No. 0305 -022 PROJECT NARRATIVE Keeler -Webb Associates is acting as agent and engineer for Lucky Farms LLC, who is the owner /developer of the above property. The project site lies within an existing 5.93 Ac. parcel and is currently being used as a farm and Special Use for a Riding Stable. The owner's plan is to operate the proposed riding arena for personal use and some several charitable groups for underprivileged and disabled riders. It has been necessary to file, this special use request with the BZA for approval due to the following history and circumstances: 1 This parcel was used as a residence with an accessory uses of farm and riding stable for approximately 50 years (legally established pre- existing non conforming use). This parcel and the adjoining property to the North is owned by Lucky Farms LLC, which has been used as a residence with the accessory uses of farm and riding stable for approximately 50 years (legally established pre- existing non conforming use). 1 When the Carmel Zoning Ordinance went into effect, this real estate was zoned S -1 and the pre- existing riding stable use was classified as a legally established pre- existing non- conforming use. The dilapidated wood pole barns used as horse stables, have been removed, in order to provide a location for the proposed riding arena. A Special Use application to reestablish the use of the subject real estate as a riding stable was filed and approved on in 2001 for the existing 12,096 sq. ft. horse stable /barn. 1 The owner has a commitment with several charitable groups to provide additional space and time for underprivileged and disabled riders using the existing indoor riding arena by September 1, 2003. Therefore, Lucky Farms LLC needs to relocate their indoor riding 1 into the new facility. We propose to construct a new single story structure containing 16,000 sq. ft., which will face the East. The new barn provides comfort and safety to horses and riders alike. Included in the new 1 1 structure is a special feeding and grooming area, tack room, and a 80' x 174' indoor riding arena. The building materials and color will match the existing barn, built in 2001. The architectural feature of the structure will include cupolas, steeper rooflines, cross bucked, Dutch doors and large overhangs with porches. All utilities are either available on site or in the adjacent right -of -way. An existing asphalt driveway provides access for use by the owners and employees who will operate out of this building on a daily basis. The stormwater drainage will not be altered in any manner from the existing conditions. The overall impervious area will be reduced with the installation of the new barn. Floor plans, elevations, and pictures of the existing stable are included in this packet.
