Main St. Carmel, In. 46032 Dear Mayor Hancock, t<4- We are writing in order to go on record regarding our concern of the Ultimate Car Wash on E. Carmel Drive. Our clients, residents of Hunters Glen Condominiums, were concerned •prior to approvals being issued for this construction. Our concerns at that time' have become a reality. Our major complaint is the noise level generated by this facility. Needless to say, the noise level is unacceptable at its current level for the residents of our Community (Hunters Glen Condominiums). For the past 60 days we have been measuring the noise level of this facility. During.this period the level was between 60 to 70 decibels. Please keep in mind this level is for all hours of operation of this car wash, approximately (12) hours per day. It was our contention prior to approval for this facility being issued, that the noise level would be unacceptable. As this letter indicates, we are requesting'a through review of the existing situation by the appropriate authorities, with measures being instigated to lower the noise level of this facility. There were items discussed, at the original hearings prior to approval, to enhance this operation, such as 1. Trees/Shrubs to shield other areas 2. Privacy fencing to lower the noise level 3. Insulation of noise making equipment 4. Reduced operating hours These were diScussed, and needless to say, this facility should be reviewed at this time for incorporating any of the above Solutions for this problem. In conversations regarding the car wash some of our residents have heard that the car wash will become a full service facility, also the hours will be extended. We have no idea if these rumors are true, but if they are, rest assured our objections will be more strenuous at that time. We are requesting that the proper authorities examine the present situation and forward a copy of their report to us. The samples include three separate color proposals as shown on Sheet 5 of the plans. The mayor has requested to see a sample of the metal roofing. I have enclosed a sample along with color samples and a brochure. This metal is the same type roofing utilized for the Shied Tire Store. The metal roof was choosed due to the vertical portion of the roof for screening of the rooftop equipment. Some design problems may be involved in u t i l i z i n g asphalt shingles on the vertical face, however, I have enclosed p o s s i b l e alternative shingle samples for review if the metal roof is determined to be inacceptable. The proposed awning across the front of the building is presently specified as canvas. There has been some concern expressed by some plan commission members over utilizing canvas. An alternative material to utilize is a metal awning. Please inform me if this would be acceptable or if you have any additional suggestions. The plans have been revised to incorporate the T.A.C. comments and other comments which have been made since our last submittal. The revisions are itemized as follows: 1. Landscaping has been increased in height in the island area near the entry and directly behind the entry sign. 2. A canpoy and windows have been added to the front of the building to give it a storefront look. 3. Alternate color schemes have been developed and will be presented at the next meeting for discussion. Samples and a color board will be available. The sign color wil l be integrated with color scheme chosen. 4. A 6 foot wood fence has been added around the vacuums at the west property line to screen them from the adjacent property. 5. A grease trap has been added to the sanitary lateral. 6. A backflow prevention valve has been noted for the water service line. 7. Concrete aprons have been added at the entrance and exit of the car wash. Underdrains have also been added in these locations. 8. The mounding along the frontage has been increased to 2.5 feet above street level. 9. A 15 foot easement for the drainage system crossing the site has been added to the plan. 10. Water and sewage estimates are being investigated from previous records at other car wash locations to present to the Board of Works for approval. 11. Drainage calculations were sent to Kent Ward for his review. Need a erosion control plan. Enclosed is a plan submitted by Dennis Grumpp at Schneider Eng. He submitts them as a separate plan just as your lighting or landscaping plan. Call Dennis or John South for further information. 2. I think connecting the car wash with the restaurant is a good idea. I wish this was done in more places so you don't have to get on to the main street just to go next door. 3. Break grade at your east property line to keep drainage on site. 4. This project is scheduled to be heard at the next Plan Commission Hearing on October 22, 1986. We would like to have this protect heard at the next possible Board of Works Hearing for sewer and water availability approval. i have enclosed a copy of the estimated water useage for this protect based on similar car wash projects owned by the developer. The estimated sewer and water useage for this project is 3386 GPD or 11 EDU. This protect will utilize the proposed entrance to be installed by Rocky Racoco. Please inform me if we will need to obtain a street cut approval from the Board of Works, or if this cut was previously approved. Please contact me if you have any questions or comments. Perimeter drainage easement has been added to plans. 3. Easement for existing storm drainage pipe shall be added after discussion with TAC members as to the present status of this pipe. 4. Ten (10) parking spaces have been added outside of vacuum parking areas. One stall has been designated a handicap stall. 5. Subsurface drain has been added to detention area. 6. Note about sidewalk has been added to plan indicating that it will be installed at a later date when deemed necessary by Carmel City Engineer. 13. Architecture of the building has been upgraded by adding brick, brick detailing and block to ends of the building and adding wing walls along side walls to break up continuous wall. 14. Plans will be submitted to the Board of Works meeting to be held after the first Plan Commission hearing. I have discussed this with Tom Welch. 15. Plans have been sent to all TAC members.
