711. Docket No. 09070013 Z: Carmel SmartCode Rezone. The applicant seeks to amend the
Official Zoning map of Carmel and Clay Township to include the proposed SmartCode. The
area included in the rezone is north of 1 16 east of US 31, and west of Keystone Avenue. The
zones to be added to the zoning map include TI/Natural Zone, T2 /Rural Zone, T3 -E /Sub -Urban
Estate Zone, T3 -L /Sub -Urban Large Lot Zone, T3 /Sub -Urban Zone, T4 /General Urban Zone,
T5 /Urban Center Zone, T6 /Urban Core Zone, and SD /Special District. Filed by the Department
of Community Services, on behalf of the Carmel Plan Commission.

As promised at the last meeting, the Department is now moving forward with the mapping
portion of the SmartCode effort, which effectively acts as a rezoning. To date, we have been
discussing the SmartCode Ordinance.
Attached is the letter to the public as well as the proposed map. A reminder postcard for the
public hearing will also be mailed next week to all property owners in North Central Carmel.
You may also have seen banners and a number of public notice signs posted on public properties
and at prominent street corners in the affected area.

Dear Property Owner:
In an effort to protect existing residential neighborhoods and to enhance and improve the older commercial and
former industrial areas slated redevelopment, the City Carmel is proposing adoption of the Carmel
SmartCode. The SmartCode is a graphically illustrated ordinance which folds together zoning, subdivision
regulations and design standards which are focused on building walkable commercial and residential districts.
This letter is to inform you of a proposal to amend the Official Zoning Map in Carmel's Downtown Area to
reflect the Carmel SmartCode, specifically in the area north of 116 Street, between US 31 and Keystone (see
attached map). The Carmel Plan Commission will hold a public hearing on this proposed map amendment on:
Tuesday, August 18, 2009, at 6:00 p.m.
Carmel City Hall, Council Chambers, 2nd Floor
All interested parties will have the opportunity to speak and ask questions at the public hearing. Written comments should be
filed with the Secretary of the Plan Commission on or before the date of the Public Hearing. All written comments and
objections will be presented to the Commission.
You may use the enclosed map to find your property and new proposed zoning district. The proposed district will
be one of the following: T1 Natural, T2 Rural, T3 Sub urban, T3 -E Estate Sub urban,
T3 -L Large Lot Sub- urban, T4 General Urban, T5 Urban Center,
T6 Urban Core or SD Special District.
Please refer to the back of this letter for a brief description of each zone. For more detailed information on each
of the proposed districts, you may view the proposed SmartCode Ordinance at www.carmelsmartcode.com or in
the Department of Community Services Office from 8am -5pm, Monday Friday.
