Docket No. 72 -86 Z and 73-86 D.P., A Rezone and Preliminary Development Plan Application
for a 10.92 acre parcel (Parcel A) and a 4'acre parcel of ground (Parcel B) from the
existing R-1 district to M -3, to be made part of Carmel Science and Technology Park.
Parcel A is located on the east side of Old Meridian Street, adjacent to the proposed W.
Carmel Drive. Parcel B is located on the west side of Guilford Road, north of the
proposed W. Carmel Drive, in Clay Township.
PETITIONERS PRESENT: Jim Nelson, Al Oak, Tom Edgerton
Two (2) parcels, block 16 17, 10.92 acres and block 18, 4 acres.
Use to include office /warehouse /commercial or retail.
Need for file, letter not opposed to annexation by City of Carmel
on file for block 18 and part of block 16.
Water to be Indianapolis Water Company.
Sewer may be temporary Carmel per Carmel Board of Public Works review,
permanent Clay Regional Sewer District. Capacity increase for sewer from
Clay Regional Sewer District on file.
Access into block 18 will be off of Carmel Drive only.
Needed storm drainage retention /detention system now in place,in Carmel
Science and Technology Park', system was designed and constructed to
handle these two parcels and any additional parcels will require its
own on site retention /detention facilities.
All covenants that apply to existing Carmel Science and Technology Park
will apply to these additional parcels.
Platting and final development plans will be submitted prior to develop-
ment on each block.

Docket No. 79 -86 P.P., A Primary Plat Application for Springmill Ridge Subdivision
consisting of 85 lots on 61.34 acres of land. Site is zoned S -2 and is located on the
S.W. corner of Spring Mill Road and W. 131st Street in Clay Township. Subdivision
variance requested for private access drive to lots 70 71.

Sewer will be provided by Clay Regional Sewer District per
original U.S. 31 corridor agreement. Total average flow
21,760 gallons for 85 lots. Clay Regional conditional approval
on file.
Storm drainage system has been reviewed by Kent Ward and has his
approval.
Move fire hydrant on lot 18 to lot 19 and add fire hydrant on lots
13 14. Also, add fire hydrant between lots 40 41.
Need. cross-sections of mounting on 131st and Springmill Road on
secondary plat.
Will need variances for lots 70 71 not on public streets.
TAC recommends against private roads. Fire protection problems;
not allowed by Ordinance; petitioner will present reason for variance
request to Plan Commission.
Split drainage in side yard lots 1 thru 7.
Lots on two road frontages have two front yards;.accessory buildings,
pools, etc., not allowed without variance,okay with developer.
No on -site storm retention /detention facility needed, water goes
directly into Williams Creek per Kent Ward.
Need copy of watershed map by November 1, 1986.
Need revised plans by November 1, 1986.

Docket No. 80 -86 P.P., A Primary Plat Application for Springmill Streams Subdivision 6,
7, 8 and 9 consisting of 124 lots on 115.62 acres of land. Site is zoned S -1 and is
located on the east side of Clay Center Road, adjacent to the existing Springmill Streams
Subdivision in Clay Township.
PETITIONERS PRESENT: Al Oak, George Sweet, Joe Sharp
On lot 171, show. 120' building line.
Try to pipe drainage between lots 215 216.
Clay Center Road to be improved by George Sweet.
Need fire hydrants between lots 115 206, 213 214 also lots 160
161; check distance between hydrants; should not exceed 500 ft., relocate
fire hydrant on.Mayfair Lane.
Maintenance of dam will be the responsibility of the neighborhood assoc-
iation per covenants.
Walk out basements to be restricted per flood elevations.
Need revised plans by November 1, 1986.
Storm retention /detention per new lake, then discharge into Elliot
Creek to Williams Creek. Paz-; subdivision drains into retention/
detention facility Almond D_ Williams Creek.

consisting of 4 lots on 7.92 acres of land. Site is zoned B -5/ U.S. 31 Overlay and is
located on the S.E. corner of.N. Meridian and 103rd Street in Clay Township. Devel-
opment Plan previously approved as Docket No. 28 -85 D.P.
PETITIONERS PRESENT: None
Petitioners did not show up.
All Technical Advisory Committee Members will need a copy for review
by .November 1, 1986.
Information presented does meet ordinance requirements.

