DESCRIPTION OF REQUEST
First Indiana Bank has recently purchased Metrobank and transitioned the former
Metrobank branch located within the four -story office building located at 10333 North Meridian
Street to a First Indiana Bank branch. Petition 71 -03 ADLS Amend. was recently approved by
the Special Study Committee which approved the replacement of the existing Metrobank wall
sign with a new First Indiana Bank wall sign on the facade which faces Meridian Street.
First Indiana Bank wishes to further improve its banking services at this branch by
constructing a free standing drive -thru facility. This facility is proposed to be located northeast
of the 10333 Building and will be constructed of materials and colors to match the existing Three
Meridian Plaza development. Site access, internal circulation, parking and landscaping
improvements are also proposed in conjunction with this new facility.
Petition 94 -03 DP Amend/ADLS, which requested approval of these new improvements,
was given a unanimous recommendation for approval by the Special Studies Committee on
August 5, 2003. A final vote by the full Plan Commission is scheduled for August 19, 2003.
These new improvements require two variances. The Overall Site Plan in Tab #5
indicates the three setback lines that are required by ordinance for the location of an accessory
building. Our request, V- 80 -03, is for a variance to allow the drive -thru banking facility to be
located closer to Pennsylvania Street than the ordinance would allow. Our second request, V -81-
03, is shown in Tab #6. The Rendered Elevations show two versions of a proposed ground sign.
The one on the left conforms to the ordinance. The one on the right requires a variance to allow
the pole cover below the sign face. The petitioner, the staff and the Special Studies Committee
prefer the sign version on the right.

The Silhouette 2 Sharp Cut Off Wall Sconce is an HID tuminaire suitable
for low glare applications where fight spillage is of a concern.
The Housing is available in two sizes. Size One is made of corrosion
resistant precision cast aluminum. Size Two is made of die formed
aluminum. Both have an exterior decorative reveal.
The Reflector is a sharp cut -off, Specular aluminum available in up or down
light, and various beam distributions.

FINDINGS OF FACT DEVELOPMENT STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
the planned site improvements will improve safety. A financial institution,
such as a bank, provides a positive attribute for a neighborhood and a
community.
2. The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
the drive -thru facility is a relatively small structure and its effect on
the adjacent area will be negligible. The adjacent area is zoned B -5 (west
of Pennsylvania St.) and B -1 (east of Pennsylvania St.) so its location is
surrounded by commercial zoning and uses.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:
the site has three frontages. Thus, locating an accessory structure twenty-
five (25) feet behind the established building line of each frontage would
result in the structure having to be located closer to U.S. 31 than is desired.
A location closer to Pennsylvania St. is more appropriate.
DECISION
IT IS THEREFORE the decision of the Carmel /Clay Board of Zoning Appeals that Development Standards Variance
Docket No. is granted, subject to any conditions stated in the minutes of this
Board, which are incorporated herein by reference and made a part hereof.

FINDINGS OF FACT DEVELOPMENT STANDARDS VARIANCE
1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
the two signs will be an Exempt Sign in all respects except for the cover
around the support poles. This cover will not change the height, width or
location of the signs.
2. The use and value, of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
the adjacent area is zoned B -5 (west of Pennsylvania St.) and B -1 (east of
Pennsylvania St.), so the sign locations are surrounded by commercial
zoning and uses.
3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:
the terms inhibit exercising flexibility in improving the aesthetics of an
Exempt Sign, even though said improvements will not increase the height or
width of the sign or the size of the message on the sign.
DECISION
IT IS THEREFORE the decision of the Carmel /Clay Board of Zoning Appeals that Development Standards Variance
