Notice is hereby given that the el /Clay Board of Zoning Appeals meeting on the
25 day of August, 2003 at 7 gt.m. in the City Hall Council Chambers, 1 Civic Square,
Carmel, Indiana 46032 will ho public hearing upon a Developmental Standards
Variance application to eliminate the need to curb a proposed parking area (Section
27.3.2) for the property located at 220 N. Rangeline Road, Carmel, Indiana 46032. The
application is identified as Docket No. V -79 -03 #3070010. The real estate affected by
said application is described as Nathan Hawkins Addition, Lot 6. All interested persons
desiring to present their views on the above application, either in writing or verbally, will

RE: Landscape plans for parking lot improvements at 220 N. Rangeline Road
Dear Joe:
Thank you for meeting with me today. I have made a previous site visit and my
comments for this project are as follows.
1. The large trees that share the border with your property and 210 N. Rangeline
are important assets to the neighborhood and need to be preserved. Care
needs to be taken during the demolition and construction phases of your
project to protect the root zone of these trees from soil compaction and
disturbance. The landscape plan needs to show graphically the limits of
construction and the placement of tree protection fencing which will prevent
equipment from entering the protected area and disturbing the soil. The
fencing needs to be placed to protect the most root area that is practical for
your project and needs to be installed before demolition or construction
begins.
2. The landscape plan must show graphically the species and position of all
proposed plant materials. For instance, the six shrubs in the new landscape
island need to be called out by species. The same with the four required new
trees. Existing plant materials may simply be labeled as "existing tree" or
shrubs.
3. Attached is a list of street trees from which you can choose the species of the
four required new trees. At least two must be large maturing shade trees, the
other two may be whatever mature size you desire.
4. The plan must include a plant schedule or list that includes the species,
common name, planting size, type and number of plants. Plans must also
include graphic planting details (showing the method of planting), and
planting notes. These items are standard for landscape plans submitted to this
office.

Dear Mike:
This letter and the accompanying pages are for the purpose of showing that the improvement of
an existing parking lot at the above referenced location does not add a considerable amount of
runoff to the existing property. As can be seen from the attached drawings, the existing gravel
parking area is directly adjacent to the existing alley which requires the vehicles to back into the
alley when leaving. The proposed parking lot improvements will consist of removing the
existing detached garage building and reconfiguring the existing gravel parking area into a paved
parking area that has two designated entrances into a lot that keeps parking movements from
encroaching onto the alley.
We have performed a field visit of the site and the surrounding sites and determined the location
of the nearest drainage structures. The site falls to the west/northwest. The surface water from the
existing parking area sheet flows directly to the alley. There does not appear to be any defined
swales going in any direction and I cannot ever remember any drainage problems in this area.
The closest old town inlets are at the corner of 1st Ave. and 3rd St. NW. After doing some
calculations of existing versus proposed the 10 yr Q would go from 0.334 cfs to 0.400 cfs and the
100 yr Q would go from 0.453 cfs to 0.543 cfs. The difference is because he is adding a little
impervious and because I am using a runoff coefficient of 0.85 for gravel and 0.9 for asphalt (in
Indianapolis, we are allowed to treat gravel and asphalt the same if the gravel has been long
standing because it becomes so compacted that it functions like asphalt). In my opinion, this
runoff difference is negligible and no detention should be necessary.
In addition, we realize that it is standard to require curb on all proposed parking lots in Carmel.
Therefore, we are requesting a variance for this proposed parking area. We are confident that it
would be more effective for the site drainage to not have curbs on the parking area so that the
runoff can sheet flow towards the south then to the west and northwest, giving it a chance to
dissipate like it does now prior to entering the alley.