Docket-No. 74- 86'ADLS, An Architectural Design, Lighting, Landscaping and Signage
Application for the Ultimate Car Wash facility to be located at 431 E. Carmel Drive
(between the proposed Rocky Rococo restaurant and the existing Flanner Buchanan
Funeral Home) Carmel, Indiana. The 1.18 acre site is currently zoned B -8. The
facility is 4,636 sq. ft. in size, faces Carmel Drive and has five outside vacuum
stations on the west side of the building.
PETITIONERS PRESENT: Tom Duke, Al Oak, Steve Harmans, Dave Coots
Carmel water and sewer per Carmel Board of Public Works.
Eighty percent (80%) of water to be re -used.
Entrance to be shared with Rocky Rococo.
Cars can leave site either by shared exit /entrance with Rocky
Rococo per Carmel Drive or through Rocky Rococo parking lot via
ingress /egress easement.
Parking meets ordinance requirements 10 spaces.
Trash enclosure has gates.
Need grease trap and also back flow prevention device; contact
Jim Daugherty, Utilities Manager, show on plans.
Sign meets ordinance.
Storm water to detention pond in front of building then into
Carmel system.
Need equipment specification on water consumption.
Mounding in front of building to be a minimum of 2i ft. above
Carmel Drive.
Other car wash sites located at 8510 Ditch Road and 69th Michigan Road.
Bring color and material samples to Plan Commission Industrial /Commercial
Committee on November 11, 1986.

Propose to add additional lighting fixture exactly like existing
light intensity would conform to ordinance requirements.
Existing landscaping to be upgraded, including landscaping screen
in front of play area. Maximum screening of play area retained.

Docket No. 83 -86 P.P., A Primary Plat Application for Cedar Lake, Section Two Subdivision,
consisting of 16 lots on 7.5 acres of land. Site is zoned R -1 and is located on the
west side of Rohrer Road, south of the existing Cedar Lake, Section One Subdivision.
PETITIONER PRESENT: Stan Neal
Dig out west end of existing storm detention pool, add head wall
structure to pipe; need new construction plans by November 1, 1986.
May require joint venture with Quandrant Development (Hunter's Creek).
North portion of detention pond: extend pipes or regrade and restore
area. Revised plans to Kent Ward and Department of Community Development
by November 1., 1986.

Improvement of Rohrer Road along Cedar Lake Section One needs to be
installed by developer per plans on file. If not done this fall,
need bonds posted with City of Carmel and date to be installed next spring.
Recommend existing Dyer lot to be included in Section Two with lot number.
Need to install sidewalks along Rohrer Road from Section One through
Section Two.
Regrade Rohrer Road side ditch full length of Section Two;check culvert
size under existing drive.
Add fire hydrant at lot 31.
Water will be Hamilton Western.
Sewer service will be Carmel per Carmel Board of Public Works.
Rohrer Road improvements to be brought up to City standards, 40 ft. per half
right- of-way, 22 ft. pavement with 4 ft. shoulder.
Show rip -rap around outlets into lake.
Indicate flood level of lake on the plan.
Developer needs to enforce covenants concerning dusk to dawn lights
in Section One. Must also include provision for dusk to dawn lights in
Section Two.
Need letter on annexation for Section Two.
Check watershed from the south.

Docket No. S 39 -86, A Special Use and 76 -86 ADLS, an Architectural Design, Lighting,
Landscaping and Signage Application for Peter Rabbit Day Care facility to be located
west of College Avenue (11660 College Avenue), as extended into Meridian Technology
Center (Phase 4), Carmel, Indiana. Facility is one -story (23 ft. high), two phased
(Phase One: 5918 sq. ft. in size; Phase Two: 5918 sq. ft. in size). The 2.3 acre
site is located in both a B -2 and B -6 zoned district. Board of Zoning Appeals Special
Use approval also required.
PETITIONERS PRESENT: John Altman, John Stump, Bruce Nickolson, Kevin Miller, Mark
McDermit, Tom Schubert
Temporary Carmel Sewer, future Clay Regional Sewer per Carmel Board of

2.3 acres to be owned by Stamp Altman, this is the first lot split
out of Meridian Technology Center.
Technology Center allowed one more lot split of less than 5 acres,
then must plat remaining lots with less than 5 acres.

