specifications. The influent hub shown in the grinder pump station is not the same size as the pipe shown in the sanitary plan and profiles. Revised plans need to be submitted. An IDEM permit will be required and the submittal packet should be sent to the District for review. The District will then submit the project to IDEM for permit approval.
