Explanation of Request
Reading Tree Park, LLC (hereafter "Developer has filed a request for primary plat and
waivers approval for a parcel of real estate consisting of approximately 6.43 acres (hereafter
"Site The Site is located at 212 West 136 Street in Carmel, which is between Old Meridian
Street and Rangeline Road. The Site is shown on the aerial photograph that is included within
this brochure under Tab #2. The Site sits directly west of the Monon Trail and is surrounded by
single family homes to the north and west, and three -story townhomes to the south and east.
The Site is presently zoned R -1. The Developer intends to subdivide the Site into four (4)
lots for single family homes. Little Cool Creek runs through the property and limits the ability to
develop a portion of the land. Along the Monon trail, in the southeast corner of the property,
there is a spot of high ground that will be subdivided into three building lots for custom homes
to be built by The Old Town Design Group, owned by Jeff Langston and Justin Moffett. It is
estimated that the homes will have a value upon completion of $350,000 to $450,000. These
three lots will comprise approximately 1.9 of the 6.4 total acres. An additional fourth lot will
exist comprising roughly 4.5 acres that will contain a majority of the ground west and north of
Little Cool Creek. Access is limited to this fourth lot and the buildable area is minimal so there
are no immediate plans to develop or build on this parcel. A few sample elevations are
included under Tab #5 of the brochure for the proposed homes for lots #1, 2, 3.
Under Tab #3 is a color site plan that clearly shows the four lots including setbacks. The
three lots in the southeast portion of the property will share an existing common driveway
rather than each lot having their own curb cut along 136 Street. The homes will have front
doors facing the private drive and the rear of the homes will face to the east.
The requested waivers attached to this primary plat reflect the plan for the common
driveway. Rather than creating lots with the required minimum of 50' of frontage at the right
of -way, and having individual curb cuts, the developer will record easements for permanent
access to the lots without frontage at the right -of -way. The requested waivers are as follows:
SCO 6.05.01: 50 -ft minimum lot frontage at the road right of way, SCO 6.05.07: when adjacent
to, dwelling must face a parkway.
Also included within this brochure are the Primary Plat (Tab #4) and the Findings of Fact
sheet (Tab #6).
