The Special Studies Committee considered the following items:
1. Docket No. 09100003 ADLS Amend: Alexandria Apartments Signage
The applicant seeks design approval for 1 new identification sign. The site is located at the SE corner of
Pennsylvania and Main St. and is zoned OM/MF- Old Meridian District Multi- Family. Filed by Nancy
Long of A -1 Expeditors on behalf of Edward Rose Companies.
Present for Petitioner: Nancy Long, A -1 Expeditors
Overview:
Existing sign located at 1411 Fairfax Manor
Existing sign is 5 feet tall, 8 feet wide, verbiage is 9 square feet
Request secondary sign on the north side of street across from Fairfax
Proposed sign will be at secondary entrance to complex
Proposed sign is non illuminated, brick, "Alexandria" in the middle of the sign
Proposed sign is double -sided

The applicant seeks approval for a new monument identification sign for the complex. The site is located
at 502 E. Carmel Dr. and is zoned B -8. Filed by Matt Griffm of Buckingham Companies.

Overview:
Signage being requested for 502 East Carmel Drive
Site is previously known as The Fountains
Site is permitted a ground sign —never requested previously
Sign is 75 square feet, limited to 5 tenant panels on either side

Petitioner is installing sign on larger island to the east of the site
Petitioner will remove "For Lease" sign and install proposed ground sign
Landscape plan includes small landscape shrubs— replaced annually

Docket No. 09110030 ADLS Amend: Meridian Technology Center, Firestone Global Research
and Development Lab. The applicant seeks approval for signage, exterior building
modifications, and a bio -swale /rain garden. The site is located at 11799 College Dr. and is zoned
13-2 /13usiness. Filed by Joe Scimia of Baker Daniels for Firestone Industrial Products, LLC.

Overview:
Use of property will be for global research and development laboratory
Similar existing facility will be re- located into a single development lab at this location

Changes are primarily cosmetic and functional
Property is well- screened
Dept commends petitioner for bringing property back to its natural state
Dept will look at parking as to whether or not a variance is needed
Confirmed: 60 Engineers total at this location
Petitioner proposes 280 parking spaces with 140 spaces land banked
Dept has no concerns with site or building modifications

Letters will be black and externally illuminated
Ground sign will be up- lighted, ground mounted
Dept is OK with signage and lighting
Committee Comments:
Likes concept of returning property to natural state
If parking is changed, what happens years down the road?
Note: Parking ratio based on use1 space for every 250 square feet —would depend on use after Firestone
vacated
Joe Scima states that parking can be restored to intensive use petitioner has made plans to restore to intense use
in the future

Approved.
4. Docket No. 09110028 ADLS Amend: East 96th St Auto Park, lot 3 Tom O'Brien
The applicant seeks approval for an architectural arch to be added to the building. The site is located at
4630 E 96th Street and is zoned B-3/Business. Filed by Tom O'Brien of Tom O'Brien Chrysler Jeep.

5. Docket No. 09090017 OA: 116' and College PUD (116' Street Centre, Ph 2).
The applicant seeks approval to amend Ordinance Z- 484 -05; 116"' Street Centre Planned Unit
Development (PUD). The site is located at the northeast corner of 116"' St. and College Ave. and is
Zoned PUD. Filed by Steve Hardin of Baker Daniels, LLP for J.C.Hart Company, Inc.

Overview:
Petitioner has worked with staff regarding revisions, connectivity, buffering, screening
Petitioner reached an understanding with staff, revisions submitted

Straightened north end of property and designated future right -of -way
Removed northern most building from site plan eliminating 15 units
Reduced number of buildings to two
Buildings will be 3- stories with drive -under parking
Buildings will have store -front character
Buildings will give mixed -use appearance along College Ave
Amenity Building moved farther west
Moving building shifted office use out of neighbors back yard
Petitioner removed connectivity and head -in parking

Neighbors to the north will be buffered with some pedestrian connectivity

Project has been through TAC review and emergency vehicle access concerns addressed
Neighbors:
Judy Hicks—proposal looks like it addresses connectivity and buffering— pleased with changes
Jeremy Long—connectivity was biggest concern—proposal is excellent
Dan Connor —would still prefer less dense population; would like to see more detail; does not
understand need for clubhouse, given close proximity of Monon Center
Motion: Woody Rider "to forward Docket No. 09090017 OA, 116 and College PUD (116 Street
Centre, Ph 2) to the full Plan Commission with a positive recommendation." The motion was seconded
by Madeleine Torres, voted 4 -0, Motion Approved.
6. Docket No. 09090018 CPA: 96 Westfield Subarea Plan Comprehensive Plan Amendment
The applicant seeks approval to amend the Carmel Clay Comprehensive Plan (C3 Plan 2009), to adopt
Land Classifications and a Subarea Plan for the 96th Street Westfield Boulevard Special Study Area,
which is located south of 99th St. north of 96th St., east of the Monon, and west of Keystone Pkwy. Filed
by the Department of Community Services, on behalf of the Carmel Plan Commission.

be addressed at a later date.

Public Comments:
Lucy Hunter wants sidewalks on north side of 96 Street because of trees
Pat Rice different color on Wild Cherry Corners map legend
John Tintera Favor with changes thus far
No further public input closed
Connectivity is a huge issue-2 lots deep from the north side of 96 Street. Residents want cul -de -sacs
explored and street opening onto Westfield Boulevard via 99 Street. Residents favor a buffer in the
form of a wall rather than earthen berm.
Residents would like historic property preserved

Studies Committee Meeting.
