Also Present: Ramona Hancock, Plan Commission Secretary The Special Studies Committee considered the following items: 1. Docket No. 09100003 ADLS Amend: Alexandria Apartments Signage The applicant seeks design approval for 1 new identification sign. The site is located at the SE corner of Pennsylvania and Main St. and is zoned OM/MF- Old Meridian District Multi- Family. Filed by Nancy Long of A -1 Expeditors on behalf of Edward Rose Companies. The site is located at 502 E. Carmel Dr. and is zoned B -8. Filed by Matt Griffm of Buckingham Companies. Present for Petitioner: Matt Griffin, Buckingham Companies, Indianapolis. The applicant seeks approval for signage, exterior building modifications, and a bio -swale /rain garden. The site is located at 11799 College Dr. and is zoned 13-2 /13usiness. Filed by Joe Scimia of Baker Daniels for Firestone Industrial Products, LLC. Present for Petitioner: Joe Scimia, attorney, Baker Daniels, 600 East 96"' Street. Note: Parking ratio based on use1 space for every 250 square feet —would depend on use after Firestone vacated Joe Scima states that parking can be restored to intensive use petitioner has made plans to restore to intense use in the future Motion: Sue Westermeier "to approve Docket No. 09110030 ADLS Amend, Meridian Technology Center, Firestone Global Research, as presented to the Committee," seconded by Woody Rider, voted 4 -0 Motion Approved. 4. Docket No. 09110028 ADLS Amend: East 96th St Auto Park, lot 3 Tom O'Brien The applicant seeks approval for an architectural arch to be added to the building. The following item was heard out of Agenda sequence. 5. Docket No. 09090017 OA: 116' and College PUD (116' Street Centre, Ph 2). The applicant seeks approval to amend Ordinance Z- 484 -05; 116"' Street Centre Planned Unit Development (PUD). The site is located at the northeast corner of 116"' St. and College Ave. and is Zoned PUD. Filed by Steve Hardin of Baker Daniels, LLP for J.C.Hart Company, Inc. Present for Petitioner: Steve Hardin, attorney, Baker Daniels; Randy Sherman, John Hart, Todd May, Mark Zuckerman. Overview: Petitioner has worked with staff regarding revisions, connectivity, buffering, screening Petitioner reached an understanding with staff, revisions submitted Randy Sherman: Changes made from original proposal Straightened north end of property and designated future right -of -way Removed northern most building from site plan eliminating 15 units Reduced number of buildings to two Buildings will be 3- stories with drive -under parking Buildings will have store -front character Buildings will give mixed -use appearance along College Ave Amenity Building moved farther west Moving building shifted office use out of neighbors back yard Petitioner removed connectivity and head -in parking Petitioner also developed character of building architecture to north neighbors Dept Report, Christine B- Holmes: If favorable consideration from Committee, item would return to full Plan Commission for final vote Full Development Plan and ADLS would come for review with Site Design Current proposal is part of a PUD approved 4 years ago—balance of site would be developed as S: /P1anCommission /Minutes /Speci2lStudies /2009 /PC -SS dec 01 4 ONE CIVIC SQUARE CARMEL, INDIANA 46032 317/571 -2417 initially planned Number of dwellings increased from 80 townhomes to 196 apartments Little difference in building mass proposal includes several one bedroom units Dept continues to work with petitioner on conceptual site plan Neighbors to the north will be buffered with some pedestrian connectivity Dept recommends favorable consideration Committee Comments Site Plan tied to PUD conceptually Where is the parking Suggest buffering over connectivity Switch from townhomes to apartments--design difference Density not seen as an issue —will not affect neighbors to the north Design of building front favorable Future right -of -way may be a street Steve Hardin: Building parking to the rear and front streets head -in parking limited Parking in place for all units as drawn Actual acreage being expanded for units rather than retail Ordinance states 15 trees for every 100 feet —would bring back to full Commission if otherwise Dept, Christine Barton Holmes: Project has been through TAC review and emergency vehicle access concerns addressed Neighbors: Judy Hicks—proposal looks like it addresses connectivity and buffering— pleased with changes Jeremy Long—connectivity was biggest concern—proposal is excellent Dan Connor —would still prefer less dense population; would like to see more detail; does not understand need for clubhouse, given close proximity of Monon Center Motion: Woody Rider "to forward Docket No. 09090017 OA, 116 and College PUD (116 Street Centre, Ph 2) to the full Plan Commission with a positive recommendation." The motion was seconded by Madeleine Torres, voted 4 -0, Motion Approved. 6. Docket No. 09090018 CPA: 96 Westfield Subarea Plan Comprehensive Plan Amendment The applicant seeks approval to amend the Carmel Clay Comprehensive Plan (C3 Plan 2009), to adopt Land Classifications and a Subarea Plan for the 96th Street Westfield Boulevard Special Study Area, which is located south of 99th St. north of 96th St., east of the Monon, and west of Keystone Pkwy. Filed by the Department of Community Services, on behalf of the Carmel Plan Commission. Present for Petitioner: Brad Johnson, Ground Rules Red, high lighted section of document reviewed with proposed changes. Non substantive changes can be addressed at a later date. Residents want cul -de -sacs explored and street opening onto Westfield Boulevard via 99 Street. Residents favor a buffer in the form of a wall rather than earthen berm. Residents would like historic property preserved NOTE: Document is Conceptual, not final. 96 and Westfield Sub -Area Comp Plan Amendment was continued to the January 5, 2010 Special Studies Committee Meeting.
