The proposed project DOES NOT fall in a Carmel Well Head Protection Zone. 3. The proposed project does fall in the Crooked Creek Regulated Drain Watershed. 4. Hamilton County Surveyor's Office has no objections to the Rezone request. 1. This proposed project falls within the unincorporated limits and MS4 jurisdiction of Hamilton County. Suite 188 One .7 (amilton County Square Noblesville, Indiana 46060 -2230 We have reviewed the submittal from Howard Associates to the Hamilton County Surveyor's Office on December 1, 2009 for this project and have the following comments: 5. The letter and map you provided dated November 24, 2009 do describe a decrease of 3357 sq. feet of impervious area that drains to Crooked Creek Regulated Drain upstream of 96 Street and a net increase of 2896 sq. feet of impervious area to the Crooked Creek Watershed downstream of 96 Street. While that is justification for not providing detention for the drainage to the Crooked Creek Regulated Drain, it is not beneficial to the overall drainage shed because of the limited capacity of the existing culvert under I -465. 6. While the designed drainage system is private infrastructure on private property, HCSO has concerns that 13,674 sq. feet of impervious area will not adequately drain through two 6" PVC pipes. 7. The Crooked Creek Regulated Drain east of the proposed building location does not have a determined Base Flood Elevation per FIRM Panel 18057CO215F. A 100 year elevation of 868.63 was determined by The Corradino Group for the upstream elevation of the new 96 Street box culvert being installed with the road project. It is recommended that this be investigated to determine if the structure in the new location will be reasonably protected from localized flooding during the 1% Chance (100 year) Flood Event. 8. Proper data has not been provided to determine the applicability of the federally mandated Clean Water Act Phase II.
