Dear Connie Tingley,
I am the Property Manager for Ponds West Homeowners Association and I manage the
Ponds West Community which is adjacent to the Kingsboro Neighborhood.
Several of the homeowners at Ponds West have received the request for a variance in
order to allow Kingsboro to build a home on the 100 foot lot in question.
The Board of Directors for Ponds West has asked me to send you this letter to express
their disapproval of this house being built on said lot. The reason being is, this home
would closely abut several homes in the Ponds West neighborhood and could possibly
affect the property value of these lots in a negative manner. If this new home is built, it
will be in very close proximity to a few homes in the Ponds West neighborhood and these
homeowners are concerned this will devalue their Property.
Please accept this letter of concern from the Ponds West Homeowners Association and
take this opinion into consideration when making a decision on whether this new house
will be built or not.

Dear Members of the Zoning Board:
Allow me to introduce myself. My name is Carl Baker. My wife Jane and I moved to Carmel
three years ago and purchased the home at 14350 Quail Pointe Drive, Carmel in Ponds West.
We bought our house for the large lot size, country feel and privacy it afforded, while allowing
us to be near everything the City of Carmel has to offer. The major appeal of our property was
the woods on it and behind it, where we understood no one would be able to build due to the
small size of the lot. Our property backs up to the wooded area owned by Kingsborough LLC off
of 141 Street.
If Kingsborough LLC were allowed a variance to build a home, a bridge would need to be built
over the stream: that runs through that property. That bridge, along with the existing bridges
over this stream, in 'a small area, would increase the probability of debris damming up the
stream. The City`of Carmel has already had to remove debris that built up in the stream at
Quail Pointe Drive and it seems that building another bridge could only create more of a "log
jam Also, it would logically seem that the proposed house would literally be built in our back
yard, destroying not only our privacy and how we enjoy our back yard, but the home of the four
deer and other wildlife we have seen in there almost daily.
In doing some research, it seems that Kingsborough LLC petitioned the board in 2000 for a
variance to build on this same lot. Their request was denied at that time and it makes no sense
to us for them to be able to build a house on this lot at this time or any time in the future.
We wanted to get this letter to you as we will be on vacation, but hope to be home in time for
the meeting on October 26

Dear Advisory Board of Zoning Appeals:
I would like to start by introducing myself. My name is Kent Grubaugh. My wife Kelly
and I have lived in Carmel for all 30 of our married years together. We recently built a
new home at 986 W. 141 Street and moved in last September.
Five or six years ago we began to look for a small piece of property to build our dream
home that would offer some privacy but yet be close to the city and the convenience of
all the amenities Carmel has to offer. In 2005 we purchased a small house that sat on two
acres. It is adjacent to the west of the little sliver of property that is owned by
Kingsborough LLC. They have once again applied for a variance to allow a single family
home to be built on the property with less than the 120 feet of frontage required by
Carmel. The first attempt was in June of 2000. At the time of our purchase, we were
informed by the owners that the 100 foot strip of woods was owned by Kingsborough and
that a variance was applied for and denied in 2000, and that nothing would be built there,
ever.
In July of 2007, my wife and I demolished the existing home and began construction on
our new home. During the construction process we wanted the driveway to our home to
start on the east side of the property, work it's way back to the west and then on north to
the house. Carmel denied this request for the same reason given to Kingsborough back in
2000. It not safe because of the rise in the road and visibility is restricted and this creates
a very dangerous situation. We understood their reasoning and put our driveway on the
west side of our property. This situation has not changed and remains unsafe today.
By allowing a variance to Kingsborough LLC to build a home on this small site would, in
my opinion, create a number of negative situations. There is a creek that runs through the
property and would require a bridge to be built. This would make three bridges no more

than 200 feet apart and being in a wooded area, limbs could create a dam and restrict
water flow causing flooding during heavy rains. This property is also densely wooded
and would require the removal of many of the mature trees on the property for not only
the house but also the drive to the back or north of the property where the elevation rises
and would be the logical location for a house. Having a house on this property would in
fact, place it in three back yards of existing home owners. This would certainly have a
negative impact on our property values as well as an impact on how we currently use our
property daily. It would also have a negative impact on the wildlife that exists there,
displacing the squirrels, hawks and a fox that lives in this small strip of woods.
If this piece of property had been intended to be a part of the Kingsborough
neighborhood, it would have been made part of it at the time. It was not a lot then, and
it's not a lot today. In fact, the developer wanted the entrance to Kingsborough to enter
through this particular property, but that was denied because of the safety factor from the
traffic, which has only increased since 2000. Had the developer wanted to utilize the
property, they should have purchased the two acres we own and incorporated it into the
subdivision back then, which would make this a mute point today.
I thank you for you reviewing our concerns, and appreciate the fact that this board, along
with the current administration is committed to maintaining property values in Carmel.
