2. Docket No. 09070013 Z: Carmel SmartCode Rezone
The applicant seeks to amend the Official Zoning map of Carmel /Clay Township to include the proposed
SmartCode. The area included is north of 116 east of US 31, and west of Keystone Avenue. The zones
to be added to the zoning map include Tl/Natural Zone, T2 /Rural Zone, T3 -E /Sub -Urban Estate Zone, T3-
L /Sub -Urban Large Lot Zone, T3 /Sub -Urban Zone, T4 /General Urban Zone, T5 /Urban Center Zone,
T6 /Urban Core Zone, and SD /Special District. Filed by the Department of Community Services, on behalf
of the Carmel Plan Commission.
The Department is now moving forward with the mapping portion of the Smart Code effort, which effectively acts
as a rezoning. To date, we have been discussing the Smart Code Ordinance text. Please see the Sept. 23
memorandum and info packet for more info, which includes the proposed transect map and revised drafts of the
SmartCode text.

The sites for which the Department will present conceptual SmartCode site plans are as follows:
Panattoni Site northeast corner of Pennsylvania and 122n City Center Drive.
Traditions on the Monon northeast corner of the Monon Trail and 136 Row.
Former Duke Energy Site northeast corner of Guilford and 116`"
The Oct 6 meeting discussions will include a transect transition study and "what if' sites, as well as the revised
Smart Code ordinance text.
The Dept of Community Services (DOCS) recommends that this item is discussed and then, if needed,
continued to a Special Subdivision Committee meeting (possibly Tuesday, October 13) for further review and
discussion. Or, the committee can forward this item to the October 20 Plan Commission meeting with a
positive recommendation.
