Carmel Dr., a property listed under your ownership, has not occurred pursuant to the City of Carmel's approved Thoroughfare Plan. According to Carmel City Code §6-227 (i) and Carmel Zoning Ordinance Sections 13.00.02 (B), which states: i. "(4) Sidewalks and driveways: Sidewalks or multi -use paths constructed across premises as improvements are commenced on individual, unimproved building lots shall be constructed in accordance with the approved construction plans on file with the City and shall be constructed by the Owner or Responsible Party." (B) "Architectural Design. Exterior Lighting. Landscaping and Signage. To insure the compatibility of the proposed use with adjoining areas, the Commission shall review the Architectural Design, Exterior Lighting, Landscaping and Signage (ADLS) application of any proposed use of any Lot or parcel of ground within the B-3 District prior to the issuance of an Improvement Location Permit by the Department. Once approved by the Commission the Architectural Design, Exterior Lighting, Landscaping and Signage (ADLS) shall not be materially or substantially changed or altered without the prior approval of the Commission. Please contact David Littlejohn, the City of Carmel's Transportation Planner, for the specifications for construction of the sidewalk and to schedule a pre -construction meeting prior to the commencement of construction on the sidewalk. Darren Mindham, the City of Carmel's Urban Forester, should be contacted for details on the landscape plan deficiencies and planting requirements. Both planners can be reached by contacting our Planning and Zoning office at (317) 571-2417. The construction of the sidewalk and required plantings must be installed prior to April 15, 2008 to avoid further enforcement action. If you have any questions you can reach me at 571-2476.