Docket No. 77 -86 ADLS, A Signage Application for Hewlett Packard, Inc., located at
11911 N. Meridian Street, Carmel, Indiana. Petitioner requests second sign, an entrance
ground sign on the Pennsylvania Street side of the building. The sign is two sided,
3 ft. by 9 ft., 27 sq. ft. in size, per ordinance requirements. Site is 30 acres in
size, zoned B -6 and located in the U.S. 31 Corridor Overlay Zone.
PETITONER PRESENT: Kevin Miller
Proposed sign meets sign ordinance requirements. Approved by
Plan Commission on October 21, 1986.

Docket No. 78 -86 ADLS, A Signage Application for Summertrace (Beverly Enterprises Encore
Partnership) for a project (Center) identification sign, 4 ft. by. 9 ft. plus logo and 38.5
sq. ft. in size. Site is 30.3 acres in size, zoned B -2 and R -5 and located in the U.S.
Corridor Overlay Zone.
PETITIONERS PRESENT: None
Proposed sign meets sign ordinance requirements. Department of
Community Development staff to approve final location of sign per
road'visibility.
Plan Commission approved on October 21, 1986.

sign area is 6.76 sq. ft. per side. Site is zoned B -8 and is located at 266 Medical Drive
Carmel, Indiana. BZA variance required for placement of sign per plans submitted.
PETITONERS PRESENT: None
Require a variance from Board of Zoning Appeals, additional sign.

Presentation on Architectural Design, Lighting, Landscaping and Signage for Phase 5
of Meridian Technology Center. Site is located at the N.E. corner of Pennsylvania
Street and College Drive. Project to include one (60 ft. high) 4 -story (40,000 sq. ft.)
building and one 2 -story building for Conseco, Inc.
PETITIONERS PRESENT: Kevin Miller, Bruce Nickolson
Building has 3 ft. parapet wall: mechanical equipment will be
on roof will be screened an placed in middle of building.
Parking lot to north either curb east side or provide note that
it will be extended in the future.
May be temporary sewer to Carmel sewer per Board of Public Works.
Also need verification of Clay Regional Sewer Capacity.
No signage at this time; petitioners will return later with overall
sign plan.
Landscaping plan looks good.
Trash will be stored in building.
Both buildings sprinkled.
Recommend foundation drainage tile, soil is poorly drained and
holds water.
Need additional fire hydrant on east side of 2 -story building and
west and north side of 4 -story building.
Need flow rate of existing fire hydrant in this area per Carmel
Fire Chief.

of' Christ, 3106 E. Carmel Drive in R -1 zoning. Petitioner seeks one additional ident-
ification sign. Sign Ordinance allows one identification sign (sec. 25.7.03-2a- Insti-
tutional Uses). Proposed sign is 30 sq. ft., 5 ft. in height.
PETITIONERS PRESENT: None
Sign meets ordinance requirement for size and height.
Second sign on second road frontage.

Recommend installation of a_ drainage swale 8 inches to 1 ft. deep between
lots 121 122 after construction of pool and fence etc., is completed.

to install inground swimming pool which will encroach rear yard drainage and utility
easement.
PETITIONER PRESENT: Jerry Faust
Six feet of earth fill proposed in easement.
Shorten deck on east end in order to extend deck distance
from water course.
Has been approved by Carmel Board of Public Works on October
15, 1986.
Have letters on file from all utilities, expressing no objection
to easement encroachment.

Docket No. S•43 -86, A Special Exception Application for Bauer Drive East Partnership.
Site is located on Bauer Drive, Bauer Commercial Park and is zoned B -3. Petitioner
proposes to construct 15,372 sq. ft. office and storage warehouse to be known as Keeler
Webb Building.
PETITIONERS PRESENT: None
Water well; will need well permit from Jim Daugherty, Carmel
Utility Manager.
Carmel Sewer and encroachment in drainage easement per Carmel Board
of Public Works.
Need to show 20 ft. perimeter drainage easement along west property line and.
18 ft. easement on east property line.
Have revised plans by Monday, October 27, 1986.
Send set of drainage plans to Kent Ward.
Show sanitary sewer connection on plan.
Will need to record perimeter drainage easement prior to getting a
building permit.
