HomeMy WebLinkAboutCRC-10-21-09 CRC Meeting, October 21, 2009 CARMEL REDEVELOPMENT COMMISSION Meeting, Wednesday, October 21, 2009 President Ron Carter called the meeting to order at 6:48 p.m. Commission members Bill Hammer, Carolyn Anker, and Jeff Worrell were present, constituting a quorum. Also present were Karl Haas, Les Olds, Sherry Mielke, Megan McVicker, Don Cleveland and Matt Worthley. Others present: From Shiel Sexton Co.: Mike Anderson From CSO Architects: Brandon Bogan From Signature Construction: Gregg Dixon, Jason Springer, Steve Warne Others present: Jim Rabuld, Troy LaMonte, Darrell Norris The Pledge of Allegiance was said. Bid Opening: Parcel 5 Plaza —CCC P. 111; Phase 1; Waterproofing and Paving Gregg Dixon and Jason Springer, with Signature Construction, were present to open and read aloud the bids for the Parcel 5 Plaza Waterproofing and Paving Project. Please see attached bid tabulation sheet. Approval of Minutes September 9, 2009: Moved for approval by Ms. Anker. Seconded by Mr. Worrell and unanimously approved. September 16, 2009: Moved for approval by Mr. Hammer. Seconded by Ms. Anker and unanimously approved. Financial Matters Ms. Mielke announced the September 2009 end of month operating balance for the CRC General Fund is $2,735,552. Ms. Mielke requested the Commission's approval to pay invoices for the CRC General Fund in the amount of $2,173,895.96. Mr. Hammer moved to approve CRC General Fund claims as submitted. Seconded by Ms. Anker and passed unanimously. Sherry Mielke requested the approval of the Disbursement of Funds from the PAC Construction Fund in the amount of $3,716,785.58. Moved for approval by Mr. Worrell, seconded by Mr. Hammer and passed unanimously. Ms. Mielke distributed a supplement to the original third quarter analysis comparing the forecast to the original budget. This will supplement the original 2009 Budget Analysis Comparison and should be considered for approval at next month's meeting. Committee Reports No Committee Reports at this time. 1 CRC Meeting, October 21, 2009 Update on Properties Mr. Anderson with Shiel Sexton, Construction Manager for the PAC, gave an update on the construction progress. Arts Design District Ms. Mielke announced several new businesses have moved into the Arts Design District, including Darren's Ballroom Dance Studio, Cupboard Space, and L'Evento Event Resource Boutique. Ms. Mielke invited the commission members and general public to the final installment of the weekly jazz series, Jazz on the Monon on Sunday, October 25 from 1 -4 p.m. The Arts Design District Businesses Association of Carmel (ADDBAC) has begun a new monthly event called, Second Saturdays including music, local artists as well as offerings, sales and promotions from area businesses. Ms. Mielke reported two film crews were recently in the area highlighting the Arts Design District, including representatives from a local PBS program out of Charleston, IL entitled, "Heartland Highways" and CNN filming "My City, My Secret" as part of their iReport series. Both series should air early next year. Mr. Carter announced that two J. Seward Johnson Jr. sculptures were vandalized with spray paint. He encouraged the community to assist with the identification of the vandal, if any information is known. Mr. Olds announced the renovation of the Museum of Miniature Houses is nearing completion. CRC staff is encouraging Arts Design District tenants to apply for the facade enhancement grants to upgrade their storefronts. Old Business No old business at this time. New Business Mr. Olds requested approval of the RFP for a building at 37 W. Main Street, formerly housing Chaos, in the Arts Design District. As an effort to turn the building around, approval is needed of an RFP that will be publicly advertised for any individuals interested in purchasing or leasing the property (for a white table cloth restaurant) based on standards set forth in the RFP. Mr. Hammer moved the RFP for Parcel 9 -31 for redevelopment be approved. Seconded by Mr. Worrell and passed unanimously. Other Business No other business at this time. 2 CRC Meeting, October 21, 2009 Announcements No other announcements. Adjournment Ms. Anker moved the meeting be adjourned and seconded by Mr. Hammer. The meeting was adjourned at 7:31 p.m. The next regularly scheduled meeting is Wednesday, November 18, 2009 at 6:30 p.m. A special meeting is scheduled for Wednesday, November 4, 2009 at 6 p.m. 3
